Wang Yi meets leading politicians from Uganda, Liberia, Mozambique and other countries

On June 12, Chinese Foreign Minister Wang Yi held a series of bilateral meetings, for the third consecutive day, with leading politicians from a number of African countries who were in Changsha, Hunan to attend the  Ministerial Meeting of Coordinators on the Implementation of the Follow-up Actions of the Forum on China-Africa Cooperation (FOCAC) as well as the fourth China-Africa Economic and Trade Expo.

Meeting with Ugandan Prime Minister Robinah Nabbanja, Wang Yi said that Uganda is an important country in Africa and a representative of emerging economies. President Xi Jinping and President Yoweri Kaguta Museveni have established mutual trust and friendship, providing impetus and assurance for the development of China-Uganda relations. Last autumn, the Beijing Summit of FOCAC was successfully held, and the outcomes of the Summit have already been effectively implemented in Uganda. In the first quarter of this year, Uganda’s exports to China increased by nearly 90 percent year on year.

Wang Yi stated that China and Uganda maintain strategic communication and coordination on international and multilateral affairs and jointly safeguard the legitimate rights and interests of Africa and the vast number of developing countries. China is willing to work with Uganda and other African brothers and sisters to support and practice multilateralism, oppose unilateral bullying, and safeguard the basic norms governing international relations.

Robinah Nabbanja said that Uganda and China respect and understand each other and keep close communication and contact. She expressed appreciation to China for its long-term and valuable support to Uganda’s infrastructure construction and economic and social development. Uganda and China have achieved remarkable results in cooperation within the frameworks of the Belt and Road Initiative and the FOCAC.

Meeting with Vice President of Liberia Jeremiah Kpan Koung, Wang Yi extended congratulations on Liberia’s election as a non-permanent member of the United Nations Security Council. He said that China is ready to strengthen solidarity and coordination with Liberia, practice the vision of multilateralism, and safeguard the legitimate rights and interests of developing countries, especially African countries. China’s foreign policy remains consistent and stable, and China stands firmly with developing countries and speaks up for small and medium-sized nations.

Jeremiah Kpan Koung said that China is a reliable friend. He expressed appreciation for China’s long-term, selfless support and assistance to Liberia, saying that China’s zero-tariff policy for African countries has brought significant benefits to Liberia. Liberia is willing to work with China to continue implementing the important common understandings reached between the two heads of state and advance cooperation in various fields such as maritime affairs, green energy, healthcare, and agriculture. 

Meeting with Mozambican Minister of Foreign Affairs and Cooperation Maria Manuela dos Santos Lucas, Wang Yi said that this year marks the 50th anniversary of Mozambique’s independence and the 50th anniversary of the establishment of diplomatic relations between the two countries. Over the past half century, both sides have firmly supported each other’s core interests, and the outcomes of cooperation have benefited the people of both countries, writing a vivid chapter in China-Mozambique friendship. Looking ahead, China is ready to work with Mozambique to uphold the original aspiration, deepen the China-Mozambique comprehensive strategic cooperative partnership, enhance strategic coordination, firmly support each other, and jointly usher in the next more glorious 50 years of bilateral relations. China appreciates Mozambique’s commitment to the one-China principle and is ready to assist Mozambique in accelerating its industrialisation and modernisation process, and will continue sending medical experts to Mozambique.

Wang Yi stated that the current international situation is characterised by changes and chaos. The United States prioritises its own interests, withdraws from international treaties and organisations, and indiscriminately imposes tariff hikes and unilateral sanctions, which is not commensurate with the behaviours of a responsible major country. China upholds win-win cooperation and remains a true friend and partner of Africa. China welcomes support and assistance to Africa from all parties, rather than using Africa for bloc confrontation or seeking geopolitical interests.

Maria Manuela dos Santos Lucas expressed her heartfelt gratitude to President Xi Jinping for announcing new measures to further support Africa’s development. The friendship between Mozambique and China has a long history, with both sides trusting each other and being as close as family. She thanked China for its support in Mozambique’s independence and liberation, national development, and health sector, and for standing firmly with Mozambique during the country’s difficult times. The relationship between the two countries is historic and strategic. Mozambique reiterated its commitment to the one-China principle and its firm support for China in safeguarding territorial sovereignty and integrity. This is important not only for China but for all African countries as well. Mozambique appreciates China’s countermeasures against unilateral tariff hikes, which sends a strong voice on behalf of the Global South.

Meeting with Foreign Minister of Somalia Abdisalam Dhaay, Wang Yi noted that Somalia was the first country in eastern Africa to establish diplomatic relations with the People’s Republic of China. This year marks the 65th anniversary of the establishment of diplomatic relations between China and Somalia. In recent years, China-Somalia relations have overcome difficulties, steered clear of disruptions, and maintained a momentum of development. China highly appreciates Somalia’s commitment to the one-China principle and supports Somalia in safeguarding its core interests. China attaches great importance to Somalia’s security concerns and is ready to work with Somalia to continue implementing the Outlook on Peace and Development in the Horn of Africa, to turn the Horn of Africa into a region of peace, development, cooperation and prosperity.

Abdisalam Dhaay stated that Somalia and China share a high level of mutual trust and traditional friendship. He expressed gratitude for the strong support provided by China during the most difficult times for Somalia, noting that China holds a very important position in the hearts of the Somali people. Somalia takes pride in elevating bilateral relations to a strategic partnership and is willing to be a trustworthy and principled friend of China.

Meeting with Rwandan Minister of Foreign Affairs and International Cooperation Olivier Nduhungirehe, Wang Yi said that modernisation is not equal to Westernisation. China is ready to deepen exchanges and mutual learning with Rwanda on governance experience and jointly explore the paths to modernisation that suit their national conditions, earn public support, and seek self-reliance and strength, so as to improve the well-being for people and advance progress of the entire world. China supports Rwanda’s efforts to accelerate the realisation of its Vision 2050 and is ready to deepen practical cooperation across various fields with Rwanda and enhance friendly exchanges at all levels and in all sectors, including between governments, political parties, legislatures, and localities.

Olivier Nduhungirehe said that over the past five decades, Rwanda and China have respected each other and maintained friendly relations, achieving positive outcomes in cooperation across various sectors, including roads, electricity, health, and education.

The two sides also had an exchange of views on peace and security issues in Africa.

Meeting with Togolese Foreign Minister Robert Dussey, Wang Yi extended congratulations to Togo on the smooth transition of its political system and expressed support for Togo in actively exploring a governance path that suits its national conditions. The friendship between China and Togo was forged by the elder generation of leaders and has a solid foundation.

Wang Yi stated that China has successfully embarked on a modernisation path with Chinese characteristics, offering a new option for countries around the world that want to speed up their development while preserving their independence. The United States is raising tariffs, while China is cutting tariffs; the United States emphasises putting its interests first, while China practices mutual benefit and win-win cooperation. President Xi Jinping announced at this Ministerial Meeting of Coordinators that China will expand its zero-tariff policy for Africa, and the benefits for Africa will become more evident. China does not seek selfish gains in its cooperation with Africa, nor does it engage in geopolitical contests.
