Following the successful conclusion of its 14th National Congress, the Communist Party of Vietnam (CPV) has intensified its strategic coordination with its Chinese counterpart with an exchange of special envoys between the two parties.
First, Liu Haixing, Minister of the International Department of the Communist Party of China (CPC) Central Committee (IDCPC), visited Vietnam as the Special Envoy of General Secretary Xi Jinping.
Liu met with To Lam, General Secretary of the CPV Central Committee, in Hanoi on January 30.
According to the website of the IDCPC, Liu delivered a congratulatory letter from General Secretary Xi Jinping to To Lam and conveyed Xi’s sincere greetings and best wishes to him. Liu said, China warmly congratulates Vietnam on the successful convening of the 14th National Congress of the CPV and Comrade To Lam on his re-election as General Secretary of the CPV. China is willing to work with Vietnam to earnestly implement the important consensus reached by the general secretaries of the two Parties, adhere to the six overarching goals of “stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences”, firmly safeguard the security of governance, intensify high-level exchanges, enhance political mutual trust, expand common interests, jointly uphold international justice, and promote the continuous development of the China-Vietnam community with a shared future.
The Vietnam News Agency (VNA) added that, welcoming the special envoy, General Secretary Lam emphasised that the visit carries profound political significance, reflecting the high priority, deep respect, and sincere friendship of the Chinese party, state, and people towards their Vietnamese counterparts, as well as the long-standing solidarity and close bonds between the two Communist Parties.
He appreciated the very positive outcomes of the phone talks with General Secretary and President Xi immediately after the CPV’s 14th National Congress, which created a favourable starting point for relations between the two Parties and countries in the new term and Vietnam’s new development era.
Sharing with the special envoy the important outcomes of the 14th National Party Congress, the party chief underscored that its success marked a turning point and a particularly important milestone determining Vietnam’s future development in the new era. The congress not only reviewed the past five years and summed up 40 years of renewal, set goals and tasks for the next five years, but also shaped strategic mindset, vision, and long-term development orientations toward the mid-21st century. Vietnam will continue to play an active and responsible role in maintaining peace, stability, and development in the region and the world, he stressed.
On the same day, Liu Haixing held the first meeting of the mechanism for meetings between the Minister of the IDCPC and the Secretary of the Party Committee of Vietnam’s Ministry of Foreign Affairs with Le Hoai Trung, Member of the Political Bureau of the CPV, Secretary of the Party Committee of the Ministry of Foreign Affairs, and Minister of Foreign Affairs of Vietnam.
The IDCPC reported Liu as saying that the two sides should walk hand in hand on the path of socialist modernisation and jointly create a brighter future for China and Vietnam, contributing positive energy to regional peace, stability, development and prosperity.
For his part, Le Hoai Trung thanked Special Envoy Liu Haixing for coming to Vietnam to extend congratulations. He said, Vietnam and China are like-minded partners on the socialist path. Vietnam always regards its relations with China as an objective requirement, strategic choice and top priority of its foreign policy. The development of bilateral relations is of great strategic significance to the socialist cause of the two countries. Under the new circumstances, Vietnam is willing to work with China to strengthen high-level exchanges between the two parties, deepen exchanges and mutual learning of experience in state governance and administration, expand exchanges and cooperation in various fields, and jointly build a Vietnam-China community with a shared future that carries strategic significance.
VNA added that, affirming that the Vietnamese party and state always attach top priority to relations with China, Trung proposed that both sides closely coordinate in organising high-level exchanges in the coming period, further promote party-to-party cooperation mechanisms, strengthen coordination at multilateral forums of political parties, continue cooperation in cadre training, enhance exchanges of experience and theory, and soon sign new cooperation programmes and plans between the two parties.
He also called for stronger friendly exchanges and cooperation among party committees of localities, particularly those sharing the border line, mass organisations and especially young people, while stepping up communication efforts to consolidate a firm social foundation for bilateral ties.
Following Liu’s visit, Le Hoai Trung then visited China as the Special Envoy of General Secretary To Lam.
General Secretary and Chinese President Xi Jinping met with him in Beijing on February 4.
According to the Xinhua News Agency, Xi said the CPC and the CPV have maintained the fine tradition of reciprocal notification of their respective major political agendas, a practice that embodies the unique and friendly bond of comrades and brothers of the two countries, as well as their strong political mutual trust.
Xi said that during his recent phone talks with General Secretary To Lam, the two sides exchanged in-depth views on further promoting the building of a China-Vietnam community with a shared future of strategic significance and reached important consensus.
It is believed that under the strong leadership of the CPV Central Committee headed by Lam, the party, the country, and the people of Vietnam will successfully accomplish the goals and tasks set at the 14th National Congress of the CPV.
