China and Nauru committed to promoting peace, development and stability in the Pacific

President of Nauru David Adeang paid a state visit to China at the invitation of his counterpart Xi Jinping from March 24-29. The visit comes soon after the tiny South Pacific island nation resumed diplomatic relations with China on January 24.

The two heads of state met on March 25 and Xi noted that Nauru’s political decision to adhere to the one-China principle and restore diplomatic ties with China in January is a move that conforms to the trend of history and the times.

Friendship, no matter its beginning, will have a bright future, and cooperation, regardless of scale, will be productive as long as it is sincere, Xi said.

He added that China-Nauru relations have opened a new chapter in history, and China is ready to work with Nauru to create a better future for relations between the two countries and bring more benefits to the two peoples.

China welcomes Nauru as another country to sign the Belt and Road cooperation document with China, adding that China is ready to expand practical cooperation with Nauru in trade, investment and infrastructure construction, and provide assistance to Nauru for its independent and sustainable development without political strings attached.

Stressing that treating others as equals is a defining feature of China’s diplomacy, Xi said China always believes that all countries, big or small, strong or weak, rich or poor, are equal members of the international community.

China has always been a member of the developing world, and China’s vote in the United Nations Security Council always belongs to the developing countries, Xi said.

Noting that China-Nauru relations are based on mutual respect, equality, mutual benefit and mutual support, Xi noted that China firmly supports Nauru in safeguarding national sovereignty, security and development interests, and in independently pursuing a development path suited to its national conditions.

Calling on the two sides to strengthen exchanges in education, culture, health, youth and other fields, Xi said China welcomes more young Nauruan people to study in China, and is willing to provide Nauru with assistance to address climate change within the framework of South-South cooperation.

China is willing to strengthen communication and coordination with Nauru in multilateral fields such as the United Nations and the Pacific Islands Forum, jointly advocate an equal and orderly multipolar world and inclusive economic globalisation that benefits all, and safeguard the common interests of developing countries, the Chinese president said.

Adeang said it is a great honour to be invited for a state visit to China and experience China’s long history, splendid culture and vibrant development.

Not long ago, Nauru decided to stand on the right side of history and resume diplomatic relations with China on the basis of recognising and adhering to the one-China principle, which is an important landmark in Nauru-China relations and opens a new chapter in Nauru’s national development and bilateral relations, he added.

He said Nauru highly appreciates China’s commitment to equality among all countries, no matter big or small, and is willing to abide by the one-China principle, and continuously deepen cooperation with China.

As the world today faces many global challenges, common progress and prosperity can only be achieved through solidarity and cooperation, Adeang said, noting that the series of global initiatives put forward by President Xi Jinping is of great significance.

In a joint statement issued by the two countries, “the Nauruan side spoke highly of China’s great development achievements in the new era under the leadership of President Xi Jinping, and believes that the Chinese path to modernisation offers new options and solutions to fellow developing countries seeking independent development. Nauru welcomes and supports the vision of building a community with a shared future for humanity and the Global Development Initiative, the Global Security Initiative and the Global Civilisation Initiative set forth by President Xi Jinping.”

The two sides agreed that all countries, regardless of size, strength and wealth, are equals. The Chinese side firmly supports Nauru in upholding its sovereignty, security and development interests, and in independently choosing a development path suited to its national conditions.

The Chinese side welcomes and supports Nauru in joining the Asian Infrastructure Investment Bank (AIIB) at an early date. The two sides agreed to expand exchanges and cooperation in such areas as culture, education, health, sport, tourism, youth, media, and human resources, and take policy measures to promote their cross-border travel.

They agreed that climate change is a global challenge that requires all countries to work together to address it under the framework of multilateralism and following the principles of equity, common but differentiated responsibilities and respective capabilities. The two sides will jointly promote the full and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement.

In a particularly significant section, China and Nauru clearly addressed the twin issues of Japan’s discharge of waste water from the stricken Fukushima nuclear reactor and Britain’s planned provision of nuclear-powered submarines to Australia under the AUKUS agreement that also includes the United States, stating:

“The two sides are committed to working with all sides to promote peace, development and stability in the Pacific Islands region. The two sides firmly uphold the international nuclear non-proliferation regime with the Treaty on the Non-Proliferation of Nuclear Weapons as the cornerstone and the South Pacific Nuclear Free Zone Treaty, and call on relevant countries to fulfil international obligations and prudently handle the discharge of nuclear contaminated water, cooperation on nuclear-powered submarines, etc.”

It added: “The Chinese side reiterated its active support for the Pacific Island Countries in implementing the 2050 Strategy for the Blue Pacific Continent. The two sides agreed to strengthen cooperation under multilateral mechanisms including the China-Pacific Island Countries Foreign Ministers’ Meeting and the China-Pacific Island Countries Economic Development and Cooperation Forum and under multilateral cooperation platforms for emergency supplies, climate response, poverty alleviation and development, disaster prevention and mitigation, Juncao technology [a Chinese innovation that allows for the breeding of a hybrid grass from fungi and herbaceous plants, thereby addressing issues of poverty, soil erosion and desertification] and agriculture, and work together for a closer community with a shared future between China and Pacific Island Countries.”

