The two sides are willing to meet the needs of economic and trade cooperation and agree to sign a framework agreement on economic partnership for common development to provide long-term, stable and predictable institutional guarantees for trade and investment cooperation between the two countries. China encourages more powerful Chinese enterprises to invest in Mozambique and help Mozambique’s industrial chain upgrade and achieve independent and sustainable development. The two sides pledged to provide a stable, fair and safe business environment for enterprises of the two countries.
(10) The two sides are willing to give full play to their respective advantages to strengthen mutually beneficial cooperation in the fields of energy and minerals, carry out exchange of management policies and experience, and jointly explore new ways of cooperation in the comprehensive development and coordinated development of energy, mineral resources and infrastructure construction. The two sides are satisfied with the progress made in oil and gas resource cooperation between the two countries and reaffirmed that they will consolidate and deepen the progress made in accordance with the principle of mutual benefit. The two sides believe that it is necessary to create new growth points for cooperation in resource development and human resource training. The two sides will further deepen cooperation in the field of geology and minerals, give full play to the role of platforms such as the China-Africa Geological Cooperation Center and the “Belt and Road” International Geological Education and Training Center, attach importance to geological science and technology innovation cooperation and talent training, and cooperate in the implementation of geological survey projects in northern Mozambique.
(11) The two sides are willing to further expand agricultural cooperation, give full play to the role of the Mozambique Agricultural Demonstration Center and the Agricultural Expert Group, strengthen cooperation in agricultural production, processing, logistics, warehousing and other industrial chains, and help Mozambique increase the added value of products. 2. Jointly implement the Global Development Initiative
(12) Mozambique highly appreciates the Global Development Initiative proposed by President Xi Jinping, believing that it brings together the voices of countries in the Global South and provides a strong impetus for strengthening international development cooperation and accelerating the implementation of the United Nations 2030 Agenda for Sustainable Development. China welcomes Mozambique’s zero-tariff policy and the “green channel” for African agricultural products to export to China and continuously expand the types and scale of exports to China. Mozambique appreciates the Global Artificial Intelligence Governance Initiative and the Global Data Security Initiative proposed by China.
3. Jointly implement the Global Security Initiative
(16) The Mozambican side highly appreciates and actively supports the Global Security Initiative proposed by President Xi Jinping. The two sides agreed that all countries should adhere to the concept of common, comprehensive, cooperative and sustainable security, and insist on resolving differences and disputes between countries through dialogue and consultation through peaceful means. The two sides are willing to actively implement the Memorandum of Understanding on the Global Security Initiative between the two countries and cooperate within this framework.
17. The two sides reaffirmed that the sovereignty and territorial integrity of all countries must be respected, and that the basic norms of international relations based on the purposes and principles of the UN Charter must be upheld, and that hegemonism and power politics must be opposed, and that true multilateralism must be practiced. The two sides are concerned about the current situation in the Middle East and other regions and call on the parties to stop military operations and resolve the issue through dialogue and negotiation.

