China hosts state visits from the Philippines and Turkmenistan

China’s diplomatic year began in the first week of January with President Xi Jinping hosting state visits by President Ferdinand Romualdez Marcos Jr. of the Philippines from January 3-5 followed by that of President Serdar Berdimuhamedov of Turkmenistan from January 5-6. China’s hosting in this way of two leaders from neighbouring countries, in South East Asia and Central Asia respectively, reflects the strong and increasing emphasis given in its foreign policy to relations with fellow Asian countries, neighboring countries in particular.

Marcos was not only the first foreign leader hosted by China in 2023 – this was also his first visit to China since he assumed his country’s presidency on June 30 2022 and his first official visit to a country outside the Association of South East Asian Nations (ASEAN). However, he is certainly no stranger to the country. In 1974, at the age of 17, he accompanied his mother, Imelda Marcos to a meeting in Beijing with the late Chairman Mao Zedong, one year before his father, the late President Ferdinand E. Marcos established diplomatic relations with the People’s Republic.

His visit this time was a major success, resulting in the adoption of an extensive Joint Statement between the two countries along with 14 cooperation documents across a wide range of sectors. In particular, both sides agreed to continue to properly handle maritime issues through friendly consultation and resume negotiations on oil and gas exploration.

According to their joint statement: “The two leaders had an in-depth and candid exchange of views on the situation in the South China Sea, emphasized that maritime issues do not comprise the sum-total of relations between the two countries and agreed to appropriately manage differences through peaceful means. Both sides reaffirmed the importance of maintaining and promoting peace and stability in the region and the freedom of navigation in and overflight above the South China Sea, and reached consensus on the peaceful resolution of disputes on the basis of the Declaration on the Conduct of Parties in the South China Sea (DOC), the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).”

For his part, President Xi, “expressed readiness to stay in regular strategic communication with President Marcos Jr. and make comprehensive plans for the growth of bilateral ties so that the two countries will stay good neighbors helping each other, good relatives sharing affinity, and good partners pursuing win-win cooperation, delivering more benefits to the two peoples and contributing more positive energy to peace and stability in the region.”

All of this constitutes a significant blow to the efforts of the United States, which has worked overtime to create and exacerbate discord between the Philippines and China over the maritime and other issues with a view to maintaining its own neo-colonial domination over the Philippines alongside its strategic position in the region.

Hosting his Turkmen counterpart, Xi Jinping highlighted the similar values, goals and converging interests shared by the two nations, saying that they should work together in their respective paths toward rejuvenation, enhance their strengths, explore further potential for cooperation and attain common growth. It was the two leaders’ second meeting in a few months, having met in September on the sidelines of the Shanghai Cooperation Organization (SCO) Summit held in the Uzbek city of Samarkand.

At their meeting this time, they announced that their two countries were elevating their bilateral ties to those of a comprehensive strategic partnership. Turkmenistan is a major producer of natural gas and President Xi noted that cooperation in this sector is the cornerstone of their bilateral relations, with the two countries needing to further explore the potential for cooperation in green energy, natural gas exploitation and technological equipment, and work toward cooperation covering whole industry chains.

Turkmenistan is a key supplier of natural gas to China, with the two nations having developed three gas pipelines in a project known as the China-Central Asia Gas Pipeline. The project supplies natural gas to over 500 million residents in 27 provincial-level regions and the Hong Kong Special Administrative Region, according to Xinhua News Agency.

Berdimuhamedov told a ceremony in June that the construction of a fourth line of the China-Central Asia Gas Pipeline will take the annual transmission capacity to China to 65 billion cubic meters. The current pipeline delivered over 40 billion cubic meters of natural gas in the January-November period last year, according to its operator.

During their meeting, Xi said the cooperation mechanism between China and the five Central Asian countries is open, transparent, mutually beneficial, equal and pragmatic. China stands ready to work with Turkmenistan to ensure the success of the first summit between China and the five nations, he said.

