Vietnamese Prime Minister Pham Minh Chinh paid a working visit to China, June 24-27, at the invitation of his Chinese counterpart Li Qiang. The centrepiece of his visit was his participation in the 16th Annual Meeting of the New Champions of the World Economic Forum (WEF) in Tianjin at the co-invitation of WEF President and CEO Børge Brende. Known as the ‘Summer Davos’, the event in Tianjin is the second most important annual WEF activity after the gathering in the Swiss resort of Davos itself. Uniquely among foreign leaders, this was the third consecutive year for the Vietnamese Prime Minister to take part. It was also the first visit by a key Vietnamese leader to China in 2025, taking place shortly after the state visit to Vietnam by General Secretary of the Communist Party of China and Chinese President Xi Jinping in April.

Noting that this year marks the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, Li said the deep friendship of “comrades and brothers” has remained firm and fresh over time. Since the successful visit of Xi Jinping to Vietnam in April, the comprehensive strategic cooperation between China and Vietnam has been further advanced. China is willing to continue to implement the outcomes of President Xi’s visit with Vietnam to bring more benefits to the two peoples.
China welcomes Vietnam to become a BRICS partner country and is willing to work with Vietnam to safeguard free trade and the multilateral trading system, promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalisation, and inject more stability and positive energy into world peace and development.
Chinh said that Vietnam always considers developing its relationship with China a strategic choice, an objective necessity, and a top priority in its foreign policy and expressed confidence that China will continue to grow and play an increasingly important role in global development, security, and civilisation.
He proposed that both sides further promote the key role of security and defence cooperation in the overall bilateral relationship; improve the quality and effectiveness of practical cooperation across various fields; and maintain regular operations of the intergovernmental working groups on land-based infrastructure, monetary issues, and maritime cooperation, as well as the joint committees on economic-trade and scientific-technological cooperation. He also suggested studying the establishment of new working groups in education, training, finance, culture, and people-to-people exchanges.
Pham Minh Chinh also met with other foreign leaders attending the forum, namely Ecuadorian President Daniel Noboa, Singapore Prime Minister Lawrence Wong, Kyrgyzstan Prime Minister Adylbek Kasimalyev, and Prime Minister of Senegal Ousmane Sonko.
Thanking Vietnam for its agricultural assistance, Sonko hoped for continued support in rice and cashew cultivation. He praised the success of Vietnam’s agricultural cooperation model in other countries and voiced interest in expanding that model to benefit Senegal and other Global South nations.
The Vietnamese and Senegalese leaders agreed to increase high-level exchanges and mutual visits, boost trade and investment promotion activities, facilitate business connections, and foster market access for each other’s key export products, with a strong focus on agriculture. Chinh invited Sonko to visit Vietnam, an invitation the Senegalese leader accepted with pleasure.
Also, as part of his working trip to China, on June 26 Chinh visited the Memorial Hall of the First National Congress of the Communist Party of China (CPC) and Pudong district, considered a development model in the new era of Shanghai as well as China.
Writing in the memorial hall’s guestbook, Chinh expressed his admiration and congratulations on the remarkable achievements of the CPC in leading the revolution and building a civilised, prosperous, harmonious, and modern nation.

TIANJIN, June 24 (Xinhua) — Chinese Premier Li Qiang on Tuesday met with Prime Minister of Vietnam Pham Minh Chinh, who is in north China’s Tianjin Municipality for the 2025 Summer Davos.

China is willing to continue to implement the outcomes of President Xi’s visit with Vietnam to bring more benefits to the two peoples, Li said.
Li pointed out that the unstable and uncertain factors in the current international situation are still increasing. China and Vietnam should unite more closely, enhance strategic communication and mutually beneficial cooperation. This is not only beneficial to both sides, but also to the region and the world.
He noted that China is willing to accelerate the alignment of development strategies with Vietnam, implement the cooperation plan on synergizing the Belt and Road Initiative and the Two Corridors and One Economic Circle strategy, expand cooperation in areas such as artificial intelligence, digital economy and green development, and jointly foster new economic drivers.
Both sides should enhance exchanges and cooperation in areas such as culture, tourism, education and media, and successfully hold a series of activities for the China-Vietnam Year of People-to-People Exchange, Li said.

The meeting took place on the sidelines of the 16th Annual Meeting of the New Champions of the World Economic Forum (WEF Tianjin 16), during PM Chinh’s working visit to China.
PM Chinh highly valued the substantive and fruitful outcomes of reciprocal visits by General Secretary of the Communist Party of Viet Nam (CPV) To Lam and General Secretary of the Communist Party of China and President of China Xi Jinping, as well as successive exchanges between the two PMs in 2024 and 2025, which have provided strong impetus for bilateral cooperation across all fields.

