CPC strengthens ties with Afghanistan, Uruguay, Nepal, Cuba and other countries

We previously reported on the May visit to China by Afghanistan’s Acting Foreign Minister Mawlawi Amir Khan Muttaqi, during which he met his Chinese counterpart Wang Yi as well as joining an informal trilateral meeting in which Pakistan Foreign Minister (and also Deputy Prime Minister) Mohammad Ishaq Dar also participated.

Following these meetings, the website of the International Department of the Communist Party of China (CPC) Central Committee (IDCPC) reported that, on May 23, IDCPC Minister Liu Jianchao, also met with Muttaqi.

Liu said, China and Afghanistan have similar historical experiences, and the Chinese people have a natural friendly feeling towards the Afghan people. China respects the development path independently chosen by the Afghan people and adheres to the principle of non-interference in Afghanistan’s internal affairs. China is willing to work with Afghanistan to take the 70th anniversary of the establishment of diplomatic relations between the two countries as an opportunity to strengthen political dialogue on the basis of equality and mutual respect, exchange and learn from each other’s experiences in state governance and administration, enhance mutual understanding and trust, continue to firmly support each other on issues concerning each other’s core interests and major concerns, and promote cooperation in all fields.

Muttaqi said that he is confident about the future of Afghanistan-China relations. Afghanistan and China have a thousand-year history of friendly exchanges and share similar historical experiences, understanding and sympathising with each other. Afghanistan will not allow any force to use its territory to engage in activities that harm China’s interests and is willing to strengthen cooperation with China in economy, trade, investment, infrastructure connectivity, security and other fields to further promote the development of bilateral relations. The CPC is committed to serving the people and has led the Chinese people to score great achievements in economic and social development, especially in poverty alleviation. This sets an example for us. Afghanistan is willing to strengthen exchanges with the CPC and learn from China’s successful experience.

Some other recent highlights in the work of the IDCPC include:

  • On May 28, Liu Jianchao met with a delegation of the Broad Front of Uruguay led by its President Fernando Pereira Kosec.

Liu said, not long ago, the Fourth Ministerial Meeting of the China-CELAC [Community of Latin American and Caribbean States] Forum was successfully held. President Xi Jinping announced the launch of five programs, namely Solidarity Program, Development Program, Civilisation Program, Peace Program and People-to-People Connectivity Program, charting the course for the future development of China-Latin America relations. Uruguay will hold the rotating presidency of CELAC next year. China is willing to strengthen unity and coordination with Uruguay and other Latin American and Caribbean countries to jointly address global challenges.  Since the establishment of relations between the CPC and the Broad Front, he added, the two Parties have maintained friendly exchanges. Under the new circumstances, the CPC is willing to strengthen political dialogue with the Broad Front, deepen exchanges and mutual learning in areas such as poverty alleviation and party building, and promote practical cooperation in various fields.

Pereira said, the Broad Front of Uruguay values the long-term friendly relations with the CPC and is willing to further strengthen exchanges between the two Parties, expand cooperation in areas such as cadre training, learn from China’s experience in poverty alleviation, long-term planning and party building, promote cooperation in economy, trade and other fields, and further enhance the connection between the two countries in politics, economy, society and culture, and carry forward the traditional friendship between the two countries.

The Broad Front (Frente Amplio), presently the ruling party in Uruguay, is an alliance of 12 left-wing political parties, the principal one being the Movement of Popular Participation, and also including the Communist Party of Uruguay and the Socialist Party of Uruguay.

Liu said that China attaches great importance to the development of China-LAC relations and supports Uruguay in assuming the rotating presidency of CELAC next year. China will strengthen coordination and cooperation with LAC countries including Uruguay to promote the continuous development of China-LAC relations and better benefit the people of China and the LAC region. Since the establishment of diplomatic relations between China and Uruguay, the two countries have witnessed sound development of bilateral relations, deepening political mutual trust, expanding economic and trade cooperation, and robust people-to-people and cultural exchanges. China is willing to work with Uruguay to promote China-Uruguay comprehensive strategic partnership for in-depth and substantial development.