Xi said China supports constructive cooperation between Turkmenistan and the Shanghai Cooperation Organization, and is willing to make joint efforts in practicing true multilateralism. Since its emergence as an independent state, following the dissolution of the Soviet Union, Turkmenistan has firmly upheld its independence and practices strict neutrality. It presently attends SCO meetings in the capacity of an official guest. Coinciding with his visit, President Berdimuhamedov contributed an article to the Decision Makers platform of CGTN, where he wrote that:

“Turkmenistan closely monitors the development of China and is pleased with the nation’s achievements. In a very short period of its history, China has emerged as a world pioneer in economic and scientific development, with robust growth in industrial output and the completion of many large-scale social development programs. China has managed to pull off an outstanding achievement ‒ the eradication of absolute poverty. Today, China is taking confident steps towards building a modern socialist country in an all-round way. There is no doubt that the above brilliant achievements are made possible by the political will, strong determination and correct strategic policies of the Communist Party of China, as well as the understanding and support of the Chinese people.”

China, Philippines cement ties in new year

Chinese President Xi Jinping held talks with Philippine President Ferdinand Romualdez Marcos Jr. at the Great Hall of the People during the latter’s state visit to China on Wednesday.

Marcos is the first foreign leader hosted by China in 2023. This visit is his first visit to China as president and his first official visit to a country outside the Association of Southeast Asian Nations (ASEAN).

“This speaks volumes about the close ties between China and the Philippines and the important place that the two countries take in each other’s foreign policies,” Xi told Marcos.

A journey to retrace history and plan for the future

China and the Philippines are close neighbors facing each other across the sea. In their exchanges over a millennium, good faith and mutual assistance have remained the defining feature of bilateral relations and a precious legacy cherished by the two peoples, Xi said.

Forty-eight years ago, the father of President Marcos Jr. and the Chinese leaders of the older generation keenly grasped the changing situation at that time. They followed the trend of the times and made the historic decision of establishing diplomatic ties between the two countries. Over the past half-century since then, despite changes in the international landscape and the domestic politics of the Philippines, President Marcos Jr. and his family have stayed committed as ever to promoting the China-Philippines friendship, a commitment that is most invaluable, Xi said.

Xi expressed his hope that this visit will be a journey to retrace history and, more importantly, a journey to plan for the future.

Xi said China views the Philippines as a priority in its neighborhood diplomacy and approaches its relations with the Philippines from a strategic and overall perspective. Xi expressed readiness to stay in regular strategic communication with President Marcos Jr. and make comprehensive plans for the growth of bilateral ties so that the two countries will stay good neighbors helping each other, good relatives sharing affinity, and good partners pursuing win-win cooperation, delivering more benefits to the two peoples and contributing more positive energy to peace and stability in the region.

Marcos expressed his pleasure at making a visit that he has long looked forward to, which is also his first state visit to a country outside ASEAN. He expressed his hope to prove to the world through this visit that the Philippines-China relationship is in very good shape and is very important, and that both sides attach great importance to this relationship and are committed to taking it to a new height.

Marcos said although it has only been 48 years since the Philippines and China established diplomatic relations, the friendship between the two peoples has lasted over a millennium. He underscored his privilege of being part of history in the establishment of the diplomatic ties, and noted the important responsibilities that he is taking on to carry forward the longstanding friendship between the two countries.

Vast potential for bilateral cooperation

Xi emphasized that despite different national conditions and systems, China and the Philippines have similar goals and paths of development and enjoy vast potential for cooperation.

He said the two sides need to strengthen exchanges and mutual learning between government agencies, between legislatures, and between political parties to form greater synergy between their development strategies, seek more complementarity in each other’s modernization drive, and better serve development and prosperity in both countries.

The two sides have identified agriculture, infrastructure, energy, and people-to-people exchanges as four priority areas of cooperation. They are the main pillars for the China-Philippines relationship of comprehensive strategic cooperation, and more efforts must be made to nurture new growth areas and highlights in these fields, according to Xi.

As China is advancing rural revitalization across the board and moving faster to build the country’s strength in agriculture, it stands ready to help the Philippines in agricultural and rural development, by such means as turning the Philippine-Sino Center for Agricultural Technology into a signature project, carrying out cooperation on the whole industrial chain including breeding, production, processing and storage, and accelerating cooperation in Juncao technology, Xi said.

He called on the two countries to promote cooperation in infrastructure and connectivity, including good implementation of key cooperation projects in “hard” infrastructure and broader cooperation in “soft” infrastructure including telecommunication, big data and e-commerce, to boost the overall economic and social development of the Philippines.

