Jointly advance the building of an all-weather China-Africa community with a shared future

On September 6, Chinese President Xi Jinping held his final round of bilateral meetings with African leaders who had come to Beijing to take part in the summit meeting of the Forum on China-Africa Cooperation (FOCAC).

In the morning he met with President of the Republic of the Congo Denis Sassou Nguesso, who was also paying a state visit to China.

Xi Jinping congratulated the Republic of the Congo on taking over the African co-chair of FOCAC. He commended Denis Sassou Nguesso for his important contributions to the success of the FOCAC Beijing Summit. Xi pointed out that developing solidarity and cooperation with African countries is an important cornerstone of China’s foreign policy. He recalled that during his visit to Africa in 2013, he put forth the principles of China’s Africa policy – sincerity, real results, amity and good faith, and pursuing the greater good and shared interests, which have become the guiding principles for China’s relations with all other developing countries. Xi Jinping pointed out that this year marks the 60th anniversary of the establishment of diplomatic relations between China and the Republic of the Congo. The rock-solid friendship between the two countries is rooted in a high degree of political mutual trust, the common pursuit of ideas and the firm support for each other. China-Africa relations have embarked on a new journey, and friendly cooperation between China and the Republic of the Congo will embrace the next 60 years with even more brilliance.

Xi Jinping suggested that China and the Republic of the Congo play the “four roles”, i.e. a standard-bearer for building a community with a shared future, a pioneer in Belt and Road cooperation, a model of people-to-people bonds, and an example of solidarity and collaboration. China supports the Republic of the Congo in developing a diversified economy and encourages Chinese enterprises to participate in the construction of major infrastructure and regional connectivity projects in the country. China is ready to carry out cooperation in agriculture, digital economy, green development and other fields, deepen people-to-people and cultural exchanges, and encourage the two peoples to actively participate in the cause of friendship between China and the Republic of the Congo. China is ready to work with the Republic of the Congo to carry forward the Five Principles of Peaceful Coexistence, strengthen international cooperation in global governance and other fields, and create a more favourable international environment for the development and revitalisation of developing countries.

Denis Sassou Nguesso recalled that 60 years ago, he was one of the first batch of young people from the Republic of the Congo to visit China. Over the years, he has visited China multiple times and witnessed its continuous and remarkable economic and technological development. China has become a powerful country in the world, which fills its people with great pride and earns deep admiration and heartfelt congratulations from the people of the Republic of the Congo. The Republic of the Congo firmly abides by the one-China principle and supports the Chinese government in safeguarding national sovereignty, security and territorial integrity. This position remains unwavering.

Meeting with Somali President Hassan Sheikh Mohamud, Xi Jinping pointed out that China and Somalia enjoy a long history of friendly exchanges. Somalia is the first East African country to establish diplomatic relations with the People’s Republic of China, and the friendship between the two countries has withstood many tests. China is ready to work with Somalia to uphold the original aspiration of establishing diplomatic relations and push for more new achievements in bilateral relations to better benefit the two peoples.

Xi Jinping emphasised that both China and Somalia shoulder the historical mission of achieving complete national reunification. [Here Xi Jinping refers respectively to China’s Taiwan province and to the secessionist ‘Republic of Somaliland’.] China supports Somalia in safeguarding national sovereignty and territorial integrity and supports the peace and development process in Somalia.   China is willing to continue to support Somalia’s economic and social development, tap cooperation potential and expand development space with Somalia, and take the implementation of the outcomes of the FOCAC Beijing Summit as an opportunity to strengthen cooperation in such areas as economy, trade, fishery and human resources training.  Xi Jinping congratulated Somalia on its election as a non-permanent member of the United Nations Security Council and its official accession to the East African Community. 

Hassan Sheikh Mohamud expressed the belief that under the leadership of President Xi Jinping, China will surely be able to build itself into a strong modern country on all fronts as scheduled and lead Africa and the world in achieving common development. He thanked China for supporting Somalia in safeguarding national sovereignty and territorial integrity and providing valuable assistance to Somalia’s economic development. Somalia aspires to achieve security and stability, regards China as a reliable and trusted partner and friend, and hopes to continuously deepen bilateral friendly cooperative relations. 

Xi Jinping also met with Burundian President Evariste Ndayishimiye.

The Chinese leader pointed out that over the years, China-Burundi relations have stood the test of changes in the international landscape and become true partners who respect each other and seek common development, and good brothers who share weal and woe and fight shoulder to shoulder. Continuously promoting bilateral relations is in the interests of both countries and is of exemplary significance for Global South countries to seek strength through unity.

Xi Jinping stressed that China supports Burundi in opposing external interference and pursuing an independent development path. China is ready to work with Burundi to continue to firmly support each other on issues related to each other’s core interests and major concerns. China is ready to strengthen experience sharing and cooperation on capacity building with Burundi in areas such as reform and development, rural revitalisation and poverty alleviation, and promote mutually beneficial cooperation in various fields including infrastructure, agriculture, economy and trade. 

Evariste Ndayishimiye said that he has a deep and wonderful impression of his attendance at the opening ceremony of the Chengdu 2021 FISU World University Games last year and his meeting with President Xi Jinping. It gives him great pleasure to again visit China, a beautiful and friendly country.  Burundi-China relations are based on shared values and ideals. Like China, the Burundian government is also committed to advancing industrialisation and agricultural modernisation so that its people can live a better life, and China’s support and cooperation are crucial. More Chinese enterprises are welcome to invest in Burundi and deepen mutually beneficial cooperation in mining, agriculture, infrastructure and other fields.

