China and Vietnam reaffirm their will to jointly strengthen the cause of socialism in the world

Chinese leader Xi Jinping began his first overseas visit of 2025 with a visit to Vietnam as the first leg of a regional tour that also took him to Malaysia and Cambodia.

Xi landed in the Vietnamese capital Hanoi at noon on April 14, for a state visit at the invitation of General Secretary of the Communist Party of Viet Nam (CPV) Central Committee To Lam and President of the Socialist Republic of Viet Nam Luong Cuong. He was greeted on arrival by President Luong Cuong and other senior Vietnamese leaders.

Xi Jinping delivered a written statement on arrival and, on behalf of the Communist Party of China (CPC), the Chinese government, and the Chinese people, extended sincere greetings and best wishes to the brotherly CPV, the Vietnamese government and the Vietnamese people.

The Chinese leader noted that this year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of Viet Nam, and the 50th anniversary of the liberation of the South. China and Viet Nam are socialist neighbours connected by mountains and rivers, and a community with a shared future that carries strategic significance. During the arduous years of striving for state independence and national liberation, the two countries fought side by side and supported each other, forging a profound friendship. In exploring a socialist path suitable to their respective national conditions, the two countries have learned from each other and advanced hand-in-hand, demonstrating to the world the bright prospects of the socialist system. This year marks the 75th anniversary of the establishment of diplomatic relations between China and Viet Nam and is the China-Viet Nam Year of People-to-People Exchanges. The building of a China-Viet Nam community with a shared future is ushering in new development opportunities. Xi Jinping said he looks forward to taking this visit as an opportunity to have an in-depth exchange of views with Vietnamese leaders and comrades on the overall, strategic, and directional issues concerning the relations between the two parties and countries, as well as on international and regional issues of common interest and concern, and to jointly drawing up a new blueprint for the building of a China-Viet Nam community with a shared future.

Shortly after his arrival, General Secretary of the CPV Central Committee To Lam held a grand welcome ceremony for Xi Jinping. This was followed by talks between the two communist party leaders.

Xi Jinping said that this year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of the Democratic Republic of Viet Nam (which is now the Socialist Republic of Viet Nam), and the 50th anniversary of the liberation of the South and he extended warm congratulations to the Vietnamese side on behalf of the CPC and the Chinese government. China will support Viet Nam as always in advancing along the socialist path suited to its national conditions, successfully holding the 14th CPV National Congress in 2026, and marching toward the Two Centenary Goals of the CPV and the country.

President Xi noted that this year marks the 75th anniversary of China-Viet Nam diplomatic ties and the China-Viet Nam Year of People-to-People Exchanges. Over the past 75 years, no matter how the international landscape evolved, the two sides had supported each other in the struggle for national independence and liberation, advanced the cause of socialism hand in hand, and forged ahead with modernisation of the two countries, serving as a model of unity and cooperation between socialist countries. Facing a changing and turbulent world, China and Viet Nam staying committed to peaceful development and deepening friendship and cooperation has brought much-needed stability and certainty to the world. Standing on a new historical starting point, the two sides should build on past achievements and join hands to renew their long-standing friendship featuring “camaraderie plus brotherhood.” In line with the overarching goals characterised by “six mores”, namely, stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences, the two countries should advance their comprehensive strategic cooperation with high-quality efforts, ensure steady and sustained progress in building the China-Viet Nam community with a shared future, and make new and greater contributions to building a community with a shared future for mankind.

He said that building the China-Viet Nam community with a shared future carries important global significance. The two countries, both following the path of peaceful development and with their over 1.5 billion people marching toward modernisation together will provide an effective safeguard for peace and stability of the region and even the world, and give a strong boost to common development. A single small boat may not survive a ferocious storm; only by working together can we sail steadily and far.


President Xi proposed six measures to deepen the building of the China-Viet Nam community with a shared future:

  • First, elevating strategic mutual trust to a higher level. Leaders of the two Parties and two countries should visit and communicate with each other frequently like family do.
  • Second, building more robust security safeguards. The two sides should designate their “3+3” strategic dialogue on diplomacy, defence and public security as a ministerial-level mechanism to strengthen strategic coordination.
  • Third, expanding higher-quality mutually beneficial cooperation. The two sides should seize the great opportunity of faster formation of new quality productive forces in China and new types of productive forces in Viet Nam to upgrade bilateral practical cooperation. They should work to fully connect their standard-gauge railways, expressways, and smart ports as early as possible, and advance cooperation on AI, IoT and other high technologies.
  • Fourth, making the people-to-people bond more broad-based. The two sides should seize the opportunity of the China-Viet Nam Year of People-to-People Exchanges this year to hold more friendship activities that reach the communities and resonate with the public, and strengthen cooperation in tourism, culture, media, health, etc. The two countries should further tap into revolutionary resources and tell stories of friendship, and China will invite Vietnamese youths to China in the next three years on red study tours. This will help the people of the two countries, especially the younger generation, understand the great sacrifice that led to the founding of the two socialist countries and the great value of their good-neighbourliness, friendship and cooperation.
  • Fifth, carrying out closer multilateral coordination. The two sides should jointly safeguard the outcomes of the victory of the Second World War, firmly defend the UN-centreed international system and the international order based on international law, promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalisation, and strengthen cooperation within the framework of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative.
  • Sixth, engaging in more constructive maritime interactions. The two sides should implement the common understandings reached by the leaders of the two countries, properly handle maritime issues, expand maritime cooperation, make the decision to launch joint development, and work for the early conclusion of the Code of Conduct in the South China Sea.

