China and Senegal – friends and partners on the path to national development and revitalisation

On September 4, 2024, Chinese President Xi Jinping held 10 bilateral meetings with African leaders who were visiting China to attend the Beijing summit of the Forum on China-Africa Cooperation (FOCAC).

In the morning, he met with the new progressive President of Senegal Bassirou Diomaye Faye, who was also paying a state visit.

Xi Jinping stressed that China and Senegal are friends and partners on the path to national development and revitalisation. Over the years, the two sides have carried out cooperation in the spirit of sincerity, friendship, equality, respect and win-win cooperation, and achieved tangible results, benefiting the two peoples.

China will continue to send agricultural technological experts to support Senegal in building industrial parks, expand cooperation in new energy and other emerging fields, and boost Senegal’s industrialisation and agricultural modernisation process. China and Senegal hold similar positions on many major international issues, and China is ready to work closely with Senegal in multilateral coordination to jointly safeguard international fairness and justice and the common interests of developing countries.

Xi Jinping pointed out that FOCAC is a golden brand of South-South cooperation, leading international cooperation with Africa and making important contributions to world peace and development. Over the past six years since China and Senegal assumed the co-chairs of FOCAC, China and Africa have overcome the COVID-19 pandemic and other difficulties and successfully completed the eight major initiatives and nine programs launched at the two previous FOCAC conferences, advancing China-Africa relations into a new stage. As the fourth African co-chair of FOCAC, Senegal has made important contributions to China-Africa solidarity and cooperation. China is ready to work closely with Senegal to lead the summit to achieve complete success, join hands to advance China-Africa modernisation and start a new journey of China-Africa relations.

Bassirou Diomaye Faye said that it is a great honour for him to pay his first state visit to China and attend the FOCAC Beijing Summit. He thanked the Chinese side for the warm hospitality that has made him appreciate the beauty and friendliness of China. Since the establishment of the comprehensive strategic cooperative partnership between Senegal and China in 2016, bilateral cooperation has made continuous progress.  Senegal is willing to learn from China’s successful experience in party and state governance, advance cooperation in agriculture, industry, digitalisation, vocational training, youth and other fields, and elevate the comprehensive strategic cooperative partnership between Senegal and China to a higher level. The establishment and development of FOCAC is based on friendship, trust, mutual respect, solidarity, cooperation, practicality and efficiency, and has made important contributions to Africa’s economic and social development.

Xi Jinping also met with President of Equatorial Guinea Teodoro Obiang Nguema Mbasogo

Xi Jinping emphasised that China and Equatorial Guinea are good friends. High-level political mutual trust, all-round practical cooperation, and profound friendship between the two peoples are the main features of their bilateral relations. China is ready to work with Equatorial Guinea to firmly support each other, expand practical cooperation, deepen defence and security cooperation, help Equatorial Guinea diversify its economy, advance together on their respective modernisation paths, and open up new prospects for the China-Equatorial Guinea comprehensive strategic and cooperative partnership. He congratulated Equatorial Guinea on its assumption of the co-chairmanship of FOCAC from 2027 to 2030. 

Teodoro Obiang Nguema Mbasogo said that as soon as he arrived in Beijing, he felt the sincere friendship of the Chinese people towards Equatorial Guinea and the African people. The organisation of the Summit is meticulous, and the theme is in line with the dream of African countries to pursue modernisation.  Equatorial Guinea’s relations with China are based on profound friendship and a high degree of mutual trust, with fruitful cooperation and close coordination in international affairs. The investment and cooperation of Chinese enterprises have helped Equatorial Guinea take on a new look, and China has made important contributions to promoting world peace.

Meeting with Tanzanian President Samia Suluhu Hassan, Xi Jinping noted this year marks the 60th anniversary of China-Tanzania diplomatic relations. He said that China-Tanzania friendship is rooted in the solidarity between the elder generation of leaders of the two countries during the struggle for national liberation, developed through mutual respect and mutual trust in the pursuit of national rejuvenation, and strengthened as they march forward together on the path to modernisation. Stressing the need to pass on the traditional friendship between the two countries from generation to generation, Xi said that China is ready to take this summit as an opportunity to push for new progress in the re-activation of the Tanzania-Zambia Railway, work together to improve the East African sea-rail combined transport network, and make Tanzania a demonstration zone for deepening China-Africa high-quality cooperation under the Belt and Road Initiative.