Xi said China and the Philippines have a lot to offer each other when it comes to cooperation on both fossil fuels and clean energy. China will work with the Philippines to continue to properly handle maritime issues through friendly consultation, resume negotiations on oil and gas exploration, promote cooperation on oil and gas exploration in non-disputed areas, and conduct green energy cooperation on photovoltaics, wind power, and new energy vehicles.

The Chinese president said China will continue to import more quality agricultural and fishery products from the Philippines and support Chinese business investments and cooperation in the Philippines. The two sides need to deepen people-to-people exchanges in all respects, expand cooperation on basic and vocational education, and explore innovation cooperation in such areas as meteorology and aerospace.

China will continue to work with the Philippines on vaccine research and development, and foster a new mode of mutual assistance and cooperation between provinces, cities, districts and counties in light of local industrial strengths. China is taking proactive steps to adapt its COVID response and better coordinate it with economic and social development in a science-based manner. The people in China and the Philippines can soon resume close exchanges like before the pandemic, Xi said.

Marcos said the Philippines is ready to work with China to unlock potentials, further enrich the bilateral relationship, and deepen cooperation in agriculture, infrastructure, energy, people-to-people exchanges, trade, investment, science and technology, and digital economy, among others.

Marcos said China is the strongest partner of the Philippines, and nothing can hold back the continuation and development of the Philippines-China friendship. The Philippines adheres to the one-China policy. It is willing to continue to properly handle maritime issues through friendly consultation, and resume negotiations on oil and gas exploration.

Marcos thanked China for providing valuable support to his country’s fight against COVID-19. He expressed his hope that when the pandemic is over, more Chinese tourists and students will go to the Philippines and more people-to-people exchanges will take place to lay a more solid foundation for the long-term development of bilateral relations. He expressed full confidence in the outlook of the bilateral relations.

China, ASEAN focus on cooperation and development

Xi stressed that China and the Philippines, two developing countries in Asia, have their development rooted in a friendly neighborhood and in the big family of Asia featuring win-win cooperation.

He said China will work with the Philippines and other ASEAN countries to focus on cooperation and development, uphold ASEAN centrality in regional cooperation, and advance the five proposals on building a shared home together, to ensure the region stays away from the shadow of the Cold War and from bloc confrontation and remains a fine example of development and prosperity.

China appreciates the Philippines’ support for the Global Development Initiative and the Global Security Initiative. China will work with the Philippines to render each other greater support, uphold the common interests of the two countries and other developing countries, advocate humanity’s common values, promote the building of a community with a shared future for mankind, and contribute to better regional and global governance, Xi said.

Marcos expressed his readiness for close communication with President Xi and closer cooperation on all fronts to open a new chapter in the Philippines-China relationship of comprehensive strategic cooperation, better resolve common challenges and issues facing the two countries, deliver more benefits to the two peoples, and make new contribution to reestablishing the region as a major engine of the world economy.

After the talks, the two presidents jointly witnessed the signing of cooperation documents on Belt and Road cooperation, agriculture, fishery, infrastructure, finance, customs, e-commerce and tourism.


Joint Statement between the People’s Republic of China and the Republic of the Philippines

1. At the invitation of H.E. Xi Jinping, President of the People’s Republic of China, H.E. Ferdinand R. Marcos Jr., President of the Republic of the Philippines, undertook a state visit to China from 3 to 5 January 2023. The visit is an expression of sincerity and friendship of President Marcos towards China and the Chinese people as well as his strong confidence in the future development of China-Philippines relations at the auspicious start of the new year.

2. During the visit, President Xi Jinping and President Marcos held a friendly and productive bilateral meeting, wherein they recalled the development of China-Philippines relations, rooted in a history marked by high-level exchanges and enriched by strong economic and people-to-people ties. The two leaders reached important consensus to enhance the bilateral relations, building on their discussions on the sidelines of the APEC Economic Leaders’ Meeting in November 2022. President Marcos also met with H.E. Premier Li Keqiang of the State Council, and H.E. Chairman Li Zhanshu of the Standing Committee of the National People’s Congress.

3. The Philippines congratulated China on the success of the 20th National Congress of the Communist Party of China, which will advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. China expressed best wishes for the national development of the Philippines under the leadership of President Marcos. The two leaders agreed to render stronger support to each other’s national development goals, and advance modernization through joint efforts so as to create more benefits for the two peoples.