The current international situation is turbulent and intertwined. Unilateralism, isolationism, protectionism, and bullying are on the rise, posing a severe challenge to the international order. As both developing countries and Global South countries, China and Uruguay actively participate in and contribute to global governance, as well as support and promote multilateralism and open free trade. China is willing to strengthen solidarity and cooperation with Uruguay and other countries, meet common challenges together, firmly safeguard the international system with the United Nations at its core, the international order based on international law, and the multilateral trading system with the World Trade Organisation (WTO) at its core, and champion international fairness and justice.

Lubetkin said, Uruguay will assume the rotating presidency of CELAC next year, and will work hard to promote LAC-China cooperation, promote South-South cooperation, jointly respond to global challenges, and safeguard the common interests of developing countries. Uruguay regards China as a good friend, and the two sides have similar positions on many issues. Uruguay hopes to strengthen cooperation with China in all fields and promote Uruguay-China relations for greater development.

  • On May 26, Liu met with Bidya Devi Bhandari, former President of Nepal. He said, China and Nepal are good neighbours and good friends connected by mountains and rivers. China is willing to work with Nepal to take the 70th anniversary of the establishment of diplomatic relations as an opportunity to implement the important consensus reached by the leaders of the two countries, continue to firmly support each other on issues involving each other’s core interests and major concerns, accelerate practical cooperation such as the Belt and Road cooperation, and promote the building of a closer China-Nepal community with a shared future. Inter-party exchanges play an important role in the development of China-Nepal relations. The CPC is willing to strengthen exchanges with all political parties in Nepal, deepen exchanges and mutual learning of experience in state governance and administration, and promote practical cooperation in various fields through the “political party +” channel.

Bhandari, who is also a leading member of the Communist Party of Nepal (Unified Marxist-Leninist) (CPNUML) said, Nepal and China have a long-standing friendship. No mountains or rivers can stop the friendship between the two peoples. Nepal thanks the CPC, the Chinese government and people for the long-term selfless assistance to Nepal’s development and the consistent support for Nepal’s choice of an independent development path. In recent years, Nepal and China have maintained close high-level exchanges. Apart from my state visit to China in 2019, leaders of the Nepalese government have visited China many times. It is particularly worth noting that President Xi Jinping paid a historic visit to Nepal in 2019, which brought bilateral relations into a new stage.

On May 30, Bhandari joined Chinese Vice President Han Zheng and others in addressing the opening ceremony of the Fourth Dialogue on Exchanges and Mutual Learning Among Civilisations in Dunhuang (Gansu Province), which was attended by more than 400 guests from around the world, including the visiting delegation of Friends of Socialist China.

He noted that both China and Cuba are socialist countries led by communist parties and share common ideals and beliefs. Not long ago, General Secretary Xi Jinping held a fruitful meeting with First Secretary Miguel Diaz-Canel in Moscow, which charted the course for the future development of China-Cuba relations. China is willing to work with Cuba to implement the important consensus reached by the top leaders of the two Parties and the two countries, take the 65th anniversary of the establishment of diplomatic relations between the two countries as an opportunity to deepen practical cooperation in various fields and promote the building of a closer China-Cuba community with a shared future.

Liu expressed that both the CPC and the PCC are the cores of the revolution and construction of the two countries. Both parties have a firm fighting spirit, and do not fear sacrifice and challenges. China will continue to firmly support Cuba in safeguarding its national sovereignty, opposing external interference and blockades, and provide Cuba with support and assistance within China’s capacity. The CPC is willing to, together with the PCC, maintain the momentum of high-level exchanges, deepen political mutual trust, jointly hold theoretical seminars between the two Parties, promote cooperation in economy, humanities, tourism, etc. through the “political party +” channel, and expand exchanges among women, youth, and sub-national exchanges. Liu introduced the CPC’s ruling experience in combination with the history of China’s revolution, construction, and reform and opening up, and expressed that China is willing to deepen exchanges and mutual learning of experience in state governance and administration with the PCC. Liu also introduced the CPC’s education campaign to implement the central Party leadership’s eight-point decision on improving work conduct.