General Secretary To Lam stated that General Secretary Xi is an outstanding leader of the Chinese people and a great friend of the Vietnamese people. That General Secretary Xi chose Viet Nam as the destination of his first overseas visit this year fully reflects the importance he attaches to Viet Nam-China relations and his support for Viet Nam. This visit will surely become a new milestone in the history of friendly exchanges between the two Parties and two countries and will further advance the building of the China-Viet Nam community with a shared future that carries strategic significance.

To Lam noted that Viet Nam and China are both socialist countries under the leadership of Communist parties, and developing relations with China is an objective requirement, a strategic choice, and a top priority for Viet Nam. The Vietnamese side is firmly committed to the one-China policy, supports China in realising national reunification, and resolutely opposes any “Taiwan independence” separatist activities. The Vietnamese side looks forward to working with the Chinese side on the following aspects: to intensify high-level exchanges between the two Parties and two countries, strengthen experience sharing on national governance, increase strategic security cooperation, and continually consolidate political mutual trust; to raise the quality of bilateral cooperation, and create more highlights in areas such as economy and trade, science and technology, infrastructure, and environmental protection; and to promote people-to-people exchanges, step up local and youth interactions, and strengthen tourism cooperation to foster mutual understanding and amity between the two peoples. Viet Nam is ready to strengthen coordination and cooperation with China to uphold multilateralism, adhere to the Five Principles of Peaceful Coexistence, safeguard international trade rules, abide by the agreements signed by the two sides, and jointly contribute more to world peace and the progress of humanity. Viet Nam is ready to properly handle maritime differences with China and uphold maritime stability.

After the talks, the two general secretaries jointly witnessed the display of 45 bilateral cooperation documents signed between China and Viet Nam, covering areas such as connectivity, AI, customs inspection and quarantine, agricultural trade, culture and sports, people’s well-being, human resources development, and media cooperation.

The two sides issued a joint statement on further deepening their comprehensive strategic cooperative partnership and accelerating the building of the China-Viet Nam community with a shared future that carries strategic significance.

General Secretary To Lam and State President Luong Cuong hosted a grand banquet in Hanoi on April 14 evening in honour of President Xi Jinping.

In his speech, To Lam noted that Xi is the highest-ranking leader who has visited Vietnam the most in history. This is Xi’s first overseas trip in 2025, showing the great importance and high priority the Chinese Party, State, and Xi personally place on Vietnam and the bilateral relations. [This was also Xi Jinping’s fourth state visit to Vietnam since he became the top leader of China.]

Reflecting on history, To Lam recalled the solidarity between the two Parties, States, and people during their revolutionary struggles, marked by sincere and effective mutual support. Building on the legacy of President Ho Chi Minh and Chairman Mao Zedong, successive generations of leaders have nurtured this relationship. Today, he said, their successors have ushered in a new era of development of the Comprehensive Strategic Cooperative Partnership and the Vietnam–China Community with a shared future that carries strategic significance.

In response, Xi Jinping affirmed that Vietnam is increasingly asserting its important role in the international arena. Xi expressed his confidence that, under the leadership of the Communist Party of Vietnam, led by Lam, the Vietnamese people will successfully achieve the goals set forth by the 13th National Party Congress, and steadily enter into a new era – the era of Vietnam’s rise.

That evening, Xi Jinping also met with met with Vietnamese Prime Minister Pham Minh Chin.

Xi Jinping stressed that the two sides should strengthen the strategic coordination and consolidate the political foundation for building a China-Viet Nam community with a shared future. The two sides should intensify high-level exchanges, strengthen strategic communication, and jointly oppose hegemonism, unilateralism and protectionism.

The Chinese leader said that facing an international landscape fraught with changes and turbulence, China and Viet Nam should strengthen confidence in their paths and systems, enhance solidarity and coordination, continue to deepen the building of a China-Viet Nam community with a shared future that carries strategic significance, join hands to march toward modernisation, and inject more stability and positive energy into the world.

Xi Jinping stressed that both China and Viet Nam are socialist countries led by a communist party, and the political direction is crucial to the future of the parties and countries, as well as the success of their causes. The top leaders of the two parties and countries should exchange views on bilateral relations and major issues of common concern in a timely manner, continue to build consensus, enhance mutual trust and steer the course steadily, so as to ensure the steady progress of China-Viet Nam relations.

The two sides should take the 75th anniversary of the establishment of diplomatic relations between China and Viet Nam and the China-Viet Nam Year of People-to-People Exchanges as an opportunity to carry forward the “red gene” and make good use of the revolutionary resources to enhance mutual understanding and friendship between the two peoples, especially the young generation, and strengthen the friendly bond between the two countries.

Tran Thanh Man said that Viet Nam and China, connected by mountains and rivers, have forged a sincere friendship featuring “camaraderie plus brotherhood” under the careful nurturing of successive leaders of the two parties and countries, and the two sides have maintained long-standing friendly relations.

The next morning Xi met with Vietnamese President Luong Cuong.

Xi Jinping pointed out that in recent years, the role of the United Nations has been challenged, as unilateralism has clearly been on the rise and protectionism is making a comeback. Trade wars will undermine the international trading system, the stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries. As important forces in the Global South, China and Viet Nam should strengthen coordination and cooperation, safeguard the international system with the United Nations at its core and the international order based on international law, jointly oppose power politics and unilateralism and fulfill their responsibilities in promoting the building of a community with a shared future for mankind.

Also on the morning of April 15, Xi Jinping, together with To Lam and Luong Cuong, met with representatives attending the Chinese and Vietnamese People’s Friendship Meeting at the Hanoi International Convention Centre.