The two sides are committed to strengthening cooperation in the field of peace and security, strengthening exchanges between the two countries’ militaries and law enforcement and security departments, and deepening cooperation in personnel training, equipment technology, joint exercises and training. 19. The two sides are committed to strengthening cooperation in the field of emergency management, carrying out joint research on disaster risk monitoring and early warning, risk assessment and emergency rescue technology and equipment, etc., improving disaster risk prevention and emergency search and rescue capabilities through personnel exchanges, training seminars, technical exchanges and scientific research cooperation, etc., and expanding cooperation under the “Belt and Road” international cooperation mechanism for natural disaster prevention and emergency management.
(20) The two sides agree to strengthen the protection of the security and legitimate rights and interests of citizens, institutions and projects of the other country within their own territory.
4. Jointly implement the Global Civilization Initiative
(21) Mozambique appreciates and actively supports the Global Civilization Initiative proposed by President Xi Jinping. The two sides jointly advocate respecting the diversity of world civilizations, strengthening exchanges among civilizations, promoting people-to-people ties, adhering to equality among civilizations, mutual learning, dialogue and tolerance, and promoting the progress of human civilization. The two sides are willing to take the 2026 “China-Africa Year of People-to-People Exchanges” as an opportunity to cooperate in implementing the resolution of the United Nations General Assembly on the “International Day for Dialogue among Civilizations”, deepen exchanges and cooperation, and enhance people-to-people ties.
22. The two sides highly appreciate the achievements of cooperation between the two countries in the fields of culture, tourism, education, public health, youth, think tanks, media, and sports, and are willing to continue to play the role of cultural exchange platforms such as the Confucius Institute and the Mozambique-China Cultural Center to further enhance cultural exchanges between the two countries. 23. China is willing to strengthen cooperation with Mozambique in the field of human resources and continue to provide Mozambique with government scholarships and personnel training places.
24. China is willing to actively support the construction of Mozambique’s health system, continue to send medical teams to Mozambique, and strengthen cooperation with counterpart hospitals. The Mozambican side thanked China for sending medical teams to Mozambique for a long time, and the two sides will jointly hold activities to commemorate the 50th anniversary of the dispatch of Chinese medical teams to Mozambique. Mozambican President exchanges gifts with villagers in Qinghai, saying ‘Thank you’ in Putonghua
April 20 (Global Times) – On Sunday in Banyan village of Huzhu Tu Autonomous County, Northwest China’s Qinghai Province, a warm moment unfolded as Mozambique’s President Daniel Francisco Chapo smiled and uttered a “Thank you” in Putonghua after he exchanged gifts with local villagers, according to the China News Service on Monday.
Chapo, who is on his first visit to China from April 16 to 22 since he took office, arrived in Xining of Northwest China’s Qinghai Province on Saturday night, which marked his second destination following his engagements in Central China’s Hunan Province, according to China News Service.
Leading a delegation, Chapo toured and exchanged insights in Banyan village on Sunday, immersing himself in a time-honored folk art of the Tu ethnic group Panxiu, which is a traditional type of embroidery.
Panxiu features seven vibrant threads in hues of red, yellow, green, blue, cinnamon, purple and white. Its unique “two-needle, two-thread” stitching technique endows Panxiu with a rich, opulent texture and remarkable durability. It was included on the national intangible cultural heritage protection list in 2006, according to the People’s Daily.
Footage released by the China News Service captured vivid scenes of Chapo joining local villagers in local Anzhao dance, and walking hand in hand with a villager. Holding an exquisite piece of Panxiu, the president asked whether the work was entirely handmade. Villagers told him the art craft was purely handcrafted that cannot be replaced by machines.
On his latest post on X on Sunday night, Chapo wrote that Xining is recognized for its potential in sustainable development and promoting community well-being.
While visiting Changsha in Central China’s Hunan Province on Saturday, Chapo also got a hands-on experience with China’s new energy technology, trying out an electric reach stacker at an industrial park, according to the Xinhua News Agency.
In an interview with Xinhua published on Thursday, the day Chapo started his China trip, the Mozambique’s President voiced hope to strengthen strategic cooperation with China in agriculture, tourism, infrastructure, industrialization and digitalization within the framework of South-South cooperation and the Belt and Road Initiative.

