Xi Jinping: China and Vietnam are a like-minded pair bound by a common destiny

Following the recent China visit by Vietnamese Foreign Minister Bui Thanh Son, Vuong Dinh Hue, Chairman of the National Assembly of Vietnam, paid an April 7-12 visit at the invitation of his Chinese counterpart, Zhao Leji, Chairman of the National People’s Congress (NPC) Standing Committee.

In his first official engagement, Hue met with Chinese President Xi Jinping on April 8.  While asking Vuong Dinh Hue to convey cordial greetings to Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam (CPV) Central Committee, Xi also said that during his visit to Vietnam at the end of last year, he and Nguyen Phu Trong had jointly announced the building of a China-Vietnam community with a shared future that carries strategic significance, thereby opening a new chapter in bilateral ties.

Under the joint efforts by the two sides, the consensus reached by him and Nguyen Phu Trong is being implemented, Xi added.

He said the most distinctive feature of China-Vietnam relations is that the two sides are a like-minded pair bound by a common destiny, and “comrades-plus-brothers” is the most vivid portrayal of the traditional friendship between the two parties and two countries.

He urged joint efforts by the two sides to promote more achievements in building a China-Vietnam community with a shared future, better serve their respective modernisation, further benefit the two peoples, and make greater contributions to the global socialist cause.

Amid the profound and complex changes in the international and regional landscape, it serves the common interest of China and Vietnam to safeguard the socialist system and maintain national stability and development.

He urged the two sides to foster a strong sense of a China-Vietnam community with a shared future based on a high level of mutual trust, consolidate the foundation for the vision with high-quality cooperation, and promote this vision with a high degree of political wisdom.

This emphasis on the importance of good China-Vietnam relations not only from the bilateral point of view but also for the global cause of socialism overall, which was stressed throughout Hue’s visit, has acquired particular importance since President Xi paid a state visit to Vietnam last December.

Vuong Dinh Hue conveyed the cordial greetings and best wishes from Nguyen Phu Trong to Xi, noting that the CPV and the Vietnamese government highly appreciate China’s development and progress. China’s two parliamentary sessions held this year set the goals of developing new quality productive forces, among others, which are innovative moves of socialism and provide useful references for Vietnam, he added.

Vietnam regards China as its top strategic priority in its foreign relations, Hue said, adding that the Vietnamese side will follow relevant goals set by Nguyen Phu Trong and Xi to maintain close communications and cooperation with China at various levels and continue to consolidate a high level of political mutual trust.

The Vietnamese newspaper Nhân Dân noted that Xi was the first Chinese leader to host the Vietnamese NA leader in the visit, showing the importance that China attaches to bilateral relations as well as to the Vietnamese delegation’s visit.

Hailing proposals put forward by the Vietnamese side,  Xi affirmed that China is ready to work with Vietnam in maintaining strategic exchanges, increasing meetings at high and all levels as well as exchanges and cooperation through the Party channel, sharing experience and theory in Party building and country governance, fostering practical cooperation, accelerating strategic connections, especially in the fields of railways and smart border gates, and strengthening cooperation in the fields of digital economy, green energy, essential minerals and emerging industries. China welcomes Vietnam’s efforts in connecting with China’s major inter-regional development strategies.

Xi said the two sides should actively contribute to promoting practical cooperation and people-to-people exchanges, especially between the youth, thus consolidating the foundation of friendship between the two peoples, and share experiences on building the rule-of-law socialist state under the Party’s leadership as well as perfecting the socialist legal system.

Hue held talks with his host Zhao Leji on the same day. Zhao said the two sides should adhere to high-level strategic guidance, support each other on issues involving core interests and major concerns, enhance the docking of development strategies, advance cooperation under the frameworks of the Global Development Initiative, the Global Security Initiative and the Global Civilisation Initiative, facilitate the synergy between the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, deepen traditional friendship, increase cooperation in areas such as people’s livelihoods, culture and tourism, and properly manage maritime differences.

Zhao briefed on the development of whole-process people’s democracy in China, saying that China is willing to strengthen experience exchanges with Vietnam in building democracy and the rule of law, and firmly follow the socialist democratic path independently chosen by the two peoples.

NA Chairman Hue stressed that the Vietnamese Party and State particularly value the development of stable, healthy, sustainable and long-term relations with China, considering it a strategic choice and top priority in Vietnam’s foreign policy of independence, self-reliance, multilateralism and diversification of ties.