Xi added that China and Vietnam have made vigorous progress in all aspects of socialist development, demonstrating the vitality and vigour of the socialist system. China is willing to work with Vietnam to follow the policy of long-term stability, forward thinking, good neighbourliness and comprehensive cooperation, and the spirit of being good neighbours, good friends, good comrades, and good partners.

Trung conveyed a reply letter of gratitude from Lam to Xi, along with a verbal message. VNA added that Trung affirmed the determination of the party, state and people of Viet Nam to build a peaceful, independent, democratic, prosperous, civilised and happy country steadily advancing towards socialism. Vietnam firmly upholds national independence and socialism with the guiding principle that “the people are the foundation”, establishing a new growth model, and consistently pursuing a foreign policy of independence, self-reliance, resilience, peace, friendship, cooperation, development, and multilateralisation and diversification of external relations, the Special Envoy stated.

The minister emphasised that the Congress, for the first time, identified foreign affairs and international integration, together with strengthening national defence and security, as key and permanent tasks. He affirmed Viet Nam’s consistent foreign policy of independence, self-reliance, resilience, peace, friendship, cooperation and development, multilateralisation and diversification of external relations, and proactive and responsible participation in addressing common regional and global issues.
Underscoring the high priority given to Viet Nam–China relations, the two sides reviewed recent cooperation and important progress in ties between the two Parties and countries. They exchanged views and reached broad consensus on effectively implementing high-level agreements and common perceptions, especially those achieved by the two Party chiefs during their phone talks on January 26.

Guided by the important consensus reached by the leaders of the two Parties and two countries, both sides should reinforce the political, material, and public support foundations for bilateral relations, elevate Vietnam-China relations to new heights, and deliver greater benefits to people of both countries, Trung said.
Vietnamese Party chief’s Special Envoy meets with top Chinese leader
February 4 (Nhân Dân) – Le Hoai Trung, Politburo member, Minister of Foreign Affairs and Special Envoy of General Secretary of the Communist Party of Viet Nam (CPV) Central Committee To Lam paid a courtesy call on General Secretary of the Communist Party of China Central Committee and President of China Xi Jinping in Beijing on February 4, as part of the Vietnamese official’s visit to the country.
At the meeting, Trung briefed the top Chinese leader on the outcomes of the 14th National Congress of the CPV.
General Secretary and President Xi welcomed Trung and the Vietnamese delegation’s visit, saying it reflects the high importance and top priority that the Party and State of Viet Nam attach to bilateral relations, as well as the long-standing friendship and close bonds between the two Parties.
On behalf of the Party and State of China, he warmly congratulated the CPV on the great success of its 14th National Congress and asked Trung to convey his regards and congratulations to General Secretary Lam on his re-election. He also expressed satisfaction with the outcomes of his telephone talks with the Vietnamese Party chief shortly after the congress.
The Chinese leader hailed the congress’s election of a new leadership and its formulation of theoretical guidelines for reform, opening up a new development era for Viet Nam. He voiced confidence that, under the leadership of the CPV headed by General Secretary Lam, Vietnamese people will successfully implement the Resolution of the 14th National Party Congress, build socialism suited to national conditions, and fulfil the two centenary goals marking the founding of the Party and the country.
Trung conveyed the cordial regards and a letter of appreciation from General Secretary Lam to the Chinese leader for his congratulations.
Briefing the Chinese leader on key outcomes of the 14th National Party Congress, he underlined that the congress fulfilled a major historical mission by comprehensively reviewing 40 years of Doi Moi (Renewal), and deciding issues of strategic significance to the nation’s future and destiny in the new development era.
He affirmed the determination of the Party, State and people of Viet Nam to build a peaceful, independent, democratic, prosperous, civilised and happy country steadily advancing towards socialism. Viet Nam firmly upholds national independence and socialism with the guiding principle that “the people are the foundation”, establishing a new growth model, and consistently pursuing a foreign policy of independence, self-reliance, resilience, peace, friendship, cooperation, development, and multilateralisation and diversification of external relations, the Special Envoy stated.
Trung also conveyed the congratulations of the Party and State of Viet Nam and General Secretary Lam on China’s major development achievements and on General Secretary and President Xi’s strategic decisions that have enabled China to pursue high-quality development, and achieve breakthroughs in science and technology, contributing significantly to economic growth, development, security, civilisation, governance, and stability globally.
Noting the positive momentum in Viet Nam–China relations under the strategic guidance of the top leaders of both Parties, Trung affirmed the Vietnamese Party and State’s consistent viewpoint of attaching great importance and giving top priority to advancing cooperation with China, standing ready to accompany China in its new development journey, and consolidating the political, material and social foundations of bilateral ties through strengthening high-level strategic exchanges.