Johnson said, through visiting Chinese provinces, the PCC delegation witnessed China’s great achievements in economic development, poverty alleviation, grassroots governance, and improvement of people’s livelihood. China’s experience is of great inspiration to Cuba. At present, Cuba-China relations are at the best in history. Cuba thanks China for its long-term valuable help to Cuba’s economic and social development. This year marks the 65th anniversary of the establishment of diplomatic relations between Cuba and China. Cuba and China should work together to further promote the development of bilateral relations. The PCC stands ready to strengthen high-level exchanges with the CPC, promote cooperation in such areas as modern agriculture, science and technology, biopharmaceuticals, digitalisation, and renewable energy through inter-party channels, promote sub-national exchanges, and help with the development of respective countries. The Chinese people believe that every generation has its own long march, while the PCC says every generation has its own Moncada Barracks. The two Parties should strengthen youth exchanges, exchange views on the education in revolutionary traditions for youth, and pass on the special friendship between Cuba and China. Cuba is currently facing great difficulties, but Cuba believes that under the leadership of First Secretary Miguel Diaz-Canel, the teachings of Army General Raúl Castro Ruz, the guidance of Fidel Castro’s thoughts, and with the help of friendly countries like China, Cuba will definitely overcome the difficulties.

Liu said, Ghana is one of the first sub-Saharan African countries to establish diplomatic relations with the People’s Republic of China. In the process of striving for national independence and people’s liberation and pursuing national construction, the two sides have shared weal and woe, helped each other and forged a profound friendship. China is willing to work with Ghana to strengthen the alignment of development strategies, intensify cooperation in various fields under the framework of the Forum on China-Africa Cooperation (FOCAC) and South-South cooperation, and promote greater development of China-Ghana strategic partnership.

Liu said, the CPC and the NDC are good friends and partners. The CPC is willing to maintain close high-level exchanges with the NDC, strengthen political dialogue, deepen the exchange of ideas and experiences in party building, poverty alleviation, development, anti-corruption, etc., expand youth exchanges, and build a solid public opinion foundation for the development of relations between the two countries.

Nketia said that though Ghana’s political parties take turns in power, their policies toward China remain consistent. The one-China principle has broad consensus among all parties, and China will always be a good friend of Ghana. The NDC cherishes its long-term friendly relations with the CPC and thanks the CPC for its valuable support in areas such as cadre training. Employment and youth are the top priorities for the NDC. Ghana is willing to strengthen exchanges with China on party building, youth employment, etc. Trade war is not in the interests of any party, and protectionism is not conducive to the long-term development of any country. Ghana appreciates China’s policy of peaceful development and win-win cooperation.

He said that China is willing to work with Mongolia to implement the important consensus reached by the two heads of state, strengthen the integration of development strategies, deepen cooperation such as the Belt and Road cooperation, expand people-to-people and cultural exchanges, and promote China-Mongolia comprehensive strategic partnership for steady and long-term development. The world today is undergoing both transformation and upheaval, with increasing unstable and uncertain factors. The overall peace and stability in East Asia for decades has laid a foundation for the development and prosperity of regional countries. China is willing to strengthen coordination and cooperation with Mongolia in multilateral mechanisms such as the United Nations and the Shanghai Cooperation Organisation to jointly maintain regional and world peace and promote common development.