President Xi delivered a speech entitled “Championing Good-Neighbourliness and Friendship, and Jointly Writing a New Chapter of a Shared Future.” He pointed out that the foundation, the lifeblood and the source of strength of China-Viet Nam relations lie within the people. From their joint efforts for national salvation during the early revolutionary days, to their unified struggle for national independence and liberation, and to their shared journey toward modernisation, the two peoples have always stood together through thick and thin, and jointly written the history of China-Viet Nam friendship.

President Xi stressed that the China-Viet Nam friendship took root in the mutual support between the two peoples. They fought shoulder to shoulder for the just cause of national independence and liberation and created a shared revolutionary legacy that shaped their deep friendship featuring “camaraderie plus brotherhood.” The China-Viet Nam friendship blossomed and yielded fruits thanks to the unity and collaboration between the two peoples. Focused on their overarching goals characterised by “six mores,” the two sides have firmly supported each other in advancing along the socialist path suited to their national conditions and kept making new progress in the cause of socialism.

Xi pointed out that the people are the creators of history. The support of the two peoples is the solid foundation for building the China-Viet Nam community with a shared future. The future and hope of this endeavour lie in the youth. In the next three years, the Chinese side will invite Vietnamese youth to China on “red study tours,” where they will follow in the footsteps of the older generation of leaders of the two Parties and two countries, explore the revolutionary heritage that underpins the bilateral friendship, and experience the dynamism of Chinese modernisation, so as to inspire the young people to contribute their strength to the socialist cause of the two countries and to building the China-Viet Nam community with a shared future that carries strategic significance.

General Secretary To Lam said that the Vietnamese side always remembers the selfless support from the Party, government and people of China in Viet Nam’s struggle for national independence, reunification, and development. Building the community with a shared future that carries strategic significance marks a new stage of Viet Nam-China relations and will be an important contribution to the development and progress of humanity. The youth carry the hope for inheriting and developing the long-standing friendship between the two countries. The Vietnamese newspaper Nhân Dân further noted that To Lam underscored that one of the most crucial orientations of bilateral cooperation lies in fostering “a stronger social foundation,” with the younger generations of both nations playing a key role. He called upon young people and citizens from both countries to carry forward and further develop the deep-rooted friendship between Vietnam and China – one between comrades and brothers – a legacy forged by President Ho Chi Minh, Chairman Mao Zedong, and other revolutionary leaders.

On this occasion, Vietnam and China officially launched the “Red Journey: Youth’s researches and studies” project, which will see Vietnamese and Chinese organisations work together to promote historic revolutionary sites linked to President Ho Chi Minh and other veteran leaders to deepen young people’s understanding of the shared revolutionary past and mutual support between Vietnam and China, and raise their awareness of the traditional friendship and significance of bilateral ties.

One such touching example was reported by Nhân Dân on April 12, two days before Xi’s arrival.

Yu Shuhui, a long-standing figure in China-Vietnam friendship circles and a former healthcare worker from China’s Guangxi, interviewed by Vietnam News Agency (VNA) correspondents in Beijing, reflected on the increasingly close ties between the two countries. She emphasised the resilience of this bond in a world marked by rapid regional and global change, with their neighbourly friendship remaining firm and unchanged. It was built on the blood, sweat, and sacrifice of earlier generations, she said, urging the younger generation to promote cultural exchange and cooperation in transport, trade, and beyond, to deepen the relationship even further.

Yu’s personal connection with Vietnam began in 1968, during the country’s resistance war to safeguard its territorial integrity. At the time, China provided significant support, including the construction of the Nan Xishan Hospital in Guilin, Guangxi to treat wounded Vietnamese soldiers. The hospital was established under the direction of Premier Zhou Enlai and staffed by 278 medical professionals from major hospitals in Beijing. At just 20 years old, Yu was among the young health workers sent to support the effort. Over the span of eight years, the hospital treated 5,432 wounded Vietnamese soldiers, performed 2,576 surgeries, and donated 779,220 millilitres of blood, over a litre of which was donated by Yu herself.

She has since been honoured with invitations to major events in Vietnam, including the 70th anniversary of the Dien Bien Phu Victory, and has taken part in official meetings with Vietnamese leaders such as Party General Secretary To Lam and Prime Minister Pham Minh Chinh.

Xi Jinping also paid tribute to Ho Chi Minh at his mausoleum on the morning of April 15. According to Nhân Dân: “Xi and the high-ranking delegation of the Chinese Party and State laid wreaths and paid respects to President Ho Chi Minh, a national liberation hero, an outstanding man of culture, a genius leader of the Party and people of Vietnam, a steadfast revolutionary soldier and a close friend of the peoples of the world.”

Later that morning, as his visit was drawing to a close, Xi Jinping bid farewell to General Secretary To Lam.

Xi Jinping noted that the visit, though brief, was rich in activities and yielded fruitful results. Both sides reaffirmed their political will to jointly strengthen the cause of socialism in the world and expressed their shared expectations to comprehensively advance the strategic cooperation between the two countries towards the overarching goals of “stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences”.

On April 19, Nhân Dân reported on the press briefing given by Chinese Foreign Minister Wang Yi, who accompanied President Xi on his regional tour, following the delegation’s return to Beijing.

Wang noted that Xi chose Vietnam as the first stop in his foreign visits in 2025, while To Lam also selected China as his first overseas destination after assuming the role of General Secretary of the Communist Party of Vietnam last year. The fact that both the leaders paid mutual visits within a year fully reflects the strategic nature and the high level of China-Vietnam relations, he noted.

According to the Chinese Foreign Minister, the strategic guidance of the top Party and State leaders of the two countries is the greatest advantage and the most important political guarantee for the development of China-Vietnam relations. He cited Xi as emphasising that China will always support Vietnam in pursuing its path toward socialism suited to the latter’s conditions, in preparing for and holding the 14th National Party Congress, and in continuously creating new prospects for the cause of the Party and the nation.