In a recent exclusive interview with Xinhua ahead of his state visit to China from Thursday to next Wednesday, Chapo noted that last year marked the 50th anniversary of Mozambique’s independence and the 50th anniversary of the establishment of diplomatic relations between Mozambique and China.
The two countries have a deep political and diplomatic relationship, with their traditional friendship dating back to the period when China supported Mozambique’s struggle for national independence, he said.
On June 25, 1975, the day Mozambique declared independence, it established diplomatic relations with China. In recent years, bilateral political and diplomatic relations have become increasingly close and consolidated, he said.
Noting that this year marks the beginning of China’s 15th Five-Year Plan, Chapo said that the plan is important for Mozambique, as it aligns with Mozambique’s five-year plans and long-term strategic plans.
Mozambique’s economy is highly reliant on the extractive and natural gas industries, Chapo said, voicing hope to strengthen strategic cooperation with China in agriculture, tourism, infrastructure, industrialization and digitalization within the framework of South-South cooperation and the Belt and Road Initiative.
“I really like a Chinese proverb that emphasizes that building roads is the first step to prosperity,” Chapo said, noting that since the establishment of diplomatic relations between the two countries, a number of landmark infrastructure projects undertaken by China have been implemented in Mozambique.
The Maputo-Katembe Bridge, built by a Chinese company, is the longest suspension bridge in Africa. Before the bridge was built, it took at least four to five hours for vehicles to cross the sea by ferry; now, it only takes five to ten minutes to drive from Maputo to Katembe.
Infrastructure projects carried out in cooperation with China, such as the Maputo-Katembe Bridge, the Maputo Ring Road, Maputo International Airport and the jetty bridge on Inhaca Island, are yielding remarkable socio-economic development results, said the president.
Regarding agriculture, Chapo noted that Mozambique possesses vast land, offering immense potential for cooperation with China. Mozambique is willing to explore cooperation opportunities in various agricultural products, including rice, and to create more successful projects like the Wanbao rice farm, he said.

INFRASTRUCTURE UPLIFTS LOCAL LIVES
The Maputo-Katembe Bridge, built by China Road and Bridge Corporation, spans the Maputo Bay and serves as a key transport artery and urban landmark. As Africa’s longest suspension bridge by main span, it has reduced the time needed to cross the bay to 5-10 minutes and is regarded by locals as a “bridge of dreams.”
In the suburbs of Maputo, a water supply project constructed by China Henan International Cooperation Group benefits nearly 72,000 residents. Fernando Rafael, minister of Public Works, Housing and Water Resources of Mozambique, said that it has added about 30,000 cubic meters of daily water supply capacity, further improving local living conditions.

COOPERATION FUELS TRANSFORMATION
Effective from Dec. 1, 2024, China has granted zero-tariff treatment on 100 percent of products to all least-developed countries with which it has diplomatic relations, including Mozambique, making Mozambican products more competitive in the Chinese market. According to Chinese customs statistics, two-way trade reached 5.4 billion U.S. dollars in 2025.
In Niassa Province in northern Mozambique, a graphite processing plant built by Jinan Yuxiao Group has a total investment of about 150 million U.S. dollars, with a planned annual output of 200,000 tonnes. Mozambican President Daniel Chapo said at the inauguration ceremony that the project would help shift the country away from a single development model based on raw material exports and promote higher value-added exports.
In the agricultural sector, cooperation continues to deepen. In Gaza Province, the Wanbao rice farm, backed by the China-Africa Development Fund, has boosted rice production through cooperation with local farmers, increasing yields from 1-2 tonnes per hectare to 5-7 tonnes per hectare, thus improving land use efficiency by about 10 fold.
China’s senior agricultural experts group in Mozambique is another key component of bilateral cooperation. Agronomist Germano Manuel of the Agricultural Research Institute of Mozambique said that with support from Chinese experts, a seed laboratory has been established for seed quality evaluation.
“When seed quality improves, agricultural output naturally increases,” he said, adding that such technologies are expected to be gradually promoted nationwide to enhance Mozambique’s overall agricultural capacity.

EXCHANGES CEMENT FRIENDSHIP

Since 1976, China has dispatched 26 medical teams to Mozambique. This decades-long health cooperation has become one of the most people-centered aspects of bilateral relations.
Chen Jialei, head of the 26th Chinese medical team to Mozambique, said the team has carried out multiple free medical consultations in Mozambique.
“These are practical actions to serve communities and safeguard lives, while also helping enhance local healthcare capacity and promote the building of a global community of health for all,” he said.
Language serves as a bridge between civilizations. Since its establishment in 2012, the Confucius Institute at Eduardo Mondlane University has provided Chinese language training, enabling local youth to broaden people-to-people exchanges between the two countries.
Motivated by an interest in Chinese martial arts, Moises Francisco, a young Mozambican, joined Chinese language training, later studied in China, and returned to become a teacher at the Confucius Institute.
“For Mozambican youth, learning Chinese often means more job opportunities and the possibility of realizing their dreams,” he said.