4. President Marcos noted the pivotal role of his father, the late President Ferdinand E. Marcos, in the establishment of China-Philippines relations. President Marcos vowed to build on the legacy of his late father, working towards bringing China-Philippines relations to a higher level.

5. The two leaders underscored the importance of maintaining the good momentum of the bilateral relations, agreed to further strengthen the China-Philippines relationship of Comprehensive Strategic Cooperation under the new circumstances, as close neighbors, kin and partners that help and understand each other towards win-win results through mutually beneficial cooperation, so as to bring the bilateral relations to new heights.

6. The two leaders reaffirmed the principles contained in the 1975 China-Philippines Joint Communique and other documents, whose principles include, among others, the peaceful settlement of all disputes, mutual respect for sovereignty and territorial integrity, and non-interference in each other’s internal affairs. The Philippines reaffirmed its adherence to the One-China Policy.

7. Both sides committed to conduct cooperation in the four key priority areas of agriculture, infrastructure, energy and people-to-people exchanges, and pursue additional avenues of cooperation in the areas of defense and security, science and technology, trade and investments.

8. The Philippines expressed appreciation for China’s offer of grants, among other forms of financial support, to fund economic and technical projects in support of the Philippines’ socio-economic agenda.

9. Both sides agreed to further increase trade between the two countries, to return and even surpass the pre-pandemic bilateral trade volume. The two leaders highlighted the importance of promoting more balanced trade between the two countries by facilitating greater market access for Philippine exports into China. Both sides welcomed the updating of the Memorandum of Understanding between the Shenzhen Stock Exchange and the Philippine Stock Exchange, further expanding the areas of capital market cooperation between the two countries. Both sides welcomed the signing of numerous agreements between the business sectors, contributing to economic growth and development for both countries. Both sides will continue to promote sustainable and inclusive trade bilaterally and regionally, and enhance cooperation in the areas of digital economy and green development.

10. Both sides agreed to enhance cooperation in agriculture development. The two leaders witnessed the signing of several agreements on agriculture: the Action Plan on Agriculture and Fisheries Cooperation (2023-2025), the handover certificate of Sino-Philippine Center for Agricultural Technology-Technical Cooperation Program Phase III, and the Protocol Agreeing on the Phytosanitary Requirements for Philippine Fresh Durian Exports to China. The Philippines extended appreciation to the Chinese Government for providing urgently needed agricultural inputs.

11. Both sides attached great importance to infrastructure development and agreed to carry forward high-quality projects under the synergy of the Belt and Road Initiative and the “Build, Better, More” infrastructure program to spur economic growth. Both sides signed an updated Memorandum of Understanding on the Belt and Road Initiative, and the Framework Agreement on Priority Bridges Crossing Pasig-Marikina River and Manggahan Floodway Bridges Construction Project, and two (2) handover certificates on Chinese-funded Philippine infrastructure projects that have been successfully completed. They also discussed loan agreements that would support Philippine infrastructure development. Both sides will further strengthen infrastructure cooperation with big projects such as Davao-Samal Island Bridge. Both sides will explore means to further strengthen cooperation, at the locations to be mutually agreed, with the purpose for promoting innovative economic development and maintaining stability in production and supply chains.

12. On oil and gas cooperation, both sides agreed to bear in mind the spirit of the Memorandum of Understanding on Cooperation on Oil and Gas Development between the Government of the People’s Republic of China and the Government of the Republic of the Philippines signed in 2018, and agreed to resume discussions on oil and gas development at an early date, building upon the outcomes of the previous talks, with a view to benefiting the two countries and their peoples. The two sides also agreed to explore cooperation in such areas as solar-power, wind energy, electric vehicles, and nuclear energy for electricity generation.

13. The two leaders had an in-depth and candid exchange of views on the situation in the South China Sea, emphasized that maritime issues do not comprise the sum-total of relations between the two countries and agreed to appropriately manage differences through peaceful means. Both sides reaffirmed the importance of maintaining and promoting peace and stability in the region and the freedom of navigation in and overflight above the South China Sea, and reached consensus on the peaceful resolution of disputes on the basis of the Declaration on the Conduct of Parties in the South China Sea (DOC), the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

14. The two leaders concurred that confidence-building measures would contribute to improving mutual trust and affirmed the importance of the Foreign Ministry Consultations and the Bilateral Consultation Mechanism on the South China Sea. The two sides decided to establish a direct communication mechanism between the Department of Boundary and Ocean Affairs of the Ministry of Foreign Affairs of China and the Maritime and Ocean Affairs Office of the Department of Foreign Affairs of the Philippines.