The next day, Hue met with China’s top political advisor Wang Huning, Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), who said that China is willing to work with Vietnam to fully implement the consensus reached by the top leaders of the two parties and promote the building of a China-Vietnam community with a shared future. Wang added that the CPPCC National Committee stands ready to strengthen exchanges and cooperation with the Vietnam Fatherland Front Central Committee so as to contribute to the development of relations between the two parties and the two countries.

Host and guest agreed to organise the third friendship exchange between the VFF Central Committee and the CPPCC National Committee, as well as between seven border localities of Vietnam and the CPPCC committees of China’s Guangxi and Yunnan.

Whilst in Beijing, Chairman Hue also attended a Vietnam-China people’s friendship meeting, joined by many intellectuals, scholars, researchers on Vietnam, and representatives of businesses and young people.

President of the Vietnam Union of Friendship Organisations (VUFO) Phan Anh Son said that over the past years, VUFO and its member organisations have actively coordinated with the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), other people’s organisations, and localities of China to hold many meaningful activities helping educate people, particularly the youth, on the two countries’ traditional friendship.

Highlighting the time-tested bilateral friendship, Chairman Hue said the countries’ solidarity and “comradeship plus brotherhood” have become a precious common asset of the two Parties, States, and peoples that need to be unceasingly treasured, nurtured, and passed down to future generations.

Vietnam always keeps in mind the wholehearted assistance from the Chinese Party, State, and people for its struggle for national independence in the past and national development at present, he stated, voicing his delight at the growth of bilateral ties in recent years.

Hue’s visit also took him to Shanghai and the Yunnan provincial capital of Kunming. On April 10, he met with the Secretary of the Shanghai Party Committee Chen Jining and appreciated Shanghai’s outstanding achievements in socio-economic development in recent years, emphasising that Shanghai is a pathfinder and an incubator for piloting many of China’s new reforms, especially in trade, finance, investment attraction, innovation, science, and high technology.

Shanghai’s success in building the Pudong New Area and the Pilot Free Trade Zone (FTZ) not only directly contributes to China’s development, but also brings useful reference for many countries, including Vietnam, he stated.

He also visited enterprises in Shanghai and Kunming, along with the Shanghai Free Trade Zone.

In Kunming, the Vietnamese leader paid a floral tribute to President Ho Chi Minh at a historical relic site dedicated to the late Vietnamese leader. No. 89-91 on Hua Shan Nan street in Kunming, was where Nguyen Ai Quoc, who later became President Ho Chi Minh, lived and worked from February to October, 1940. There, he met several Vietnamese revolutionists, including Premier Pham Van Dong and General Vo Nguyen Giap, to discuss important events of the Vietnamese revolution.

A lot of photos and documents of President Ho Chi Minh during his stay in the city are displayed at the relic site, which was renovated in 2022.

Writing in the guestbook, Hue expressed his thanks to the Party organisations, authorities and people of Yunnan in general, in particular for maintaining and repairing the relic site, which he described as a vivid demonstration of Vietnam-China relations.

Meanwhile, on the sidelines of the visit, on April 8 in Beijing, Chinese Foreign Minister Wang Yi, Chinese co-chair of the China-Vietnam Steering Committee for Bilateral Cooperation, met with Vietnamese Deputy Prime Minister and Vietnamese co-chair of the committee Tran Luu Quang.

Wang said that building a China-Vietnam community with a shared future conforms to the fundamental interests of the two countries and the two peoples, conforms to the trend of development and progress of the times, and has great significance for the two countries in accelerating their respective modernisation and advancing the cause of socialism.

Tran Luu Quang said that the Vietnam-China relationship is at its best in history, adding that Vietnam is willing to work with China to take the building of the Vietnam-China community with a shared future as a guide, give full play to the role of the Steering Committee, and jointly advance the common cause of socialism for mutual benefit and win-win results.

And in a related development, China and Vietnam held the eighth border defence friendship exchange from April 11-12 in Hekou county, Yunnan Province in southwest China, and Lao Cai of Vietnam, as well as relevant port areas.

Chinese Defence Minister Dong Jun and his Vietnamese counterpart Phan Van Giang led delegations attending the event and held talks.

The two sides signed a memorandum of understanding on the establishment of a hotline between the Chinese People’s Liberation Army’s Southern Theatre Command and the Vietnamese navy.

The ministers painted border marker No. 102, planted a friendship tree at the Lao Cai International Border Gate, and attended the inauguration ceremony for a Vietnam-China friendship cultural house in Vietnam’s Ban Phiet commune, Bao Thang district.

In his remarks at the talks, Minister Giang stressed the significance of the border defence friendship exchange to promoting mutual political trust and understanding, and strengthening solidarity and close ties between people, authorities and defence ministries of the two countries, for a shared borderline of peace, friendship, stability, cooperation and development.