President Samia Suluhu Hassan said that she has a deep memory of her visit to China in 2022 and is pleased to come to China again to attend the FOCAC Beijing Summit. The Revolutionary Party of Tanzania (Chama Cha Mapinduzi) has a brotherly friendship with the Communist Party of China, and Tanzania is ready to make good use of the Mwalimu Julius Nyerere Leadership School [built by China as a gift to the former liberation movements in Southern Africa], deepen training on party building and exchange of experience on state governance with China, and constantly expand practical cooperation in various fields.

Xi Jinping also met with Zambian President Hakainde Hichilema

He pointed out that this year marks the 60th anniversary of the establishment of diplomatic relations between China and Zambia. The China-Zambia friendship, personally forged by the elder generation of leaders of the two countries, has stood the test of time, remaining steadfast in its original aspiration while continuously being rejuvenated with vitality.

Hakainde Hichilema said that the African side admires the great achievements China has made in its development and congratulates on the successful convening of the Third Plenary Session of the 20th Central Committee of the Communist Party of China. The FOCAC Summit is timely, he added. Since his visit to China last year, the cooperation between the two countries has made many significant advancements. He was pleased to have just witnessed, together with President Xi Jinping, the reactivation of the Tanzania-Zambia Railway, continuing the friendship forged by the elder generation of leaders of the two countries and creating a new channel for connectivity between Africa and China.

Presidents Xi Jinping, Samia Suluhu Hassan and Hakainde Hichilema jointly witnessed the signing of a Memorandum of Understanding (MoU) on the revitalisation project of the Tanzania-Zambia Railway Authority (TAZARA) railway. Built by China in the 1970s primarily to enable Zambia to export its copper without going through countries then under white racist and colonial rule, it was by far China’s biggest overseas aid project at the time and remains an iconic symbol of China-Africa friendship and solidarity.

Meeting President of Sierra Leone Julius Maada Bio, President Xi Jinping noted that FOCAC features extensive consultation, joint contribution and shared benefits by the Chinese and African people. He added that it has not only become an effective mechanism for promoting practical cooperation between China and Africa, but also a banner for South-South cooperation.

Julius Maada Bio thanked the Chinese side for its warm hospitality, which made the Sierra Leone delegation feel at home and looked forward to the complete success of the FOCAC Beijing Summit. He thanked China for its support for Sierra Leone’s economic development and hoped to further strengthen cooperation in agriculture, security and other fields. President Xi Jinping has put forward a series of major global initiatives, making important contributions to promoting world peace and development and demonstrating his outstanding leadership, which Sierra Leone highly appreciates. He thanked China for supporting Sierra Leone in fulfilling its duties as the rotating presidency of the United Nations Security Council and is ready to strengthen international multilateral coordination with China. Sierra Leone firmly pursues the one-China policy and is ready to be a trustworthy friend of China.

At noon, President Xi Jinping met President of Mozambique Filipe Jacinto Nyusi

Referring not least to the strong support China extended to the Mozambican people in their armed liberation struggle against Portuguese colonialism, Xi pointed out that China and Mozambique have always stood together through thick and thin. He went on to note that in recent years, the two heads of state have met many times, which has led the two countries to continuously deepen political mutual trust, achieve fruitful results in mutually beneficial cooperation and usher in a promising new era of China-Mozambique relations. Next year will mark the 50th anniversary of the establishment of diplomatic relations between China and Mozambique. [China and Mozambique established diplomatic relations on June 25, 1975, the very day of Mozambican independence.] The two sides should be good brothers who support and trust each other, good partners for mutually beneficial cooperation and common development, and good friends who help each other and work together in solidarity. China is ready to expand cooperation with Mozambique in infrastructure, energy, minerals, agriculture, digital economy and other fields to boost Mozambique’s industrialisation and economic diversification. China supports Mozambique in fighting terrorism and maintaining national stability and is ready to keep close cooperation with Mozambique at the United Nations and other multilateral platforms.