15. Both sides acknowledged the usefulness of practical cooperation between their coast guards, noted the importance of convening the 4th Meeting of the Joint Coast Guard Committee and agreed to convene it at an early date. Both sides agreed to convene the Annual Defense Security Talks at a mutually convenient time.

16. Both sides agreed to further strengthen maritime cooperation in such areas as environmental protection and maritime economy. Both sides agreed to collaborate closely on the mitigation of marine debris emanating from various sources, and micro plastics, towards the establishment of a cooperative partnership between coastal model cities of the two countries.

17. The leaders reaffirmed the importance of continued and strengthened cooperation on education, building upon the consensus to usher in greater understanding between the Chinese and Filipino youth and professionals. Both sides agreed to work towards the possibility of signing the Memorandum of Understanding on Joint Cooperation to Carry out Chinese Language Education Program in the Basic Education Program of the Philippines, the Memorandum of Understanding on Strengthening Agricultural Technical Education Cooperation, and the Mutual Cooperation Memorandum (MCM) on Higher Education. Both sides agreed to enhance communication and cooperation on policy making and regulation to ensure quality development of each other’s higher education system.

18. Both sides acknowledged that people-to-people exchanges are crucial in promoting understanding between the two states, welcomed the newly signed Implementation Program of the MOU on Tourism Cooperation, and committed to pursuing pre-pandemic levels of tourist arrivals, as well as direct flights between China and the Philippines, in particular Beijing and Manila, among other cities. The two sides agreed to further strengthen local cooperation, promote practical cooperation and conduct friendly exchanges among sisterhood provinces and cities of the two countries.

19. Both sides highlighted the importance of scientific and technological innovation (STI) and exchanged views on priority areas for partnerships to enhance China-ASEAN STI cooperation. Both sides agreed to explore potential cooperation in such areas as meteorology, space tracking, telemetry and command (TT&C). Both sides expressed willingness to establish an information notification system on rocket launches and work on procedures for the retrieval and return of space debris.

20. Both sides noted positively their cooperation related to addressing COVID-19, especially in the procurement of vaccines, and agreed to further promote public health cooperation in such areas as vaccine research and production. Both sides expressed support for the ASEAN Center for Public Health Emergency and Emergency Diseases.

21. The two leaders welcomed the strengthening of China-ASEAN cooperation under the current Comprehensive Strategic Partnership, and will continue to implement the consensus reached at the China-ASEAN Special Summit to Commemorate the 30th Anniversary of China-ASEAN Dialogue Relations. In this regard, the Philippines took note of China’s initiative to build a peaceful, safe and secure, prosperous, beautiful, and amicable home in the region. Both sides looked forward to expanding regional cooperation through this framework, with focus on increased economic and social connectivity and development, centering around trade and investment liberalization and facilitation, new-type industrialization, digitization, low-carbon development and agricultural modernization.

22. The two leaders reaffirmed the importance of Declaration on the Conduct of Parties in the South China Sea (DOC) in safeguarding peace and stability in the South China Sea, and recalled the Joint Statement on the 20th Anniversary of the DOC, adopted in Phnom Penh, Kingdom of Cambodia on 11 November 2022. The two leaders reaffirmed their commitment to the full and effective implementation of the DOC in its entirety, and encouraged further progress towards the early conclusion of an effective and substantive Code of Conduct in the South China Sea (COC) that is in accordance with international law, including the 1982 UNCLOS, within a mutually agreed timeline.

23. Both sides reaffirmed the importance of maintaining ASEAN Centrality in the evolving regional architecture in the Asia-Pacific region, and support for ASEAN integration and Community building.

24. Both sides will continue to strengthen cooperation at such multilateral fora as the United Nations, and make joint efforts to safeguard the purposes and principles of the United Nations Charter. Both sides agreed to continue the close communication and consultation on human rights issues.

25. China welcomed the Philippines joining the Group of Friends of the Global Development Initiative (GDI) and stood ready to strengthen cooperation to implement the GDI at the bilateral and regional levels in the achievement of the 2030 Agenda for Sustainable Development. Both sides agreed on the need and importance of robust consultations and communication as well as to explore possible cooperation for mutual benefit regarding the Global Security Initiative (GSI).

