17. Both sides believe that there are no winners in tariff wars and trade wars, and protectionism should not be the answer to current challenges. Both sides are willing to jointly create an open, inclusive and non-discriminatory international cooperation environment, maintain the vitality and momentum of global economic growth, and promote inclusive economic globalization.

18. The two sides call on all countries in the world to pay more attention to issues related to human development, such as poverty reduction, education and health, accelerate the implementation of the UN 2030 Agenda for Sustainable Development, and promote sustainable development.

The two sides firmly support the building of a world of lasting peace and universal security, jointly safeguard the international nuclear non-proliferation system with the Treaty on the Non-Proliferation of Nuclear Weapons as its cornerstone, promote the three pillars of nuclear disarmament, nuclear non-proliferation and peaceful use of nuclear energy in a balanced manner, and safeguard the authority, effectiveness and universality of the treaty.

20. Brazil welcomes the Global AI Governance Initiative proposed by China and is willing to work with China to implement the UN General Assembly resolution on strengthening international cooperation in AI capacity building and the AI ​​Capacity Building Inclusive Plan, and promote practical cooperation in the fields of AI digital infrastructure, data corpus, open source applications, and talent training. To this end, the two sides are willing to carry out joint actions within bilateral and multilateral frameworks. Both sides support the United Nations in playing a leading role in global AI governance, promoting fair, sustainable, and inclusive development of AI, and continuously bridging the digital divide and the intelligence divide.

21. The two sides are willing to strengthen the coordination of positions on strengthening global cyberspace governance and combating online false information, and promote the construction of an open, secure, stable, accessible, peaceful and interconnected cyberspace. The two sides welcome the adoption of the United Nations Convention on Cybercrime by the United Nations General Assembly, and are willing to jointly promote the entry into force of the Convention as soon as possible and strengthen international cooperation in combating cybercrime.

22. China reiterates its support for Brazil to assume the rotating presidency of the BRICS in 2025 and to host the 17th BRICS Summit. The two sides will continue to deepen practical cooperation in various fields within the BRICS framework.

23. China supports Brazil in hosting the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change to be held in Belém, Brazil in November 2025. China confirms that it will send a high-level delegation to the conference. Both sides stressed that they will adhere to the principle of common but differentiated responsibilities, promote sustainable development in the three pillars of environment, society and economy, promote substantive results of the conference, and contribute to addressing climate emergencies that have a disproportionate impact on the global South. To this end, China thanks Brazil for its invitation to join the Finance Ministers’ Meeting of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change. China has noted that Brazil proposed its nationally determined contribution at the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change. Brazil welcomes China’s commitment to announce its nationally determined contribution for 2035 covering the entire economy, including all greenhouse gases. China welcomes Brazil’s initiative to launch the “Forever Tropical Rainforest Fund” within the framework of the conference, and looks forward to the initiative playing a positive role. Both sides believe that it is important to strengthen exchanges and cooperation and promote developed countries to fulfill their responsibilities and take concrete actions to help build an international mechanism dedicated to the protection and conservation of tropical rainforests.

26. The two Heads of State congratulated the Fourth Ministerial Meeting of the China-CELAC Forum held in Beijing on the same day, which also celebrated the 10th anniversary of the official operation of the Forum.

27. The two sides reaffirmed the importance of maintaining peace and stability in the Middle East. They support the Gaza Early Recovery and Reconstruction Plan adopted by the Arab League on March 4, 2025, and call on the international community to promote the continuous and effective implementation of the ceasefire agreement to alleviate the humanitarian crisis in the Gaza Strip. They are willing to continue working with all parties to contribute to the final resolution of the Palestinian-Israeli conflict. They reaffirmed their firm support for the “two-state solution” and promoted the establishment of an independent, viable, fully sovereign Palestinian state that coexists in peace and security with Israel, based on the 1967 borders, including the West Bank and the Gaza Strip, with East Jerusalem as its capital. The two sides reiterated their firm opposition to terrorism and all forms of violence.

28. The two sides recalled the constructive role played by Brazil and other countries of the global South in promoting the peaceful resolution of the Iranian nuclear issue in the past and present. Brazil welcomed the Joint Statement of the China-Russia-Iran Beijing Meeting on the Iranian Nuclear Issue and China’s five-point proposal. The two sides reiterated their support for the proper resolution of the Iranian nuclear issue through political and diplomatic means, ensuring the peaceful use of nuclear energy, and maintaining peace and stability in the Middle East.

29. Both sides emphasized that this visit is President Lula’s second state visit to China in two years, which has important diplomatic significance and is a new milestone in the continued consolidation of friendly ties between the two sides.

30. During the visit, the two sides signed a series of cooperation documents covering areas such as sustainable development, finance, digital economy, inspection and quarantine, and humanities and education.

31. President Lula expressed his sincere gratitude to President Xi Jinping and the Chinese government and people for their warm and friendly reception during his visit.


China-Brazil joint statement on the Ukrainian crisis

May 13 (MFA) — 1. China and Brazil welcome President Putin’s proposal to start peace talks on May 10 and President Zelensky’s positive statement.

2. China and Brazil hope that Russia and Ukraine will start direct dialogue as soon as possible, which is the only way to end the conflict.

3. China and Brazil positively evaluate the recent signals of willingness to engage in dialogue, and look forward to the relevant parties launching fruitful negotiations, building more consensus on achieving a political solution, and addressing the reasonable concerns of all parties. They believe that it is necessary to find a solution to the Ukrainian crisis from the root causes in order to ultimately reach a fair, lasting and binding peace agreement.

Fourth, to achieve the above goals, China and Brazil called on all parties to create conditions for resuming dialogue in May 2024. In September of the same year, the two countries launched the “Friends of Peace” group at the United Nations to unite the countries of the Global South.