At noon, Xi Jinping met with Liberian President Joseph Nyumah Boakai.

Xi Jinping pointed out that China and Liberia enjoy friendly relations. In recent years, the Chinese and Liberian peoples have stood together in the joint fight against Ebola and COVID-19, and engaged in sincere cooperation in the cause of national development, adding new dimensions to bilateral relations.

Joseph Nyumah Boakai thanked China for its long-term and valuable support to Liberia, saying that China’s cooperation has improved the lives of the Liberian people in many aspects such as infrastructure, health and education. China is a true friend of Liberia.

In the evening, Xi Jinping met with President of the Central African Republic Faustin-Archange Touadéra.

Xi Jinping pointed out that although China and the Central African Republic are separated by oceans, the two countries have always stood side by side and shared the same aspirations. China appreciates the Central African Republic’s long-term and firm support on issues concerning China’s core interests and will continue to support the Central African Republic’s efforts to safeguard national independence, security and stability. He welcomed the Central African Republic to make good use of the new measures he announced at the FOCAC Beijing Summit to deepen bilateral economic and trade cooperation, promote the integrated development of infrastructure construction and industries, continuously upgrade bilateral cooperation in various fields, and make the strategic partnership between the two countries a model for China’s relations with Africa and other Global South countries.

Faustin-Archange Touadéra expressed his delight in attending the FOCAC Beijing Summit. In addition to Beijing, he also visited Shandong, Chongqing and Tianjin, where he witnessed the achievements of Chinese modernisation. The Chinese leader also met with President of the Republic of South Sudan Salva Kiir Mayardit.

Xi Jinping noted that China was one of the first countries to establish diplomatic relations with South Sudan. Over the past 13 years since the establishment of diplomatic relations, the two sides have built strong political mutual trust and achieved fruitful cooperation results in various fields. Mutual respect and sincere cooperation form the foundation of China-South Sudan relations, and working together for common development is the future of bilateral relations. China is willing to share development experience and opportunities with South Sudan, continue to implement educational technology and other projects, strengthen cooperation in fields such as petroleum, mining and agriculture, and help South Sudan’s economic diversification.

President Xi stressed that China supports South Sudan in steadily advancing its political transition process, opposes external interference in South Sudan’s internal affairs, and supports the South Sudanese people in taking their future and destiny into their own hands. He expressed the wish that South Sudan will realise lasting peace and development at an early date, saying that China will continue to speak up for South Sudan at the United Nations and on other multilateral occasions and safeguard the legitimate rights and interests of South Sudan.

Salva Kiir Mayardit said that the deep friendship between South Sudan and China is based on mutual respect, mutual understanding and mutual support. China is a good friend of South Sudan. Thanks to China’s assistance and support, South Sudan’s economy has recovered, and people’s livelihood has been improved.

Xi Jinping also held meetings with President of Madagascar Andry Nirina Rajoelina, Gambian President Adama Barrow and  Chairman of Sudan’s Sovereignty Council Abdel Fattah Al-Burhan.

In his meeting with the Madagascan President, Xi said China stands ready to promote exchanges and expand pragmatic cooperation with Madagascar, continue to implement the assistance programs on hybrid rice technology, and explore and strengthen collaboration in areas such as mining, new energy, blue economy, and disaster prevention and mitigation.

President Rajoelina said that thanks to the assistance from China, Madagascar has updated its hybrid rice technology and ensured food security. He expressed the hope to learn from China’s successful experience and achieve national development and prosperity by deepening cooperation with China.

Meeting Gambian President Adama Barrow, Xi said that China will continue to send medical teams to The Gambia and encourage more Gambian youth to come to China for exchanges, fostering closer ties between the two peoples.

President Barrow said that The Gambia believes that China represents hope and the future, and that only by deepening cooperation with China can it achieve national development.

Meeting the Chairman of Sudan’s Sovereignty Council Abdel Fattah Al-Burhan, Xi said that as 2024 marks the 65th anniversary of the establishment of diplomatic relations between the two countries, China is ready to work with Sudan to promote the steady development of their strategic partnership. He noted that China supports Sudan in safeguarding national sovereignty, independence and territorial integrity, and hopes Sudan will restore peace and stability at an early date.

Al-Burhan said China has carried out many infrastructure construction projects in Sudan, making important contributions to Sudan’s economic development and the improvement of people’s livelihood.

He expressed the wish that South Sudan will realize lasting peace and development at an early date, saying that China will continue to speak up for South Sudan at the United Nations and on other multilateral occasions and safeguard the legitimate rights and interests of South Sudan.

Salva Kiir Mayardit expressed his great appreciation for President Xi Jinping’s important address at the opening ceremony of the FOCAC Beijing Summit, particularly the announcement of the ten partnership actions, and expressed willingness to work with China to actively implement them. The deep friendship between South Sudan and China is based on mutual respect, mutual understanding and mutual support. China is a good friend of South Sudan. Thanks to China’s assistance and support, South Sudan’s economy has recovered and people’s livelihood has been improved. South Sudan firmly pursues the one-China policy and hopes to develop continuously the strategic partnership between the two countries. South Sudan will strive to provide a safe and sound environment for Chinese enterprises to operate in the country.