The Vietnamese Party, Government, army, and people always treasure the valuable contributions and support of their Chinese counterparts in their past struggle for national liberation and reunification, as well as the present cause of national construction.

Giang used the occasion to invite Minister Dong, leaders of the Central Military Commission and the Ministry of National Defence of China and Chinese defence businesses to attend the celebration of the 80th anniversary of the Vietnam People’s Army and the second Vietnam International Defence Expo.

They also agreed to enhance cooperation in training, Party and political affairs, defence industry, defence trade, strategic research, United Nations peacekeeping, logistics, and military medicine.

NA Chairman meets with Chinese top leader in Beijing

8 April (Nhan Dan) — National Assembly (NA) Chairman Vuong Dinh Hue had a meeting with General Secretary of the Communist Party of China (CPC) Central Committee and Chinese President Xi Jinping in Beijing on April 8 as part of his ongoing official visit to China.

Xi was the first Chinese leader to host the Vietnamese NA leader in the visit, showing the importance that China attaches to bilateral relations as well as to the Vietnamese delegation’s visit.

Hue extended the best regards from Party General Secretary Nguyen Phu Trong and key leaders of Vietnam to the Chinese leader, and congratulated China on the great and historical achievements that the Party, State and people of China have gained so far, especially after the 18th CPC National Congress. He expressed his belief that China will successfully complete the goals set by the 20th CPC National Congress, contributing to peace, cooperation and development in the world.

For his part, Xi affirmed that China supports Vietnam’s development, stability and success in socialism building in accordance with the country’s situation. He underlined that the agreement reached by two countries’ top leaders in building a Community of a Shared Future has a strategic meaning, opening up a new period for bilateral cooperation based on six major directions of higher political trust, more substantial defence-security cooperation, deeper practical collaboration, stronger social foundation, closer multilateral coordination, better controlled and resolved differences, thus positively contributing to peace and development in the region and the world.

BEIJING, April 8 (Xinhua) — China’s top legislator Zhao Leji held talks with Chairman of the National Assembly of Vietnam Vuong Dinh Hue in Beijing on Monday.

Top Vietnamese, Chinese legislators hold talks

9 April (Nhan Dan) — Chairman of the Standing Committee of the National People’s Congress (NPC) of China Zhao Leji presided over a welcome ceremony for and held talks with Chairman of the Vietnamese National Assembly Vuong Dinh Hue in Beijing, China, on April 8.

Both sides informed each other about the situation of each Party, country and activities of each legislative body. They delved deeper into discussions on specific measures to concretise the achievements and high-level common perceptions reached during Party General Secretary Nguyen Phu Trong’s visit to China in November 2022 and Party General Secretary and President of China Xi Jinping’s visit to Vietnam in December 2023. They also discussed measures to further enhance and deepen cooperation between the two legislatures in the coming time.

Zhao welcomed the first official visit to China by Chairman Hue in his new capacity.

They expressed their satisfaction with the positive progress in the bilateral relations between the two Parties and two countries in recent times, including the exchanges and cooperatio between the two legislatures.

NA Chairman Hue stressed that the Vietnamese Party and State particularly value the development of stable, healthy, sustainable and long-term relations with China, considering it a strategic choice and top priority in Vietnam’s foreign policy of independence, self-reliance, multilateralism and diversification of ties.

China always considers Vietnam a priority in its neighbourly diplomacy policy, and consistently supports Vietnam in successfully implementing its industrialisation, modernisation and enhancing its international role, Zhao said.

The two sides vowed to effectively implement the joint statement on further deepening and elevating the comprehensive strategic cooperative partnership between the two countries, and building a Vietnam-China community with a shared future that carries strategic significance. They agreed to maintain exchanges and contacts at all levels, and boost cooperation via the Party, Government, parliament and front channels.

Hue suggested that China facilitate the early establishment of Vietnam’s trade promotion offices in Chengdu (Sichuan), Haikou (Hainan), and Nanjing (Jiangsu), continue to expand imports of Vietnamese goods and agricultural products, expedite negotiations and signing of a framework agreement on rice trade, effectively build smart border gates, improve customs clearance efficiency, and facilitate Vietnamese goods transit to third country via the Asia-Europe railway route.

He wished that both sides would jointly build a new investment image of large, reputable and technologically advanced Chinese enterprises in Vietnam. He also emphasised the need for cooperation in resolving outstanding issues in certain cooperation projects, accelerating the progress of China’s non-refundable aid to Vietnam, and exploring collaboration on the construction of standard-gauge railway projects, including the Hanoi-Lao Cai, Hanoi-Quang Ninh, and Hanoi-Lang Son sections.