During the trip, the two sides issued a joint statement and signed 45 cooperation documents, aiming to promote effective, high-quality, and substantive cooperation between the two countries, and speed up the alignment of their development strategies, Wang said. The expansion and upgrade of railway cooperation between Vietnam and China demonstrates their determination to pursue common development, he noted, adding that with the launch of the China-Vietnam railway cooperation mechanism during the Chinese leader’s visit, the two countries will achieve complete connectivity of standard-gauge railway lines, significantly enhancong cross-border transport capacity, reducing logistics costs, and enabling the seamless connection of their supply chains.

Wang added that in the context of a changing world, the peaceful development of the two socialist countries – China and Vietnam – has brought about valuable stability, and the friendly cooperation between them has fully demonstrated a spirit of progress. Standing at a new historical starting point, China and Vietnam will work together along the path outlined by the top leaders of the two Parties and countries, making new contributions to the cause of socialism in the world and to the development and advancement of humanity.

When Xi Jinping’s motorcade drove from the airport to the hotel, flags of both China and Viet Nam fluttered in the wind, and bright red banners reading “Long Live China-Viet Nam Friendship”, “Mountains and Rivers Connected, A Common Future Shared”, and “So profound Is the Friendship Between Viet Nam and China, Because We Are Both Comrades and Brothers” were prominently displayed. Local residents and representatives from Chinese-funded institutions and overseas Chinese students gathered on both sides of the road, warmly welcoming Xi Jinping’s visit.


General Secretary of the Communist Party of Viet Nam Central Committee To Lam Holds Welcome Ceremony for Xi Jinping

April 14 (MFA) — On April 14, 2025 local time, General Secretary of the Communist Party of China (CPC) Central Committee and President Xi Jinping arrived in Hanoi for a state visit to Viet Nam. In the afternoon, General Secretary of the Communist Party of Viet Nam (CPV) Central Committee To Lam held a grand welcome ceremony for Xi Jinping.

Hanoi in April is lush with greenery and full of vitality. At the square in front of the Presidential Palace, the Five-Starred Red Flag and the red flag with a five-pointed golden star fluttered in the wind. Over 200 Vietnamese children waved flags to warmly welcome Xi Jinping’s visit.

When Xi Jinping arrived by car, To Lam warmly greeted him as he disembarked from the car, and Vietnamese children presented flowers to Xi Jinping. As Xi Jinping and To Lam stepped onto the stand together, the military band played the national anthems of China and Viet Nam, followed by a 21-gun salute. Accompanied by To Lam, Xi Jinping inspected the guard of honor. The general secretaries of the two parties shook hands and exchanged greetings with each other’s accompanying personnel one by one and then watched the march-past together.

After the welcome ceremony, Xi Jinping and To Lam walked together to the headquarters of the CPV Central Committee for talks. Hundreds of Vietnamese people along the way waved the flags of the two parties and two countries and expressed their warmest welcome to Xi Jinping. Xi Jinping waved to the welcoming crowd.

​General Secretary and President Xi Jinping Holds Talks with General Secretary of CPV Central Committee To Lam

April 14 (MFA) — On the afternoon of April 14, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping held talks with General Secretary of the Central Committee of the Communist Party of Viet Nam (CPV) To Lam at the headquarters of the CPV Central Committee.

President Xi expressed his delight at paying a state visit to Viet Nam and exchanging the first round of mutual visits with General Secretary To Lam. As this year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of the Democratic Republic of Viet Nam (which is now the Socialist Republic of Viet Nam), and the 50th anniversary of the liberation of the South, President Xi extended warm congratulations to the Vietnamese side on behalf of the CPC and the Chinese government. China will support Viet Nam as always in advancing along the socialist path suited to its national conditions, successfully holding the 14th CPV National Congress in 2026, and marching toward the Two Centenary Goals of the CPV and the country.

President Xi noted that this year marks the 75th anniversary of China-Viet Nam diplomatic ties and the China-Viet Nam Year of People-to-People Exchanges. Over the past 75 years, no matter how the international landscape evolved, the two sides had supported each other in the struggle for national independence and liberation, advanced the cause of socialism hand in hand, and forged ahead with modernization of the two countries, serving as a model of unity and cooperation between socialist countries. Facing a changing and turbulent world, China and Viet Nam staying committed to peaceful development and deepening friendship and cooperation has brought much-needed stability and certainty to the world. Standing on a new historical starting point, the two sides should build on past achievements and join hands to renew their long-standing friendship featuring “camaraderie plus brotherhood.” In line with the overarching goals characterized by “six mores”, namely, stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences, the two countries should advance their comprehensive strategic cooperation with high-quality efforts, ensure steady and sustained progress in building the China-Viet Nam community with a shared future, and make new and greater contributions to building a community with a shared future for mankind.

President Xi pointed out that building the China-Viet Nam community with a shared future carries important global significance. The two countries both following the path of peaceful development and their over 1.5 billion people marching toward modernization together will provide an effective safeguard for peace and stability of the region and even the world, and give a strong boost to common development. Both countries are committed to opening up, and play a positive role in keeping regional industrial and supply chains stable and smooth and in promoting economic globalization. A single small boat may not survive a ferocious storm; only by working together can we sail steady and far. As beneficiaries of economic globalization, both China and Viet Nam should strengthen strategic resolve, jointly oppose unilateral, bullying acts, uphold the global free trade system, and keep global industrial and supply chains stable.