The CPC maintains close exchanges with Mongolian political parties such as the MPP. The CPC is willing to, together with the MPP, strengthen exchanges and dialogues between the two ruling parties, deepen exchanges and mutual learning of experience in state governance and administration, intensify exchanges in all fields and at all levels, promote pragmatic cooperation through the “political party +”, expand youth exchanges, and lay a solid foundation for the long-term development of China-Mongolia relations. Liu also introduced the relevant situation of the China-US high-level meeting on economic and trade affairs, and expressed that China is willing to work with Mongolia and other countries to resist unilateralism, protectionism and economic bullying, maintain a rules-based multilateral trading system, and promote the healthy development of the global economy.

Sodbaatar said, Mongolia and China are friendly neighbours. China’s development has benefited Mongolia. The leaders of Mongolia and China maintain close exchanges. The comprehensive strategic partnership between the two countries is flourishing. The Mongolia-China relationship has become a model of friendly coexistence between countries. Calling youth the main driving force for the development of Mongolia-China relations, Sodbaatar said the MPP is willing to strengthen youth exchanges with the CPC and enhance the friendship between the two peoples. Mongolia supports the three major global initiatives and other important propositions put forward by President Xi Jinping and believes that under the leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China will surely achieve its development goals.

  • On May 28, Li Mingxiang, Vice-Minister of the IDCPC, met with a delegation led by Ahferom Ghebremariam, Director General for Political Education and Agitation of the People’s Front for Democracy and Justice (PFDJ) of Eritrea. Li spoke positively of the relations between the two Parties and the two countries, and expressed that the CPC is willing to take the 30th anniversary of the establishment of relations between the two Parties as an opportunity, and the important consensus reached by President Xi Jinping and President Isaias Afwerki as the guidance, to strengthen high-level exchanges and strategic communication, work faster to implement the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), deepen exchanges and mutual learning of experience in state governance and administration, strengthen solidarity and cooperation in international affairs, and promote the in-depth development of China-Eritrea strategic partnership.

Ahferom said, Eritrea and China are good friends whose friendship stands out in times of adversity. Eritrea thanks China for its long-term valuable support for opposing external interference and promoting national development. Eritrea looks forward to further learning from China’s experience and practices in areas such as poverty alleviation and cadre training, deepening exchanges and cooperation in various fields between the two Parties and the two countries and pushing Eritrea-China relations to a new level.

The People’s Front for Democracy and Justice was founded in February 1994, as the successor to the Eritrean People’s Liberation Front following the winning of independence in May 1993.

  • On May 26, Li met with a delegation led by Moeti Mohwasa, Head of Communications in the Umbrella for Democratic Change (UDC) and Minister for State President of Botswana. Li said, since the establishment of diplomatic relations between China and Botswana 50 years ago, the relationship between the two countries has withstood the test of international changes and has always maintained good development momentum. The CPC is willing to work with the UDC to follow the important consensus reached by the two heads of state, strengthen high-level exchanges and strategic communication, enhance exchanges and mutual learning of experience in state governance and administration, and implement the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC).

Mohwasa said, China is a good friend and partner of Botswana on its road to development and prosperity. The UDC firmly supports the one-China principle and looks forward to strengthening exchanges and cooperation between the two Parties.

The UDC is a coalition of three left-wing political parties along with independents. Founded in 2012, it came to power in 2024, supplanting the more conservative Botswana Democratic Party, which had governed the country uninterruptedly since independence from British colonial rule in 1965.

Williams thanked China for the selfless assistance to Grenada’s economic and social development and said that the NDC is willing to learn the experience in party building and state governance from the CPC and constantly push the relations between the two countries to a new level.

General Secretary Xi Jinping announced the launch of five programs, namely Solidarity Program, Development Program, Civilization Program, Peace Program and People-to-People Connectivity Program, drawing a blueprint for future cooperation between China and Latin American and Caribbean (LAC) countries. China is willing to work closely with Cuba under multilateral frameworks such as the China-CELAC Forum to promote greater development of China-LAC relations.