Zhao, for his part, spoke highly of and agreed with Hue’s recommendations to develop the ties between the two Parties and States, affirming that China stands ready to join hands with Vietnam to deepen practical cooperation, expand trade and investment collaboration, enhance strategic connectivity for development and carry out high-quality development.

He went on to say that strategic connectivity will be bolstered through the “Belt and Road” and “Two Corridors, One Belt” initiatives, with focus on developing infrastructure, roads, railways and smart border gates. He stressed that the two sides need to enhance cooperation to ensure supply and production chains and branch out digital economy, green economy, new energy, key minerals and 5G technology.

China welcomes Vietnam’s opening of its representative agencies and trade promotion offices in its localities, he said, suggesting competent ministries and sectors of both sides work together to satisfactorily handle existing problems in cooperation projects with goodwill and constructive manner, he noted.

Besides, he held that both sides must continue popularising the sound Vietnam – China friendship.

Touching on the cooperation between the two legislative bodies, Hue recommended they enhance delegation exchanges at all levels, share experience in parliamentary activities, perfect the Parties’ leadership method, build the socialist rule-of-law States, complete mechanisms and policies for socio-economic development, and strengthen the supervisory role of the legislative bodies in urging ministries, sectors and localities to carry out the signed documents and agreements.

He said that the roles of the Vietnamese NA deputies, members of the Chinese National People’s Congress as well as members of the Vietnam – China Friendship Parliamentarians’ Group should be promoted in popularising the bilateral friendship, consolidating consensus in the people, and building a sound social foundation for the bilateral relations.

Sharing Hue’s views, Zhao expressed his delight over the robust cooperation between the two legislative bodies, and agreed to set up a cooperation committee and shape up a cooperative mechanism at the highest level, aiming at demonstrating the cooperation level between the two legislatures.

He wished that both sides will capitalise on the mechanism to enhance experience exchange in legislation work, supervision and state management to better serve the building of socialism in each country, making contributions to the Vietnam – China Comprehensive Strategic Cooperative Partnership in the coming time.

The two leaders also exchanged views on issues at sea in an open and frank manner, and concurred to continue realising the common perceptions reached by the leaders of the two Parties and States as well as properly control disagreements to maintain peace and stability in the East Sea.

Hue suggested both sides actively promote negotiation mechanisms at sea, implement agreements on the search and rescue work and set up hotlines to handle incidents arising from fishing activities towards soon signing a new fishery cooperation agreement in the Gulf of Tonkin, and work with ASEAN countries to accelerate negotiations for a practical, efficient and effective Code of Conduct (COC) in the East Sea in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS).

The two leaders were unanimous about maintaining coordination and cooperation between agencies of the two legislative bodies at regional and international forums.

Right after the talks, Hue and Zhao signed a new cooperation agreement between the Vietnamese NA and the National People’s Congress of China. They also witnessed the signing of another agreement between the two legislatures’ offices.

Vuong Dinh Hue said Vietnam regards China as its top priority and strategic choice in its foreign relations, and firmly adheres to the one-China policy. He said Vietnam is willing to work with China to implement the important consensus reached by the two general secretaries, enhance political mutual trust and strengthen pragmatic cooperation.

The National Assembly of Vietnam stands ready to play an active role in deepening the building of a Vietnam-China community with a shared future that carries strategic significance, Vuong Dinh Hue added.


NA Chairman meets Chinese front leader

9 April (Nhan Dan) — National Assembly (NA) Chairman Vuong Dinh Hue met with Wang Huning, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and Chairman of the Chinese People’s Political Consultative Conference (CPPCC) National Committee, in Beijing on April 9 as part of his ongoing official visit to China.

The two sides noted with pleasure the positive developments in the relations between the two Parties and States over the past time, and agreed on measures to strengthen the friendship and cooperation between the two countries across spheres.

They consented to deepen collaboration between the Vietnam Fatherland Front (VFF) and the CPPCC National Committee, and to step up the exchange of experience in order to bring into full play their roles in the political life of respective countries, especially the political participation and policy consultation by scholars and intellectuals.

Host and guest concurred to organise the third friendship exchange between the VFF Central Committee and the CPPCC National Committee, as well as between seven border localities of Vietnam and the CPPCC committees of China’s Guangxi and Yunnan.

Hue congratulated China on the successful organisation of the meeting of its legislature, stressed the important role of the two organisations in the socio-political life of each nation, and suggested they maintain high-level contacts and exchanges.