President Xi proposed six measures to deepen the building of the China-Viet Nam community with a shared future:

First, elevating strategic mutual trust to a higher level. Leaders of the two Parties and two countries should visit and communicate with each other frequently like family do. The two sides should make good use of such channels as between political parties, legislative bodies, and political consultative organizations, and deepen experience sharing on national governance to strengthen the two Parties’ capabilities in leading the modernization of the two countries.

Second, building more robust security safeguards. The two sides should designate their “3+3” strategic dialogue on diplomacy, defense and public security as a ministerial-level mechanism to strengthen strategic coordination. They should better utilize defense and law enforcement cooperation mechanisms, resolutely crack down on cross-border crimes such as online gambling and telecom fraud, and strengthen bilateral and multilateral law enforcement and judicial cooperation, particularly within the Lancang-Mekong Cooperation framework, to protect the life and property of the people and uphold regional security and stability.

Third, expanding higher-quality mutually beneficial cooperation. The two sides should seize the great opportunity of faster formation of new quality productive forces in China and new types of productive forces in Viet Nam to upgrade bilateral practical cooperation. They should work to fully connect their standard-gauge railways, expressways, and smart ports as early as possible, and advance cooperation on AI, IoT and other high technologies. China will always keep its super-large market open to Viet Nam, and welcomes more premium Vietnamese exports to China. China encourages Chinese companies to invest in Viet Nam, and hopes that Viet Nam will create a fairer and more friendly business environment.

Fourth, making the people-to-people bond more broad-based. The two sides should seize the opportunity of the China-Viet Nam Year of People-to-People Exchanges this year to hold more friendship activities that reach the communities and resonate with the public, and strengthen cooperation in tourism, culture, media, health, etc. The two countries should further tap into revolutionary resources and tell stories of friendship, and China will invite Vietnamese youths to China in the next three years on red study tours. This will help the people of the two countries, especially the younger generation, understand the great sacrifice that led to the founding of the two socialist countries and the great value of their good-neighborliness, friendship and cooperation. It will cultivate more dynamic forces that drive the growth of China-Viet Nam relations and the development of the two countries.

Fifth, carrying out closer multilateral coordination. The two sides should jointly safeguard the outcomes of the victory of the Second World War, firmly defend the U.N.-centered international system and the international order based on international law, promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and strengthen cooperation within the framework of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. China will stay committed to the principle of amity, sincerity, mutual benefit and inclusiveness and the policy of developing friendship and partnership with its neighbors, deepen friendship and cooperation with neighboring countries, and see that Chinese modernization delivers more benefits to its neighborhood.

Sixth, engaging in more constructive maritime interactions. The two sides should implement the common understandings reached by the leaders of the two countries, properly handle maritime issues, expand maritime cooperation, make the decision to launch joint development, and work for the early conclusion of the code of conduct in the South China Sea (COC).

General Secretary To Lam extended a warm welcome to General Secretary and President Xi Jinping on his state visit to Viet Nam on the occasion of the 75th anniversary of diplomatic relations between the two countries. General Secretary To Lam stated that General Secretary Xi is an outstanding leader of the Chinese people and a great friend of the Vietnamese people. That General Secretary Xi chose Viet Nam as the destination of his first overseas visit this year fully reflects the importance he attaches to Viet Nam-China relations and his support for Viet Nam. This visit will surely become a new milestone in the history of friendly exchanges between the two Parties and two countries, and will further advance the building of the China-Viet Nam community with a shared future that carries strategic significance.

General Secretary To Lam noted that Viet Nam and China are both socialist countries under the leadership of Communist parties, and developing relations with China is an objective requirement, a strategic choice, and a top priority for Viet Nam. The Vietnamese side is firmly committed to the one-China policy, supports China in realizing national reunification, and resolutely opposes any “Taiwan independence” separatist activities. Advancing Viet Nam-China relations serves the fundamental interests of both peoples and aligns with the trend of the times. The Vietnamese side looks forward to working with the Chinese side on the following aspects: to intensify high-level exchanges between the two Parties and two countries, strengthen experience sharing on national governance, increase strategic security cooperation, and continually consolidate political mutual trust; to raise the quality of bilateral cooperation, and create more highlights in areas such as economy and trade, science and technology, infrastructure, and environmental protection; and to promote people-to-people exchanges, step up local and youth interactions, and strengthen tourism cooperation to foster mutual understanding and amity between the two peoples. Viet Nam supports the vision of a community with a shared future for mankind, and the Global Development Initiative, Global Security Initiative and Global Civilization Initiative put forth by General Secretary Xi. Prior to the talks, General Secretary To Lam invited General Secretary Xi to a small-group tea meeting. The two general secretaries exchanged views on Party and state governance philosophies. General Secretary Xi pointed out that Party building is vital to the Party and country’s future, and the conduct of the Party bears on its public support. The CPC Central Committee decided to carry out Party-wide activities this year on fully implementing the spirit of the central Party leadership’s eight-point decision on improving conduct, so that further improved Party conduct provides a stronger guarantee for further deepening reform comprehensively to advance Chinese modernization. The two general secretaries agreed to strengthen exchanges and mutual learning, and help each other succeed on the path of socialism.

After the talks, the two general secretaries jointly witnessed the display of 45 bilateral cooperation documents signed between China and Viet Nam, covering areas such as connectivity, AI, customs inspection and quarantine, agricultural trade, culture and sports, people’s well-being, human resources development, and media cooperation.

The two sides issued a joint statement on further deepening their comprehensive strategic cooperative partnership and accelerating the building of the China-Viet Nam community with a shared future that carries strategic significance.

Grand banquet held in honour of top Chinese leader

April 14 (Nhân Dân) — General Secretary of the Communist Party of Vietnam To Lam and State President Luong Cuong hosted a grand banquet in Hanoi on April 14 evening in honour of General Secretary of the Communist Party of China and President of China Xi Jinping, who is leading a high-ranking Chinese delegation on a state visit to Vietnam from April 14-15.