Liu expressed that both the CPC and the PCC are the cores of the revolution and construction of the two countries. Both parties have a firm fighting spirit, and do not fear sacrifice and challenges. China will continue to firmly support Cuba in safeguarding its national sovereignty, opposing external interference and blockades, and provide Cuba with support and assistance within China’s capacity. The CPC is willing to, together with the PCC, maintain the momentum of high-level exchanges, deepen political mutual trust, jointly hold theoretical seminars between the two Parties, promote cooperation in economy, humanities, tourism, etc. through the “political party +” channel, and expand exchanges among women, youth, and sub-national exchanges. Liu introduced the CPC’s ruling experience in combination with the history of China’s revolution, construction, and reform and opening up, and expressed that China is willing to deepen exchanges and mutual learning of experience in state governance and administration with the PCC. Liu also introduced the CPC’s education campaign to implement the central Party leadership’s eight-point decision on improving work conduct.

Johnson said, through visiting Chinese provinces, the PCC delegation witnessed China’s great achievements in economic development, poverty alleviation, grassroots governance, and improvement of people’s livelihood. China’s experience is of great inspiration to Cuba. At present, Cuba-China relations are at the best in history. Cuba thanks China for its long-term valuable help to Cuba’s economic and social development. This year marks the 65th anniversary of the establishment of diplomatic relations between Cuba and China. Cuba and China should work together to further promote the development of bilateral relations. The PCC stands ready to strengthen high-level exchanges with the CPC, promote cooperation in such areas as modern agriculture, science and technology, biopharmaceuticals, digitalization, and renewable energy through inter-party channels, promote sub-national exchanges, and help with the development of respective countries. The Chinese people believe that every generation has its own long march, while the PCC says every generation has its own Moncada Barracks. The two Parties should strengthen youth exchanges, exchange views on the education of revolutionary tradition for youth, and pass on the special friendship between Cuba and China. Cuba is currently facing great difficulties, but Cuba believes that under the leadership of First Secretary Miguel Diaz-Canel, the teachings of Army General Raúl Castro Ruz, the guidance of Fidel Castro’s thoughts, and with the help of friendly countries like China, Cuba will definitely overcome the difficulties.

Representatives of young cadres from Xingtang County, Hebei Province, who came to the IDCPC for exchanges, attended the meeting. They introduced Xingtang’s experience in poverty alleviation and rural revitalization together with the IDCPC’s pairing assistance efforts for the county.


Liu Jianchao Meets with a Delegation of the National Democratic Congress (NDC) of Ghana

Beijing, May 14th (IDCPC) —Liu Jianchao, Minister of the International Department of the CPC Central Committee (IDCPC), met here today with a delegation led by Johnson Asiedu Nketia, Chairperson of the National Democratic Congress (NDC) of Ghana.

Liu said, Ghana is one of the first sub-Saharan African countries to establish diplomatic relations with the People’s Republic of China. In the process of striving for national independence and people’s liberation and pursuing national construction, the two sides have shared weal and woe, helped each other and forged a profound friendship. China is willing to work with Ghana to strengthen the alignment of development strategies, intensify cooperation in various fields under the framework of the Forum on China-Africa Cooperation and South-South cooperation, and promote greater development of China-Ghana strategic partnership.

Liu said, the CPC and the NDC are good friends and partners. The CPC is willing to maintain close high-level exchanges with the NDC, strengthen political dialogue, deepen the exchange of ideas and experiences in party building, poverty alleviation, development, anti-corruption, etc., expand youth exchanges, and build a solid public opinion foundation for the development of relations between the two countries. The current international situation is turbulent and intertwined. China and Ghana are both members of the Global South and both adhere to multilateralism. China is willing to work with Ghana and other countries to resist unilateralism and protectionism, jointly safeguard international trade rules, and defend international fairness and justice.