Vietnam and China should enhance their trade ties in a balanced and sustainable manner, as well as their road and railway connectivity. Chinese firms should invest in large-scale, high-quality projects, particularly those on green growth, digital economy, digital data, climate change response and environmental protection, he said.

The leader also emphasised support for cooperation between localities and the need to utilise the two countries’ great potential for tourism collaboration, and to intensify friendship exchanges and meetings between their residents.

For his part, Wang affirmed that Vietnam and China are close neighbours that share many common interests, and China always takes Vietnam as a priority in its neighbourhood diplomacy. China stands ready to work with Vietnam to enhance strategic exchanges and to promote relations between the two Parties and countries in a sustainable fashion.

The CPPCC National Committee always supports the enhancement of people-to-people exchanges, the construction and protection of friendship facilities between the two countries, and the expansion of economic-trade-investment ties. Also important is transport connectivity, the building of smart border gates, and cooperation in new energy, key mining sectors, science, high-tech, and education and vocational training. More work is need for the improvement of the frequency and quality of cooperation between localities of the two countries, he said.

Wang noted that the CPPCC National Committee is willing to coordinate with the VFF to enhance exchange, cooperation and experience sharing, thus significantly contributing to the Vietnam-China comprehensive strategic cooperative partnership.

On this occasion, Hue conveyed the invitation from VFF Central Committee President Do Van Chien to Wang to soon visit Vietnam. The Chinese official accepted the invitation with pleasure.


NA Chairman joins in Vietnam – China people’s friendship meeting

9 April (Nhan Dan) — National Assembly (NA) Chairman Vuong Dinh Hue attended a Vietnam – China people’s friendship meeting that also saw the presence of many intellectuals, scholars, researchers on Vietnam, and representatives of businesses and young people in Beijing on April 9.

President of the Vietnam Union of Friendship Organisations (VUFO) Phan Anh Son said that over the past years, VUFO and its member organisations have actively coordinated with the Chinese People’s Association for Friendship with Foreign Countries (CPAFFC), other people’s organisations, and localities of China to hold many meaningful activities helping educate people, particularly the young, on the two countries’ traditional friendship.

CPAFFC Chairman Yang Wanming described people’s friendship as an important foundation and uninterrupted momentum for relations between the two Parties and countries, noting that activities boosting friendship exchanges and cooperation have considerably contributed to connecting the two peoples and developing bilateral ties.

At the event, participants expressed their hope that people-to-people exchanges will be further promoted to reinforce the social foundation for building a Vietnam – China community with a shared future that carries strategic significance.

Highlighting the time-tested bilateral friendship, Chairman Hue, who is paying an official visit to China, said the countries’ solidarity and “comradeship plus brotherhood” have become a precious common asset of the two Parties, States, and peoples that need to be unceasingly treasured, nurtured, and passed down to future generations.

Vietnam always keeps in mind the wholehearted assistance from the Chinese Party, State, and people for its struggle for national independence in the past and national development at present, he stated, voicing his delight at the growth of bilateral ties in recent years, including many successful diplomatic activities such as the historic visit to China by Party General Secretary Nguyen Phu Trong in 2022 and the trip to Vietnam by Party General Secretary and President of China Xi Jinping in 2023.

The top legislator underlined that one of the most important cooperation orientations in the countries’ relations is to consolidate a more solid social foundation. He appreciated the sentiment and significant contributions by Vietnamese and Chinese people.

He asked the NA of Vietnam, the Vietnam Fatherland Front, and VUFO to join hands with the National People’s Congress of China, the Chinese People’s Political Consultative Conference, the CPAFFC, and people’s organisations of China to press on with friendship exchanges, especially those between young people, and step up communications about the Vietnam – China friendship along with each country’s reform and door-opening achievements, thereby consolidating the social foundation and promoting people’s consensus for developing the countries’ friendship.


Top legislator receives Shanghai Party chief

10 April (Nhan Dan) — National Assembly (NA) Chairman Vuong Dinh Hue on April 10 received Politburo member of the Communist Party of China and Secretary of the Shanghai Party Committee Chen Jining in Shanghai within the framework of his official visit to China.

Speaking at the reception, NA Chairman Hue affirmed Vietnam’s consistent policy of strengthening the friendly neighbourliness and comprehensive cooperation with China.

“Vietnam is always ready to support and create conditions for the localities of the two countries to enhance their friendship and cooperation, especially localities with traditional relations and rich potential for cooperation like Shanghai city,” he said.

Hue appreciated Shanghai’s outstanding achievements in socio-economic development in recent years, emphasising that Shanghai is a pathfinder and an incubator for piloting many of China’s new reforms, especially in trade, finance, investment attraction, innovation, science and high technology.