In his address, To Lam highlighted the significance of Xi’s visit, which coincides with the 75th founding anniversary of bilateral diplomatic relations and the Year of Vietnam-China Humanistic Exchange.

He noted that Xi is the highest-ranking leader who has visited Vietnam the most in history. This is Xi’s first overseas trip in 2025, showing the great importance and high priority the Chinese Party, State, and Xi personally place on Vietnam and the bilateral relations.

Reflecting on history, To Lam recalled the solidarity between the two Parties, States, and people during their revolutionary struggles, marked by sincere and effective mutual support. On people-to-people ties, the two sides should raise the sail of friendship, ensure the success of this year’s series of events marking the China-Viet Nam Year of People-to-People Exchanges, implement more “small yet smart” livelihood projects, and make China-Viet Nam friendship more deeply rooted in the hearts of the two peoples through cultural, tourism, media and sub-national exchanges.

Xi Jinping pointed out that in recent years, the role of the United Nations has been challenged, as unilateralism has clearly been on the rise and protectionism is making a comeback. Trade wars will undermine the international trading system, the stability of the global economic order and the legitimate interests of all countries in the world, especially developing countries. As important forces in the Global South, China and Viet Nam should strengthen coordination and cooperation, safeguard the international system with the United Nations at its core and the international order based on international law, jointly oppose power politics and unilateralism and fulfill their responsibilities in promoting the building of a community with a shared future for mankind.

Luong Cuong described President Xi Jinping’s visit to Viet Nam as a historic one, noting that President Xi Jinping and General Secretary To Lam have reached extensive common understandings on deepening Viet Nam-China comprehensive strategic cooperation, which has greatly boosted the political mutual trust between Viet Nam and China, further enhanced the friendship between the two countries featuring “camaraderie plus brotherhood”, and provided important strategic guidance for advancing the building of the Viet Nam-China community with a shared future. China has made great achievements in its development under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The Vietnamese side firmly believes that China will smoothly realize its Second Centenary Goal to build itself into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful, and make greater contributions to peace and development in the region and the world at large. China is a top priority in Viet Nam’s foreign relations. The Vietnamese party, state and people attach great importance to developing relations with China, firmly pursue the one-China policy, resolutely oppose “Taiwan independence” separatist activities, support China’s position on issues related to Xinjiang, Xizang and Hong Kong, and oppose any external forces interfering in China’s internal affairs. Viet Nam is ready to maintain high-level exchanges with China, strengthen experience sharing on state governance, elevate the level of practical cooperation, and create more highlights in such fields as interconnectivity, high technology and environmental protection. Viet Nam is also willing to boost people-to-people and cultural exchanges and consolidate the foundation of public support for bilateral relations. Viet Nam stands ready to work with China to strengthen multilateral coordination and cooperation to enhance the international influence of the two countries. Viet Nam is also willing to properly handle differences with China to maintain maritime stability.

April 16 (MFA) — On the morning of April 15, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping, together with General Secretary of the Central Committee of the Communist Party of Viet Nam (CPV) To Lam and President of Viet Nam Luong Cuong, met with representatives attending the Chinese and Vietnamese People’s Friendship Meeting at the Hanoi International Convention Center.

As the leaders of the two Parties and two countries walked into the meeting hall together, they were met with a warm round of applause from people from all sectors of society who have contributed to China-Viet Nam friendship.

President Xi delivered a speech entitled “Championing Good-Neighborliness and Friendship, and Jointly Writing a New Chapter of a Shared Future.”

President Xi extended cordial greetings to the representatives of both countries attending the event. President Xi pointed out that the foundation, the lifeblood and the source of strength of China-Viet Nam relations lie within the people. From their joint efforts for national salvation during the early revolutionary days, to their unified struggle for national independence and liberation, and to their shared journey toward modernization, the two peoples have always stood together through thick and thin, and jointly written the history of China-Viet Nam friendship.

President Xi stressed that the China-Viet Nam friendship took root in the mutual support between the two peoples. They fought shoulder to shoulder for the just cause of national independence and liberation, and created a shared revolutionary legacy that shaped their deep friendship featuring “camaraderie plus brotherhood.” The China-Viet Nam friendship blossomed and yielded fruits thanks to the unity and collaboration between the two peoples. Focused on their overarching goals characterized by “six mores,” the two sides have firmly supported each other in advancing along the socialist path suited to their national conditions, and kept making new progress in the cause of socialism. The China-Viet Nam friendship was carried forward and elevated through the common pursuit of the two peoples. The two sides have actively implemented the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, resolutely upheld international fairness and justice, and always stood firmly on the right side of history and the side of progress of the times, providing more positive energy to Asia and the world.

President Xi pointed out that the people are the creators of history. The support of the two peoples is the solid foundation for building the China-Viet Nam community with a shared future. The future and hope of this endeavor lie in the youth. In the next three years, the Chinese side will invite Vietnamese youth to China on “red study tours,” where they will follow in the footsteps of the older generation of leaders of the two Parties and two countries, explore the revolutionary heritage that underpins the bilateral friendship, and experience the dynamism of Chinese modernization, so as to inspire the young people to contribute their strength to the socialist cause of the two countries and to building the China-Viet Nam community with a shared future that carries strategic significance.

Vietnamese, Chinese leaders join friendly exchange activities in Hanoi

April 15 (Nhân Dân) — Various activities fostering friendship between Vietnamese and Chinese people were held in Hanoi on April 15 on the occasion of General Secretary of the Communist Party of China (CPC) Central Committee and President of China Xi Jinping’s state visit to Vietnam.