Filipe Jacinto Nyusi said that Mozambique hopes to deepen cooperation with China in such areas as economy, trade, agriculture, connectivity and security. Mozambique highly appreciates the series of global initiatives put forward by President Xi Jinping as well as his major proposals for improving global governance.

Following his visit to China, President Nyusi paid a state visit to Vietnam, September 8-10. It was the first visit to Vietnam by a Mozambican president in over 17 years. As with China, Mozambique-Vietnam friendship and solidarity was forged through their mutual support in the fight against foreign domination, for national liberation and the building of a new society, and their diplomatic relations were established on the day of Mozambican independence. 

The Vietnamese newspaper Nhân Dân noted: “On June 25, 1962, the Mozambique Liberation Front (FRELIMO) was established with Marxism-Leninism as its ideological foundation. The FRELIMO Party led the Mozambican people’s armed struggle and contributed to the overthrow of the Portuguese dictatorship… In recent times, the Mozambican government has focused on poverty reduction and food security. The country is actively calling for foreign investment, stepping up infrastructure construction, and promoting internal strength for national construction. Thanks to that, Mozambique has achieved many successes in economic reform. Vietnam and Mozambique enjoy a traditional friendly cooperative relationship and maintain good relations through Party and State channels.

“The Communist Party of Vietnam and the ruling FRELIMO Party have a good traditional friendship, which is a solid political foundation to promote bilateral relations in various fields. Vietnam and Mozambique actively coordinate and support each other at multilateral forums and have supported each other in joining the UN Security Council, whereby Vietnam was a non-permanent member for the 2020-2021 term and Mozambique is for the 2023-2024 term.”

Xi Jinping also met with Ethiopian Prime Minister Abiy Ahmed Ali, who was also paying an official visit to China.

Xi Jinping pointed out that Ethiopia is an example for African countries in their pursuit of independence, liberation and self-driven development, and China-Ethiopia relations serve as an exemplary model of China-Africa friendly cooperation. China is ready to further deepen solidarity and cooperation with Ethiopia, continuously push forward the all-weather strategic partnership between the two countries and make greater contributions to China-Africa friendship.

The Chinese President stressed that for a long time, China and Ethiopia have firmly supported each other in safeguarding their respective core interests and resolutely opposed external interference, forging an unbreakable ironclad friendship. The two sides should become good partners characterised by high-degree mutual trust, common development, solidarity, mutual assistance, and exchange between civilisations, enhancing the strategic nature and steering role of bilateral cooperation. China supports Ethiopia’s post-conflict reconstruction, development and revitalisation, and is ready to seize the opportunity presented by the FOCAC Summit to expand practical cooperation between the two countries.

Abiy Ahmed Ali expressed his pleasure of visiting China again and admiring the perfect blend of history and modernisation, particularly in Beijing, which gives a point of reference for Ethiopia’s urban and modernisation efforts. China’s policy towards Ethiopia fully reflects equality and mutual respect, and their bilateral relationship features mutual benefit and win-win results.

In the afternoon, Xi Jinping met with with Gabonese President Brice Clotaire Oligui Nguema and pointed out that half a century ago, the elder generation of leaders of China and Gabon had the vision to jointly forge a friendly and cooperative relationship between the two countries. Today, this relationship has developed into a model for China’s relations with Africa and other developing countries. This year marks the 50th anniversary of the establishment of diplomatic relations between China and Gabon. China is ready to work with Gabon to keep in mind the original aspiration of establishing diplomatic relations, continue the traditional friendship and seize the opportunities of the times to create a brighter future for the China-Gabon comprehensive strategic cooperative partnership.

He also met with Chairman of the Libyan Presidential Council Mohammad Al-Manfi and stressed that China highly appreciates Libya’s adherence to the one-China principle and supports Libya in safeguarding national sovereignty, independence and territorial integrity and finding a path to national peace, stability, prosperity and development through dialogue and consultation.