The Vietnamese PM proposed the synchronised implementation of three standard-gauge railway lines connecting Viet Nam and China, with priority given to accelerating the groundbreaking of the Lao Cai – Ha Noi – Hai Phong route in December 2025.
He expressed his hope that China would support the project through concessional loans, technology transfer, personnel training, and cooperation with Viet Nam to build a modern and integrated railway industry.
For more balanced and sustainable bilateral trade, Prime Minister Chinh suggested that China expand imports of Vietnamese agricultural products, strengthen electricity grid connectivity, accelerate the construction of smart border gates, and study the pilot model of cross-border economic cooperation zones.
The two countries should jointly invest in major projects that symbolise bilateral ties, deepen cooperation in science and technology, innovation, healthcare, culture, sports, tourism, and aviation; promote local-level cooperation and people-to-people exchanges, especially among the younger generations; and support each other in multilateral frameworks, he said.
For his part, Premier Li Qiang expressed his hope that both countries will successfully organise the 17th meeting of the China-Viet Nam Steering Committee for Bilateral Cooperation, as well as the strategic dialogue mechanism among the Ministries of Foreign Affairs, Public Security, and National Defence, to comprehensively promote cooperation following the “six major orientations”.
He affirmed that China is ready to speed up strategic development alignment with Viet Nam and values Viet Nam’s desire to commence the standard-gauge railway projects soon.
Li proposed the early organisation of the first meeting of the Joint Committee on Railway Cooperation, accelerating feasibility studies, and adopting the best possible plan for implementation, ensuring scientific integrity, safety, and compliance with standards.
He affirmed China’s readiness to expand imports of more high-quality Vietnamese goods and to encourage capable enterprises to invest in Viet Nam in fields such as AI, digital economy, green economy, next-generation 5G, and satellite applications. He also expressed willingness to boost people-to-people exchanges and expedite aid projects that directly benefit local communities.
During their talks, the two leaders engaged in sincere and frank exchanges on maritime issues and agreed to better manage and resolve disagreements to maintain peace and stability. Prime Minister Chinh proposed that both sides strictly implement high-level common perceptions and the “Agreement on Basic Principles Guiding the Settlement of Maritime Issues between Viet Nam and China.”
He also called on the two countries, together with ASEAN, to strive for an early conclusion of an effective and substantive Code of Conduct (COC) in the East Sea/South China Sea in compliance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), based on the sides’ consensus.
The two leaders also exchanged views on international and regional issues of mutual concern and agreed to maintain coordination and cooperation at regional and international forums. Premier Li welcomed Viet Nam’s decision to become a partner of BRICS.

June 26 (Nhân Dân) — As part of his working trip to China, Prime Minister Pham Minh Chinh on June 26 visited the Memorial Hall of the first National Congress of the Communist Party of China (CPC) and Pudong district, a development model in the new era of Shanghai as well as China.
The historical site, located in Shanghai’s Huangpu district, is considered the spiritual birthplace of the CPC, where 13 delegates representing over 50 Chinese communists held their first national congress on July 23, 1921. However, due to police interference, the meeting was moved to a boat on Nanhu Lake in Jiaxing, Zhejiang province, where the CPC’s establishment was officially declared.
Covering more than 36,000 sq.m, the site includes exhibits of historical documents, photographs, artefacts, and personal items of the founding delegates, including original manuscripts by CPC founders Li Dazhao and Chen Duxiu.
Since opening to the public in 1952, the site has welcomed many domestic and international visitors.

On the afternoon of the same day, PM Chinh visited an exhibition on the development and opening-up of Pudong at the Shanghai Pudong Exhibition Hall.
Located on the east side of the Huangpu River, Pudong is considered the most bustling area of Shanghai today. It is hard to imagine that prior to 1990, the area was largely riverside farmland. In 1990, China introduced a comprehensive master plan to develop Pudong into a modern urban area.
Over the past 35 years, Pudong has undergone a spectacular transformation, evolving into one of the most prosperous and dynamic regions in the world. It has become a global powerhouse in commerce and finance, a hub for cutting-edge technologies, and home to some of the tallest skyscrapers on the planet.
To commemorate Pudong’s remarkable journey, the exhibition hall was established to showcase its development milestones and major reform achievements since 1990. The exhibition provides a comprehensive narrative of the area’s progress and the bold reforms that have defined its growth trajectory.
The exhibition is organised into seven thematic sections, offering a systematic presentation of Pudong’s 35-year journey. Through timeline displays, scene reconstructions, multimedia interaction, and other innovative formats, the exhibition highlights major events and landmark reform measures. Key topics include infrastructure development, the establishment of the Shanghai Free Trade Zone, and other groundbreaking accomplishments.