They included a Vietnam-China people’s friendly meeting, the launch of the “Red Journey: Youth’s researches and studies,” the inauguration of a new Vietnam–China railway cooperation mechanism, and a photo exhibition celebrating 75 years of diplomatic ties between the two countries.

The activities brought together Party and State leaders, along with representatives of ministries and localities, and over 350 scholars, students, and youth from both countries.

Party General Secretary To Lam and State President Luong Cuong of Vietnam and the Chinese top leader visited the photo exhibition. The leaders then attended the friendship gathering and the launch of the Red Journey, an initiative aimed at strengthening youth exchange and historical awareness.

Speaking at the event, Party General Secretary Lam highlighted the importance of the people’s friendly meeting initiative, particularly during this commemorative year. He stressed that over the past 75 years, friendship and cooperation have consistently defined the essence of Vietnam–China relations.

The Party and State of Vietnam, he said, place high priority on strengthening its comprehensive strategic cooperative partnership with China and building a Vietnam-China Community with a shared future that carries strategic signifiance for steadily advancing to a new era, for happiness of both peoples and for global peace and progress.

The leader underscored that one of the most crucial orientations of bilateral cooperation lies in fostering “a stronger social foundation,” with the younger generations of both nations playing a key role. He called upon young people and citizens from both countries to carry forward and further develop the deep-rooted friendship between Vietnam and China – one between comrades and brothers – a legacy forged by President Ho Chi Minh, Chairman Mao Zedong, and other revolutionary leaders.

Party General Secretary Lam urged agencies and organisations from both countries to actively collaborate on implementing the Red Journey youth project. He also encouraged young people to innovate, master new technologies, and strengthen solidarity and mutual support – leading the charge in modernisation and industrialisation in each country, and becoming the driving force for the Vietnam–China relations in the new era.

For his part, the Chinese top leader expressed his pleasure at the opportunity to meet with comrades, scholars, and youth representatives. Reflecting on the contributions of revolutionary leaders of previous generations to the bilateral relationship, he said the strength and vitality of ties between the two Parties and nations lie in the people and their friendship.

The Chinese leader reaffirmed that the building of a China-Vietnam Community with a shared future that carries strategic significance benefits not only the two countries but also regional and global peace, stability, and development. He emphasised that China is ready to work with Vietnam to maintain high-level strategic exchanges and solidify the social foundation. Xi suggested that the two countries take the 2025 Year of Vietnam-China Humanistic Exchange as an opportunity for diversifying exchange activities.

He called for stronger people-to-people connections, and better utilisation of the “red heritages” of both revolutions to tell the story of China–Vietnam friendship across generations.

On this occasion, Vietnam and China officially launched the “Red Journey: Youth’s researches and studies” project, which will see Vietnamese and Chinese organisations work together to promote historic revolutionary sites linked to President Ho Chi Minh and other veteran leaders to deepen young people’s understanding of the shared revolutionary past and mutual support between Vietnam and China, and raise their awareness of the traditional friendship and significance of bilateral ties.

In the presence of Party General Secretary To Lam, Prime Minister Pham Minh Chinh, and CPC General Secretary and President of China Xi Jinping, the two sides launched a Vietnam–China railway cooperation mechanism and established a joint railway collaboration committee. This marks a major step forward in rail infrastructure collaboration and reflects the commitment of both Parties and Governments to advancing bilateral partnership in the sector.


Vietnam-China ties to last through generations: Chinese friendship figure

April 12 (Nhân Dân) — The upcoming state visit to Vietnam by General Secretary of the Communist Party of China (CPC) Central Committee and President of China Xi Jinping reflects a sincere desire to foster an everlasting China–Vietnam friendship, one that will be passed down through generations.

This is the view of Yu Shuhui, a long-standing figure in China–Vietnam friendship circles and a former healthcare worker from China’s Guangxi province, while speaking to Vietnam News Agency (VNA) correspondents in Beijing ahead of the visit.

Yu held that the top leader of China’s trip is more than diplomatic protocol, it symbolises the deep affection of the Chinese people for their Vietnamese neighbours.

According to her, Xi is a messenger of friendship, representing 1.4 billion Chinese people. His visit will surely further strengthen bilateral cooperation in fields such as science and technology, industry, agriculture, transport, and healthcare, and promote people-to-people exchanges, thereby enhancing mutual understanding and friendship between the two countries’ people.

She reflected on the increasingly close ties between the two countries. As a Chinese citizen, she said she feels a personal duty to remember and cherish this relationship. She said she believes that as long as both governments and their leaders continue to work together, the time-honoured friendship will only grow stronger in the years to come.

She emphasised the resilience of this bond in a world marked by rapid regional and global change, with their neighbourly friendship remaining firm and unchanged. It was built on the blood, sweat, and sacrifice of earlier generations, she said, urging the younger generation to promote cultural exchange and cooperation in transport, trade, and beyond, to deepen the relationship even further.

She expressed her hopes that the spirit of comradeship and brotherhood between the Chinese and Vietnamese people will remain eternal and be carried on by future generations.

Yu’s personal connection with Vietnam began in 1968, during the country’s resistance war to safeguard its territorial integrity. At the time, China provided significant support, including the construction of the Nan Xishan Hospital in Guilin, Guangxi province of China to treat wounded Vietnamese soldiers.

The hospital was established under the direction of Premier Zhou Enlai and staffed by 278 medical professionals from major hospitals in Beijing. At just 20 years old, Yu was among the young health workers sent to support the effort.

Over the span of eight years, the hospital treated 5,432 wounded Vietnamese soldiers, performed 2,576 surgeries, and donated 779,220 millilitres of blood, over a litre of which was donated by Yu herself.