Shanghai’s success in building the Pudong New Area and the Pilot Free Trade Zone (FTZ) not only directly contributes to China’s development, but also brings useful reference for many countries, including Vietnam, he stated.

Highlighting great potential for exchanges and cooperation between Shanghai and Vietnamese localities, he said Shanghai is an important export market of Vietnam, while Vietnam is a potential investment destination for Shanghai businesses. He called on Shanghai authorities to create favourable conditions for Vietnam’s key goods to gain more access to the markets of Shanghai and East China region as well as support Vietnamese businesses in participating in trade fairs held in the city.

He hoped that the two sides will effectively promote cooperation mechanisms, especially the cooperation model between Shanghai and Ho Chi Minh City and other Vietnamese localities.

They will further exchange experience in urban development and management, innovation, investment attraction, finance, and monetary.

On this occasion, the top legislator asked the Shanghai government to continue to create favourable conditions for the Vietnamese community to live, study and work in the city.

For his part, Chen affirmed that Shanghai values its friendship and cooperation with Vietnamese localities. He said Shanghai wishes to work with Vietnamese localities to realise the common perceptions reached by the senior leaders of the two Parties and countries.

The city also wants to strengthen the exchange of delegations at all levels, effectively promote cooperation mechanisms, boost trade, investment, tourism, and people-to-people exchanges; and encourage businesses to invest in Vietnam, contributing to strengthening the China-Vietnam comprehensive strategic cooperative partnership, he said, adding that Shanghai is ready to share with Vietnam its experience in urban construction and management.


NA Chairman visits President Ho Chi Minh relic site in Kunming

12 April (Nhan Dan) — National Assembly (NA) Chairman Vuong Dinh Hue on April 12 paid a floral tribute to President Ho Chi Minh at a historical relic site dedicated to the late Vietnamese leader in Kunming city, Yunnan province, as part of his ongoing official visit to China.

The relic site, located at No. 89-91 on Hua Shan Nan street in Kunming, was where Nguyen Ai Quoc, who later became President Ho Chi Minh, lived and worked from February to October, 1940. There, he met several Vietnamese revolutionists, including Pham Van Dong and Vo Nguyen Giap, to discuss important events of the Vietnamese revolution.

The house was recognised as a cultural relic site protected at the municipal level in 2011, and at the provincial level in 2019. It was renovated in 2022.

A lot of photos and documents of President Ho Chi Minh during his stay in the city are being displayed at the relic site.

Writing in the guestbook, Hue expressed his thanks for the Party organisations, authorities and people of Yunnan in general and

in particular for maintaining and repairing the relic site, which he described as a vivid demonstration of the Vietnam – China relations.


Chinese FM meets with Vietnamese deputy PM in Beijing

BEIJING, April 8 (Xinhua) — Wang Yi, Chinese co-chair of the China-Vietnam Steering Committee for Bilateral Cooperation, met with Vietnamese Deputy Prime Minister and Vietnamese co-chair of the committee Tran Luu Quang in Beijing on Monday.

Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, said that building a China-Vietnam community with a shared future conforms to the fundamental interests of the two countries and the two peoples, conforms to the trend of development and progress of the times, and has great significance for the two countries in accelerating their respective modernization and advancing the cause of socialism.

China is ready to work with Vietnam to implement the important consensus reached by the top leaders of the two parties, give full play to the coordinating role of the China-Vietnam Steering Committee for Bilateral Cooperation, deepen cooperation in fields such as economy, trade, investment, connectivity, science and technology and innovation, create new growth points for cooperation, strengthen people-to-people exchanges, properly manage differences, consolidate public support for good friendship between the two countries, and advance the building of a China-Vietnam community with a shared future, Wang added.

Tran Luu Quang said that the Vietnam-China relationship is at its best in history, adding that Vietnam is willing to work with China to take the building of the Vietnam-China community with a shared future as a guide, give full play to the role of the Steering Committee, and jointly advance the common cause of socialism for mutual benefit and win-win results.


Deputy PM meets with Chinese Foreign Minister

8 April (Nhan Dan) — Deputy Prime Minister Tran Luu Quang, Chairman of the Vietnam Sub-Committee in the Vietnam-China Steering Committee for Bilateral Cooperation met Wang Yi, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, Director of the Office of the CPC Central Committee’s Commission for Foreign Affairs, Minister of Foreign Affairs of China, and Chairman of the China Sub-Committee in the Vietnam-China Steering Committee for Bilateral Cooperation in Beijing on April 8.