Following his meeting with President Xi, President Adeang met the next day with Premier Li Qiang and Zhao Leji, Chairman of the National People’s Congress (NPC) Standing Committee.

Premier Li said that China is ready to work with Nauru to deepen mutual trust and expand mutually beneficial cooperation. Li also said China and Nauru will jointly promote full and effective implementation of the United Nations Framework Convention on Climate Change and its Paris Agreement and strengthen mutual support and coordination within multilateral mechanisms such as the United Nations and Pacific Islands Forum to jointly safeguard the common interest of developing countries.

Adeang said that Nauru is ready to enhance cooperation with China in areas including trade, infrastructure construction, climate change, sustainable development, health, tourism, education and people-to-people engagement, as well as coordination under multilateral mechanisms.

Zhao Leji said that China is advancing the building of a strong country and the great cause of national rejuvenation on all fronts through a Chinese path to modernisation, adding that this will bring new development opportunities to countries around the world, including Nauru. China welcomes Nauru aboard the express train of China’s development.

On March 28, President Adeang addressed the opening ceremony of the Boao Forum for Asia Annual Conference 2024, held on China’s southern Hainan island, urging the international community to strengthen collaboration and unity to address complex, yet interrelated challenges facing the world.

“In an increasingly interconnected world, no nation can thrive in isolation. Neither should any nation be isolated from economic and financial engagement with the rest of the world.

“We must build bridges instead of walls and work towards a more integrated and connected world for all the people. We should be inclusive and engaging and look towards maximum economic and financial participation, so that no country, large or small, despite whatever development status, is left behind”.

Stressing that “peace and development are inseparable pillars of human progress,” the Nauruan president also called for efforts to strive for global peace and development, as conflicts and tensions persist in various regions worldwide. “We fully support President Xi Jinping’s vision of a world without conflict and his dedication to promoting the development of humankind,” he added.

A feature article carried by Xinhua to coincide with the state visit surveyed the progress already being made in the active cooperation between the two countries. Referring to one project, it reported:

“As the two presidents are charting the course for further growth of bilateral ties, a Chinese-aided solar power project being built with the participation of nearly 100 Nauruan workers has already begun to make a difference to local communities, a living testament to the fast-growing win-win cooperation between the two countries.

“Once connected to the grid, the photovoltaic power generation and energy storage project being constructed by a Chinese company can meet the electricity demand of the entire island.

“The project will reduce Nauru’s dependence on diesel, bringing down the costs in electricity generation, improving local power supply and increase the share of renewable energy generation. Most importantly, it will significantly add to Nauru’s environmental protection efforts, thereby achieving its sustainable development goals.”

China has won the hearts of the people of Nauru with its own deeds, Foreign Minister Lionel Aingimea told Xinhua.

Recalling his visit to a waste-to-energy plant and an electric vehicle factory in China, he said what impressed him most was “how advanced it is. The technology blew my mind, absolutely amazing,” he said, depicting China’s path towards modernisation as “fast and visionary.”

Chinese premier meets Nauruan president

BEIJING, March 26 (Xinhua) — Chinese Premier Li Qiang met with visiting Nauruan President David Adeang in Beijing on Tuesday.

Li said the resumption of diplomatic ties between China and Nauru in January this year is in the fundamental interest of the two peoples. The presidents of the two states held talks on Monday and reached important consensus, which signifies the beginning of a new chapter in China-Nauru relations.

He said China is ready to work with Nauru to deepen mutual trust and expand mutually-beneficial cooperation.

The premier added that China will firmly support Nauru in safeguarding its independence and national dignity, and choosing a development path in accordance with its own national conditions. China is willing to strengthen mutual support with Nauru on issues involving each other’s core interests and major concerns.

Li said China will encourage Chinese companies to invest in Nauru and is ready to further enhance bilateral cooperation in fields including infrastructure construction, transportation, tourism and health under the framework of joint construction of the Belt and Road. He called on the two countries to expand exchanges between localities and youth.

China’s top legislator meets Nauruan president

BEIJING, March 26 (Xinhua) — China’s top legislator Zhao Leji met with Nauruan President David Adeang Tuesday in Beijing.

Zhao, chairman of the National People’s Congress (NPC) Standing Committee, said that China stands ready to work with Nauru to implement the important consensus reached by the two heads of state, consolidate political mutual trust, expand practical cooperation, and enhance people-to-people exchanges to better benefit the two peoples, Zhao said.

China is advancing the building of a strong country and the great cause of national rejuvenation on all fronts through a Chinese path to modernization, said Zhao, adding that this will bring new development opportunities to countries around the world, including Nauru. China welcomes Nauru aboard the express train of China’s development, Zhao said.

BEIJING, March 26 (Xinhua) — The Pacific island nation Nauru on Monday signed up for the Belt and Road Initiative in the presence of its president, David Adeang, who is on a state visit to China on March 24-29, and Chinese President Xi Jinping.