The official affirmed the determination of the external affairs agencies of both Parties and countries to effectively implement the common perceptions reached by the top leaders, further deepening the comprehensive strategic cooperative partnership and the Viet Nam–China community with a shared future that carries strategic significance.
Highly valuing Trung’s views, General Secretary and President Xi emphasised the China–Viet Nam long-standing friendship, saying the relations align with the fundamental interests of both countries. He affirmed that China attaches great importance to and prioritises the development of friendly relations with Viet Nam, and expressed readiness to maintain regular strategic exchanges with General Secretary Lam, and adhere to the “16-word” guideline, the spirit of “four goods” and the orientation of “six major orientations”.
The leader noted that China’s adoption of its 15th Five-Year Development Plan in March 2026 will create additional opportunities for cooperation and development with other countries, including Viet Nam.

Wang Yi extended congratulations on the success of the 14th National Congress of the CPV. He said that General Secretary Xi Jinping and General Secretary To Lam recently held phone talks, during which they agreed that both China and Viet Nam should keep to their paths and not sway in their commitment, unite and cooperate to promote development, and draw up a grand blueprint for deepening the building of a China-Viet Nam community with a shared future that carries strategic significance. Vietnamese, Chinese foreign ministers hold talks in Beijing
February 3 (Nhân Dân) – Le Hoai Trung, Politburo member, Minister of Foreign Affairs and Special Envoy of General Secretary of the Communist Party of Viet Nam (CPV) Central Committee To Lam, held talks with Wang Yi, Politburo member, Director of the Office of the Commission for Foreign Affairs of the Communist Party of China (CPC) Central Committee and Minister of Foreign Affairs of China, in Beijing on February 3.
Trung briefed Wang on the key outcomes and success of the 14th National Congress of the CPV, highlighting its new theoretical and practical insights. He reaffirmed the CPV’s resolve to follow the Congress’s guidelines, overarching goals, key tasks, and strategic breakthroughs, with the aim of achieving fast and sustainable development and building Viet Nam into a developed country with a socialist orientation.
He shared new viewpoints and mindset in the 14th Party Congress’s foreign policy, notably the addition of “self-strengthening” to the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, and multilateralisation and diversification of external ties. For the first time, diplomacy and international integration have been identified as a “key and regular” task on par with national defence and security safeguarding.
The Vietnamese minister proposed that both sides coordinate to successfully organise forthcoming high-level visits; boost substantive cooperation in such new focal areas as science – technology, innovation, and quality workforce training; accelerate strategic transport connectivity, particularly railway links; increase quality investment flows, propel balanced and sustainable economic and trade ties, including the import of goods, especially Vietnamese agricultural and aquatic products; and strengthen cooperation in culture, health care, and people-to-people exchanges to further consolidate the sound social foundation of bilateral ties.
Wang, for his part, congratulated the CPV on the success of its 14th National Congress. He affirmed that the CPC Central Committee, with Xi Jinping at its core, consistently supports the CPV, led by General Secretary Lam, in guiding the Vietnamese people to the fulfillment of the 14th Congress’s Resolution and the successful building of socialism suited to Viet Nam’s conditions in the new era of development.
The Chinese Party and State attach great importance to consolidating and developing ties with Viet Nam and to advancing the building of the China – Viet Nam Community with a shared future that carries strategic significance, he remarked.
He also congratulated Trung on his election to the new Politburo and agreed with the cooperation proposals put forward by the Vietnamese official.
Wang affirmed China’s readiness to facilitate high-level and all-level exchanges, and improve the effectiveness of Party-to-Party cooperation to reinforce political trust.
He proposed more effective cooperation in areas of mutual need and strength, with a focus on standard-gauge railway lines connecting the two countries, cross-border economic cooperation, breakthroughs in sci-tech collaboration, and new quality productive forces. He further stressed the importance of sustaining people-to-people ties, especially among younger generations, to bolster public support for bilateral relations.
At the event, both officials praised the strides in relations between the two Parties and countries in recent years, especially the successful phone talks between the two General Secretaries shortly after the 14th Congress of the CPV, which opened up a new chapter for the comprehensive and substantive development of Viet Nam – China relations.
The two sides agreed to push bilateral ties toward greater substance and held in-depth discussions on measures for effectively implementing the high-level agreements and common perceptions in line with the six major orientations.
On global and regional issues of mutual concern, both host and guest pledged to foster multilateral coordination and make responsible contributions to peace, cooperation, and development in the region and the world.
On the same day, Trung offered incense at the statue of President Ho Chi Minh at the Vietnamese Embassy in Beijing on the occasion of the CPV’s 96th anniversary.