The meeting took place during National Assembly Chairman Vuong Dinh Hue’s ongoing visit to China.

Both sides engaged in in-depth discussions on their bilateral relationship, global and regional issues of shared concern, and agreed to effectively implement the joint statement on further deepening and elevating the comprehensive strategic cooperative partnership between the two countries, and building a Vietnam-China community with a shared future that carries strategic significance in line with six major directions agreed upon by high-ranking leaders of the two Parties and countries.

They also agreed to effectively carry out high-level exchanges and meetings across various sectors, and further uphold the role of the Bilateral Cooperation Steering Committee in monitoring the progress of realising high-level common perceptions.

The meeting highlighted cooperation in national defence and security, with a focus on strengthening strategic connectivity through railway and road infrastructure projects. The two sides vowed to expedite the opening, upgrading, and recognition of border gates and discussed piloting the construction of smart border gates to facilitate Vietnamese goods transit by rail through China to the third countries via the Asia-Europe railway.

They will increase locality-to-locality and people-to-people exchanges to solidify social foundation, and maintain coordination on global and regional issues of mutual concern. At the same time, the two countries will work closely together on border management and protection in accordance with the three legal documents on land border and control of differences at sea in line with the 1982 United Nations Convention on the Law of the Sea (UNCLOS).


NA Chairman wraps up official visit to China

12 April (Nhan Dan) — National Assembly Chairman Vuong Dinh Hue and his entourage arrived in Hanoi on April 12 afternoon, concluding their official visit to China at the invitation of Chairman of the Standing Committee of the National People’s Congress (NPC) of China Zhao Leji.

With more than 40 official and numerous sideline events, the visit was a success, fulfilling all set goals. It was the first high-level visit by a Vietnamese Party and State leader since the two countries elevated their comprehensive strategic cooperative partnership, building a community with a shared future that carries strategic significance.

In Beijing, Chairman Hue met with Party General Secretary and President of China Xi Jinping, held talks with Zhao Leji and met Chairman of the National Committee of the Chinese People’s Political Consultative Conference Wang Huning.

The top Vietnamese legislator and Vice Chairperson of the Standing Committee of the National People’s Congress Wang Dongming attended the Vietnam – China people’s friendship meeting and a seminar on State-owned enterprises (SoE) reform.

In Chinese localities, Hue received Politburo member and Secretary of the Shanghai municipal Party Committee Chen Jining, and Secretary of the Yunnan provincial Party Committee Wang Ning.

The NA Chairman also attended a policy and law forum in Shanghai and a trade-investment cooperation forum in Yunnan; and received leaders of a number of large Chinese economic groups in fields such as construction, railways and telecommunications; and visited some economic and socio-cultural establishments in China.

Members of the Vietnamese delegation also held bilateral activities with their Chinese partners.

The visit took place at a time when relations between the two Parties and nations have seen many positive developments, especially following Party General Secretary Nguyen Phu Trong’s historic visit to China in November 2022 and Chinese Party General Secretary and President Xi Jinping’s visit to Vietnam in December 2023.

It not only contributed to the cooperative ties between the two legislatures but also the overall relationship between the two Parties and countries across various sectors, including politics, national defence-security; substantive cooperation, especially in economy, trade, investment, transport connectivity, multilateral coordination, people-to-people exchange, and the control and settlement of differences at sea in accordance with the six major directions agreed upon by the leaders.

The visit once again delivered a clear message about the Vietnamese Party and State’s consistent foreign policy of treasuring relations with neighbouring China, reflecting a desire to concretise the common perceptions, commitments and agreements made by leaders of the two Parties and countries.

This contributed positively to the development of the Vietnam-China comprehensive strategic cooperative partnership, for the benefit of the people of both countries and for peace, stability and development in the region and the world.


China, Vietnam hold 8th border defense friendship exchange

KUNMING, April 12 (Xinhua) — China and Vietnam held the eighth border defense friendship exchange from Thursday to Friday in Hekou county, Yunnan Province in southwest China, and Lao Cai of Vietnam, as well as relevant port areas.

Chinese Defense Minister Dong Jun and his Vietnamese counterpart Phan Van Giang led delegations attending the event and held talks.

Dong said China is ready to work with Vietnam to implement the consensus reached by the top leaders of the two Parties, improve maritime cooperation between the two sides, and contribute to building a China-Vietnam community with a shared future that carries strategic significance.

Giang said Vietnam is willing to work closely with China to push bilateral defense relations to a new level.

The two sides signed a memorandum of understanding on the establishment of a hotline between the Chinese People’s Liberation Army’s Southern Theater Command and the Vietnamese navy.