It is Adeang’s first China trip since the two countries restored diplomatic ties earlier this year.

During talks with the Nauruan leader, Xi pledged that the Chinese side is ready to work with the island nation to expand cooperation in economy and trade, climate change, as well as in infrastructure, among other sectors.

As the two presidents are charting the course for further growth of bilateral ties, a Chinese-aided solar power project being built with the participation of nearly 100 Nauruan workers has already begun to make a difference to local communities, a living testament to the fast-growing win-win cooperation between the two countries.

FROM BLUEPRINT TO REALITY

Nauru, with its beautiful tropical scenery and brilliant sunshine, is endearingly dubbed as a “pearl of the Pacific.” In the southwestern part of the island nation, rows of blue photovoltaic panels are neatly arranged close to the azure sea, reflecting the dazzling tropical sunlight.

Once connected to the grid, the photovoltaic power generation and energy storage project being constructed by a Chinese company can meet the electricity demand of the entire island.

The project will reduce Nauru’s dependence on diesel, bringing down the costs in electricity generation, improving local power supply and increase the share of renewable energy generation. Most importantly, it will significantly add to Nauru’s environmental protection efforts, thereby achieving its sustainable development goals.

“Now Nauru’s power generation mainly relies on diesel. That’s expensive and would pollute the environment,” said John Scott, who has been working for the project since 2022.

“There is a lot of sunshine here and it’s good for solar power. I believe electricity supply here will be much better when the project is completed,” Scott told Xinhua.

On top of building the power project, China Harbour Engineering Company Ltd is also undertaking the redevelopment of Nauru’s largest harbor, Aiwo Harbor.

Starting in 2019, the project to be completed in 2025 includes harbor dredging and the construction of a new wharf, a desalination system and a container yard, among other facilities. And in September 2022, the new wharf was put into operation.

The modern seaport has also brought cutting-edge technologies and job opportunities to the island country, facilitating local economic growth by expanding its connectivity with the rest of the world.

Zhu Wei, the contractor’s deputy manager and construction manager of the project, has witnessed the development of Aiwo Harbor over the past five years.

“In the past, the old wharf was too small for container ships to dock directly, and they only came once every two months. Now the containers can dock directly at the new wharf, and they come every month or even every 20 days,” Zhu told Xinhua.

As the facilities are gradually taking shape, Zhu is proud of his efforts over the past years. “I’m looking forward to seeing the projects I have personally participated in contribute more to the economic development of Nauru.”

The rationale behind Nauru’s decision to resume diplomatic ties with China “of course is about Nauru’s development strategy,” Lionel Aingimea, Nauru’s foreign minister, said when visiting China in January.

“No developing country wants to be left behind,” he said.

“GRASS OF HAPPINESS”

Being a Pacific island nation, Nauru is struggling to cope with such pressing challenges as rising sea levels and land erosion brought about by climate change. Worse still, the meager resources of fresh water for daily life is a persistent concern for local residents.

Due to its unfavorable natural conditions for cultivation, Nauru heavily relies on imports of agricultural products, vegetables and fruits, resulting in high prices in the market, said Joanna Olsson, director of the Government Information Office of Nauru.

Juncao, a hybrid grass developed by Chinese scientists as a major multi-functional agricultural resource, offers a feasible resolution to these woes. Translated literally as mushroom grass, Juncao can be used for mushroom farming, or as livestock forage and poultry feed, and a green barrier to forestall desertification.

When working in east China’s Fujian Province more than two decades ago, Xi Jinping introduced the Juncao technology to a visiting provincial governor from Papua New Guinea, another island nation in the Pacific, marking the beginning of international cooperation on Juncao technology.

Having taken root in over 100 countries and regions around the globe, Juncao has been hailed by the locals as the “Chinese grass” or “grass of happiness.”

Last month, Hess-Tekai Foilape, an agricultural extension officer for Nauru’s Department of Environment, Management and Agriculture, became the first person from Nauru to attend a Juncao technology training course held by Chinese scientists in Fiji.

“I believe that adopting Juncao technology in Nauru would be highly beneficial for our country. Potential impacts include improved food security, increased resilience to climate change, and enhanced economic opportunities through the development of new industries,” Foilape told Xinhua.

Both developing countries, China and Nauru face the common tasks of growing the economy, improving people’s wellbeing and realizing modernization.

China has won the hearts of the people of Nauru with its own deeds, Foreign Minister Aingimea said.

Recalling his visit to a waste-to-energy plant and an electric vehicle factory in China, he said what impressed him most was “how advanced it is.”

“The technology blew my mind, absolutely amazing,” he said, depicting China’s path towards modernization as “fast and visionary.”

The Belt and Road Initiative brings development opportunities to Pacific island nations, said Olsson, who is optimistic about future cooperation between the two nations, particularly on climate change, water supply and agriculture.

In his meeting with Adeang, Xi said China is ready to provide assistance to Nauru for its independent and sustainable development without political strings attached.

Friendship, old or new, will have a bright future as long as it is started. Cooperation, whatever its size, will be productive as long as it is sincere, Xi said.