She has since been honoured with invitations to major events in Vietnam, including the 70th anniversary of the Dien Bien Phu Victory, and has taken part in official meetings with Vietnamese leaders such as Party General Secretary To Lam and Prime Minister Pham Minh Chinh.


Top Chinese leader pays tribute to President Ho Chi Minh

April 15 (Nhân Dân) — General Secretary of the Communist Party of China (CPC) Central Committee and President of China Xi Jinping and a high-ranking Chinese delegation on April 15 morning laid wreaths in tribute to President Ho Chi Minh at his mausoleum in Hanoi.

The top Chinese leader is paying a state visit to Vietnam from April 14-15 at the invitation of General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam and State President Luong Cuong.

Also joining the event were General Secretary of the CPV Central Committee To Lam; Politburo member and Permanent member of the CPV Central Committee’s Secretariat Tran Cam Tu; Secretary of the CPV Central Committee and Chief of the CPV Central Committee’s Office Le Hoai Trung; and member of the CPV Central Committee, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son.

Xi and the high-ranking delegation of the Chinese Party and State laid wreaths and paid respects to President Ho Chi Minh, a national liberation hero, an outstanding man of culture, a genius leader of the Party and people of Vietnam, a steadfast revolutionary soldier and a close friend of the peoples of the world.

Vietnam and China are close neighbours, connected by mountains and rivers, and their people share long-standing friendship. Since the two sides established the framework for a Comprehensive Strategic Cooperative Partnership in 2008, and especially after mutual visits by the top leaders of the two Parties and countries in recent years, bilateral relations have developed rapidly, comprehensively, and outstandingly across many fields.

Xi’s ongoing state visit to Vietnam is an important diplomatic event for both Parties and countries, with strategic significance and long-lasting impact on the development of bilateral relations as both nations enter a new era of development.

This is Xi’s fourth visit to Vietnam in his capacity as the top leader of the Chinese Party and State and his second during the 13th-term National Congress of the Communist Party of Vietnam and the 20th-term National Congress of the Communist Party of China. It also takes place in the Year of Vietnam – China Humanistic Exchange, marking the 75th anniversary of the establishment of the diplomatic relations (1950-2025).

China, Vietnam promote comprehensive strategic cooperation: Chinese official

April 19 (Nhân Dân) — Leaders of Vietnam and China agreed to elevate the comprehensive strategic cooperation between the two countries to a new, higher-quality, and deeper level, Chinese Foreign Minister Wang Yi has stated.

Talking to the press following Party General Secretary and President of China Xi Jinping’s visit to three Southeast Asian countries, including Vietnam, Wang said that this year marks the 75th founding anniversary of the two countries’ diplomatic relations. Xi chose Vietnam as the first stop in his foreign visits in 2025, while To Lam also selected China as his first overseas destination to come after assuming the role of General Secretary of the Communist Party of Vietnam last year

The fact that both the leaders paid mutual visits within a year fully reflects the strategic nature and the high level of China – Vietnam relations, he noted.

Wang stressed that during Xi’s trip, Vietnamese and Chinese leaders pledged to accelerate the building of a China – Vietnam community with a shared future that carries strategic significance, and jointly promote the cause of socialism amid a changing global landscape.

According to the Chinese official, the strategic guidance of the top Party and State leaders of the two countries is the greatest advantage and the most important political guarantee for the development of China – Vietnam relations.

During the visit, Xi and Lam held an in-depth discussion on shared, strategic, and directional issues, and further deepened their exchanges through two tea talks. The Chinese leader also met with President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man.

The Chinese FM cited Xi as emphasising that China will always support Vietnam in pursuing its path toward socialism suited to the latter’s conditions, in preparing for and holding the 14th National Party Congress, and in continuously creating new prospects for the cause of the Party and the nation.

During the trip, the two sides issued a joint statement and signed 45 cooperation documents, aiming to promote effective, high-quality, and substantive cooperation between the two countries, and speed up the alignment of their development strategies, Wang said.

The expansion and upgrade of railway cooperation between Vietnam and China demonstrates their determination to pursue common development, he noted, adding that with the launch of the China – Vietnam railway cooperation mechanism during the Chinese leader’s visit, the two countries will achieve complete connectivity of standard-gauge railway lines, significantly helping enhance cross-border transport capacity, reduce logistics costs, and enable the seamless connection of their supply chains.

The expansion and upgrade of railway cooperation between Vietnam and China demonstrates their determination to pursue common development, he noted, adding that with the launch of the China – Vietnam railway cooperation mechanism during the Chinese leader’s visit, the two countries will achieve complete connectivity of standard-gauge railway lines, significantly helping enhance cross-border transport capacity, reduce logistics costs, and enable the seamless connection of their supply chains.

This will further expand the new western land – sea route, creating stronger momentum for the China – Indochina Peninsula Economic Corridor, and it is expected to become a landmark project in the building of a high-quality Belt and Road Initiative between China and Vietnam, Wang went on.

According to him, as this year marks the Year of China – Vietnam Humanistic Exchange, Xi and Vietnamese leaders jointly met with delegates attending the China – Vietnam people’s friendship meeting, and reaffirmed that the foundation and strength of bilateral relations lie in the people.

The Chinese FM stated that in the context of a changing world, the peaceful development of the two socialist countries – China and Vietnam – has brought about valuable stability, and the friendly cooperation between them has fully demonstrated a spirit of progress. Standing at a new historical starting point, China and Vietnam will work together along the path outlined by the top leaders of the two Parties and countries, making new contributions to the cause of socialism in the world and to the development and advancement of humanity.