In the evening, the Chinese President met with Cameroonian President Paul Biya. He pointed out that Biya has attended every FOCAC Beijing Summit, reflecting his strong commitment to developing China-Africa friendship and cooperation and his deep affection for China. China-Cameroon friendship is deeply rooted in the hearts of the people. Since the establishment of diplomatic relations more than half a century ago, no matter how the international situation changes, the two countries have always respected and supported each other, and their friendly and mutually beneficial cooperation has grown steadily.

Paul Biya said that this is his eighth visit to China and expressed his heartfelt thanks to the Chinese side for the warm and friendly reception, which not only showcases the enduring friendship between Africa and China, but also reflects the deep bond between the two peoples. Since the establishment of diplomatic relations between Cameroon and China 53 years ago, bilateral relations have maintained sound development, and many projects invested by China in Cameroon have strongly promoted Cameroon’s economic development.

Mozambique hopes to deepen cooperation with China in such areas as economy, trade, agriculture, connectivity and security. Mozambique highly appreciates the series of global initiatives put forward by President Xi Jinping as well as his major proposals for improving global governance. Mozambique is ready to increase mutual support with China on multilateral issues and promote the building of a more just and equitable international order. He wishes the FOCAC Beijing Summit a complete success.

During the summit, China and Mozambique signed a number of bilateral cooperation documents covering pigeon pea, macadamia nut and cashew nut exports to China, news media and other areas.

Xi Jinping Meets with Ethiopian Prime Minister Abiy Ahmed Ali

Sep 4 (MFA) — At noon on September 4, 2024, President Xi Jinping met with Ethiopian Prime Minister Abiy Ahmed Ali, who is in China for the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) and an official visit, at the Great Hall of the People in Beijing.

Xi Jinping pointed out that Ethiopia is an example for African countries in their pursuit of independence, liberation and self-driven development, and China-Ethiopia relations serve as an exemplary model of China-Africa friendly cooperation. The two countries enjoy a solid foundation of political mutual trust and cooperation in various fields continues to reach new heights. China is ready to further deepen solidarity and cooperation with Ethiopia, continuously push forward the all-weather strategic partnership between the two countries, and make greater contributions to China-Africa friendship.

Xi Jinping stressed that for a long time, China and Ethiopia have firmly supported each other in safeguarding their respective core interests and resolutely opposed external interference, forging an unbreakable ironclad friendship. The two sides should become good partners characterized by high-degree mutual trust, common development, solidarity, mutual assistance, and exchange between civilizations, enhancing the strategic nature and steering role of bilateral cooperation through a high degree of political mutual trust. China supports Ethiopia’s post-conflict reconstruction, development and revitalization, and is ready to seize the opportunity presented by the FOCAC Summit to expand practical cooperation between the two countries. China supports Ethiopia in leveraging its advantages as a regional transportation hub, promoting the interconnected development of infrastructure and industries, and building a sea-rail combined transport network in the East Africa region as well as a demonstration zone for high-quality China-Africa Belt and Road cooperation. China is ready to strengthen communication and cooperation with Ethiopia at the regional level and within frameworks such as the United Nations and BRICS, promote the implementation of the “Outlook on Peace and Development in the Horn of Africa”, and jointly uphold international fairness and justice. Ethiopia, as the first African co-chair of FOCAC, has consistently supported FOCAC’s development. China is ready to work with Ethiopia to ensure the full success of the summit.

Abiy Ahmed Ali expressed his pleasure of visiting China again and admiring the perfect blend of history and modernization, particularly in Beijing, which gives reference to Ethiopia’s urban and modernization efforts. China’s policy towards Ethiopia fully reflects equality and mutual respect, and their bilateral relationship features mutual benefit and win-win results. The investment and cooperation of Chinese enterprises have made significant contributions to Ethiopia’s economic and social development. Ethiopia is willing to work with China to continue to firmly support each other, and hopes to take the FOCAC Beijing Summit as an opportunity to deepen bilateral cooperation in areas such as economy, trade, infrastructure, industry, connectivity, and security, helping Ethiopia achieve stability and development, and push for more outcomes in the all-weather strategic partnership between the two countries. Ethiopia is willing to keep close communication and coordination with China in international and multilateral affairs.