26. Both sides will practice open regionalism and strengthen multilateralism, so as to safeguard the common interests of developing countries as well as global fairness and justice, contributing to building a community with a shared future for all mankind.

27. Both sides renewed their commitment towards pursuing stronger political, economic, science and technology, and people-to-people ties, especially leading up to the 50th anniversary of bilateral relations in 2025.

28. President Marcos expressed his deep appreciation for the warm hospitality by President Xi Jinping, the Chinese Government and people, and extended an invitation to President Xi Jinping to visit the Philippines again at a mutually-convenient time.


China, Turkmenistan upgrade ties

China and Turkmenistan announced the elevation of bilateral ties to a comprehensive strategic partnership on Friday, with both sides pledging to boost all-round cooperation, support each other on issues related to their core interests and build a community with a shared future.

President Xi Jinping and Turkmen President Serdar Berdimuhamedov made the announcement in talks at the Great Hall of the People in Beijing. Berdimuhamedov was on a state visit to China from Thursday to Friday, his first visit to China since he took office last year.

The two presidents signed a joint statement, which said that during their meeting they exchanged views on bilateral ties, cooperation in various fields as well as the regional and international issues of common concern, and reached a broad consensus.

They also witnessed the signing of a series of cooperation documents in various fields, including natural gas, joint development of the Belt and Road, green development, the digital economy and health.

In their talks, the two presidents highlighted the huge potential and bright prospects of bilateral economic cooperation, particularly the importance of strengthening partnership in natural gas.

In terms of partnership in mutual connectivity, both sides pledged to advance cooperation in road transport and cross-border transportation.

Xi highlighted the similar values, goals and converging interests shared by the two nations, saying that they should work together in their respective paths toward rejuvenation, enhance their complementary strengths, explore further potential for cooperation and attain common growth.

The building of a China-Turkmenistan community with a shared future will further deepen pragmatic cooperation, accommodate each other’s concerns and consolidate their traditional friendship, he said.

Xi called on the two nations to support each other on issues concerning their core interests, respect the development path they choose in accordance with their own national conditions, further align their development strategies and keep expanding and deepening cooperation.

He underlined the need for both sides to cooperate further on law enforcement and biosecurity, jointly combat terrorism, separatism and extremism, and build up the security shield for the development of both nations.

Xi said China supports constructive cooperation between Turkmenistan and the Shanghai Cooperation Organization, and is willing to make joint efforts in practicing true multilateralism.

Berdimuhamedov hailed the time-honored friendship between the two countries and their high-level mutual trust and cooperation, saying that the ancient Silk Road brought them together.

He said that his country firmly supports China’s efforts in safeguarding its national sovereignty and territorial integrity and opposes any attempt to split China.

He expressed readiness to align the Turkmen strategy to revive the Great Silk Road with the Belt and Road Initiative, further boost bilateral trade and economic cooperation and bolster energy cooperation.

Turkmenistan supports the Chinese side in hosting the summit between China and the five central Asian countries to jointly uphold regional security and development, he said.

Berdimuhamedov also met on Friday with Premier Li Keqiang and Li Zhanshu, chairman of the Standing Committee of the National People’s Congress, the nation’s top legislature.


Turkmenistan and China: Walk hand in hand along the road to progress and prosperity

Turkmenistan-China relations have a history stretching back to thousands of years, during which our peoples have carried out positive interactions, and the two countries have blended with each other in terms of culture, tradition and worldview. The great Silk Road connecting the two countries has been a bridge not only for mutually beneficial trade but also for cultural exchanges. Turkmenistan-China relations have enjoyed a tremendously positive influence on the destiny of our peoples, providing a solid foundation for us to inherit and pass on this unique experience and to deepen our ties under the current situation.

Turkmenistan-China relations are a model of international relations. Effective mechanisms and solid legal foundations have been established for exchanges between the two sides in various fields. The friendly exchanges between the two countries and peoples are becoming more fruitful, laying a solid foundation for friendship between the two sides for decades to come.