Eighth Vietnam-China border defence friendship exchange held in Lao Cai

11 April (Nhan Dan) — Minister of National Defence General Phan Van Giang and his Chinese counterpart Senior Lieutenant General Dong Jun co-chaired activities within the eighth Vietnam-China border defence friendship exchange which opened in Vietnam’s Lao Cai province on April 11.

The ministers painted border marker No. 102, planted a friendship tree at the Lao Cai International Border Gate, and attended the inauguration ceremony for a Vietnam-China friendship cultural house in Ban Phiet commune, Bao Thang district.

They also visited and presented gifts to students at Kim Dong Primary School in Coc Leu ward, Lao Cai city, and visited the border guard post at the Lao Cai International Border Gate. The two sides then held talks and signed a memorandum of understanding.

In his remarks at the talks, Minister Giang stressed the significance of the border defence friendship exchange to promoting mutual political trust and understanding, and strengthening solidarity and close ties between people, authorities and defence ministries of the two countries, for a shared borderline of peace, friendship, stability, cooperation and development.

The Vietnamese Party, Government, army and people always treasure the valuable contributions and support of their Chinese counterparts in their past struggle for national liberation and reunification, as well as the present cause of national construction, Giang said.

The minister affirmed that China has always been one of the top priorities in Vietnam’s foreign policy, and stressed Vietnam’s consistent stance of attaching importance to building the solidarity, friendship, long-term stability, solid trust and comprehensive cooperation with the neighbouring country.

He said Vietnam has pursued a consistent foreign policy of independence, peace, friendship, cooperation and development and a defence policy of “four no’s”, adding that the maritime issue should be settled by peaceful measures through negotiations and compliance to the common perceptions reached by the two countries’ high-ranking leaders.

Giang used the occasion to invite Minister Dong, leaders of the Central Military Commission and the Ministry of National Defence of China and Chinese defence businesses to attend the celebration of the 80th anniversary of the Vietnam People’s Army and the second Vietnam International Defence Expo.

The two sides noted with pleasure the positive developments of the bilateral defence ties, especially the exchange of high-level delegations, the effective operation of the defence strategic dialogue mechanism, training cooperation, Party and political affairs, and border management and protection.

Bilateral cooperation in border management and protection between border forces, border military zones and border localities has produced practical outcomes, with the border line and border markers kept safe and political and social order in border areas secured.

They shared the view that the exchange programme has become an effective and unique model of cooperation, demonstrating the political resolution of both sides in strengthening solidarity and close ties between people, authorities, localities and defence ministries of the two countries.

To boost the defence-security ties in a more practical manner, the two sides will step up delegation exchanges, and maintain and make the best use of annual cooperation mechanisms, including the defence strategic dialogue, the border defence friendship exchange, and the joint patrol in the Gulf of Tonkin.

They will also enhance cooperation in training, Party and political affairs, defence industry, defence trade, strategic research, United Nations peacekeeping, logistics, and military medicine.

At the end of their talks, the two sides signed a memorandum of understanding of the two defence ministries on the establishment of a hotline between the Vietnam People’s Navy and the Southern Theater Command of the Chinese People’s Liberation Army.


Vietnam, China strengthen border ties during friendship exchange

12 April (Nhan Dan) — A number of activities were held as part of the eighth Vietnam – China border defence friendship exchange in China’s Yunnan province on April 12.

At the Hekou international border gate in Yunnan’s Hekou district, Chinese Minister of National Defence Sen. Lieut. Gen Dong Jun hosted a Vietnamese delegation led by .

Following the welcome ceremony, the ministers attended a border marker saluting ceremony, repainting marker number 102(1), a twin marker with its counterpart located in Vietnam.

They observed a coordinated patrol by Chinese and Vietnamese border guards, an activity that contributes to raising public awareness of the cause of protecting territorial sovereignty and national border security.

The visit extended to the Bei Shan elementary school and Batiaoban village in Honghe county, Yunnan province. The ministers met with representatives of Company 27, Border Guard Brigade 314.

The Vietnamese and Chinese delegates toured a photo exhibition marking the 10th anniversary of the Vietnam – China border defence friendship exchange, which is also meant to concretise the Vietnam-China Joint Statement on continuing to deepen and elevate their comprehensive strategic cooperative partnership, and building a Vietnam-China community with a shared future that carries strategic significance, as outlined during Chinese Party General Secretary and President of China Xi Jinping’s visit to Vietnam in December 2023.

The visit concluded with a banquet hosted by the Chinese defence minister for the Vietnamese delegation, which returned home later that day.