Full mutual understanding is what underpins the current Turkmenistan-China relations, as the two countries share the same view on the priority areas of bilateral relations, the prospects for cooperation and the global development trends. The most important of these is our similar or identical positions on issues such as ensuring general stability and security and combating separatism, extremism and terrorism. Together with China, we advocate for fairness and justice in international affairs, promote the implementation of the Sustainable Development Goals, and support the measures taken by the international community to address global challenges.

In September 2013, the two countries signed the Joint Declaration on Establishing Strategic Partnership Between the People’s Republic of China and Turkmenistan, taking Turkmenistan-China cooperation to a new level. This joint declaration constitutes the framework for current relations between the two sides and defines the nature, direction and content of Turkmenistan-China relations. Turkmenistan has maintained a firm position on the key concerns of our Chinese friends, including issues related to China’s territorial integrity and national unity. We uphold the one-China principle and oppose any form of separatism.

The connections between the Belt and Road Initiative (BRI) proposed by China and Turkmenistan’s development strategy for the “Revival of the Silk Road” have deepened and injected strong momentum into the economic development of Eurasia, linking the vast area from the Pacific Ocean to the Atlantic Ocean with modern principles. A web of interconnected technological and industrial chains, as well as industrial belts is taking shape, which could solve many social problems and improve people’s quality of life and well-being.

I believe the cornerstone of our new geo-economics should be connected to diversified cooperation. Accordingly, the development strategy of the “Revival of the Silk Road” is compatible with the BRI in philosophical and geo-economic terms.

One of the most important aspects of Turkmenistan-China cooperation is the energy field, as evidenced by the completion and launch of the Turkmenistan-China gas pipeline at the end of 2009. The project is a true partnership based on equality and understanding of our respective advantages and the prosperity the gas pipeline holds. In view of the growing demand for gas of the Chinese economy and the potential of Turkmenistan’s resources, we are considering increasing gas supply to China. We stand ready to start substantive talks with China on the feasibility of building a fourth gas pipeline from Turkmenistan to the country.

Both sides attach much significance to the development of transport cooperation. Presently, Turkmenistan is working with partners to build an extensive network of transit transport and logistics infrastructures along the east-west and north-south axes. The network is expected to cover transit corridors to the Caspian Sea, Black Sea and Baltic Sea. This will open up an excellent land route from the Asia-Pacific region through Central Asia to markets in Europe and Middle East. The potential for Turkmenistan-China cooperation in this area is enormous.

Turkmenistan closely monitors the development of China and is pleased with the nation’s achievements. In a very short period of its history, China has emerged as a world pioneer in economic and scientific development, with robust growth in industrial output and the completion of many large-scale social development programs. China has managed to pull off an outstanding achievement ‒ the eradication of absolute poverty. Today, China is taking confident steps towards building a modern socialist country in an all-round way.

There is no doubt that the above brilliant achievements are made possible by the political will, strong determination and correct strategic policies of the Communist Party of China, as well as the understanding and support of the Chinese people.

I speak highly of the role Chinese President Xi Jinping has played in the governance of China. He is one of the most outstanding and influential leaders of our times. I would like to express my deep gratitude to President Xi for his immeasurable contribution to the development of the Turkmenistan-China strategic partnership and for the long-standing attention and importance he attaches to our bilateral relations.

The concept of building a community with a shared future for mankind put forward by President Xi includes one for Turkmenistan and China. This is a concept very rich in content and profound in meaning. It provides a major opportunity for the development of bilateral relations between Turkmenistan and China and for safeguarding global peace and security. It also creates prerequisites for effective international cooperation around the implementation of the UN 2030 Agenda for Sustainable Development and for overcoming new threats and challenges.

Turkmenistan has launched the global initiative “Dialogue is the Guarantee of Peace,” while President Xi has launched the Global Development Initiative and Global Security Initiative. These initiatives share a common world outlook and political foundation, as they all call for a sober and responsible understanding of contemporary world realities by all countries and their leaders.

Turkmenistan remains committed to strengthening friendship, brotherhood and cooperation with the People’s Republic of China! The two countries and peoples will continue to walk hand in hand with confidence along the road to progress and prosperity!

I am from Vancouver,Canada and i wanted to say that because the US Gov’t at the present time is making problems for China it is good that China is keeping in touch with its neighbours like the Philippines and Turkmenistan. The US Gov’t has a long history of hindering progress in the Philippines. China can help the Philippines get rid of the poverty in that country caused by Yankee intervention in that country since the late 1800s.