Nketia said that though Ghana’s political parties take turns in power, their policies toward China remain consistent. The one-China principle has broad consensus among all parties, and China will always be a good friend of Ghana. Ghana thanks China for its selfless help in infrastructure construction and other aspects, and is willing to take the 65th anniversary of the establishment of diplomatic relations between the two countries as an opportunity to further promote the development of relations of the two countries. The NDC cherishes its long-term friendly relations with the CPC and thanks the CPC for its valuable support in areas such as cadre training. Employment and youth are the top priorities for the NDC. Ghana is willing to strengthen exchanges with China on party building, youth employment, etc. Trade war is not in the interests of any party, and protectionism is not conducive to the long-term development of any country. Ghana appreciates China’s policy of peaceful development and win-win cooperation.


Liu Jianchao Meets with a Delegation of the Mongolian People’s Party (MPP)

Beijing, May 13th (IDCPC) —Liu Jianchao, Minister of the International Department of the CPC Central Committee (IDCPC), met here today with a delegation led by Yangug Sodbaatar, Secretary-General of the Mongolian People’s Party (MPP).

Liu noted that under the strategic guidance of President Xi Jinping and President Ukhnaa Khurelsukh, China and Mongolia have kept bilateral relations at a high level, and made efforts to build a China-Mongolia community with a shared future featuring peaceful co-existence, mutual support and win-win cooperation. China is willing to work with Mongolia to implement the important consensus reached by the two heads of state, strengthen the integration of development strategies, deepen cooperation such as the Belt and Road cooperation, expand people-to-people and cultural exchanges, and promote China-Mongolia comprehensive strategic partnership for steady and long-term development. The world today is undergoing both transformation and upheaval, with increasing unstable and uncertain factors. The overall peace and stability in East Asia for decades has laid a foundation for the development and prosperity of regional countries. China is willing to strengthen coordination and cooperation with Mongolia in multilateral mechanisms such as the United Nations and the Shanghai Cooperation Organization to jointly maintain regional and world peace and promote common development.

Liu said that inter-party cooperation is an important part of China-Mongolia relations. The CPC maintains close exchanges with Mongolian political parties such as the MPP. The CPC is willing to, together with the MPP, strengthen exchanges and dialogues between the two ruling parties, deepen exchanges and mutual learning of experience in state governance and administration, intensify exchanges in all fields and at all levels, promote pragmatic cooperation through the “political party +”, expand youth exchanges, and lay a solid foundation for the long-term development of China-Mongolia relations. Liu also introduced the relevant situation of the China-U.S. high-level meeting on economic and trade affairs, and expressed that China is willing to work with Mongolia and other countries to resist unilateralism, protectionism and economic bullying, maintain a rules-based multilateral trading system, and promote the healthy development of the global economy.

Sodbaatar said, Mongolia and China are friendly neighbors. China’s development has benefited Mongolia. The leaders of Mongolia and China maintain close exchanges. The comprehensive strategic partnership between the two countries is flourishing. The Mongolia-China relationship has become a model of friendly coexistence between countries. Mongolia is willing to work with China to implement the consensus reached by the two heads of state, strengthen the docking of development strategies, promote cooperation in areas such as infrastructure connectivity, port construction, coal, and renewable energy, expand personnel exchanges, and deepen political mutual trust. The MPP and the CPC maintain friendly exchanges. The two sides have fruitful cooperation in areas such as cadre training, and have helped promote practical cooperation between the two countries in various fields through inter-party channels. Calling youth the main driving force for the development of Mongolia-China relations, Sodbaatar said the MPP is willing to strengthen youth exchanges with the CPC and enhance the friendship between the two peoples. Mongolia supports the three major global initiatives and other important propositions put forward by President Xi Jinping, and believes that under the leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China will surely achieve its development goals. Mongolia appreciates China’s efforts to maintain international trade order and rules.

After the meeting, the two sides renewed the memorandum of exchanges and cooperation between the CPC and MPP.

Liu and Sodbaatar also attended a reception held by the IDCPC for a 100-member MPP youth group visiting China at the same time.

Li Mingxiang Meets with a Delegation of People’s Front for Democracy and Justice of Eritrea

Li Mingxiang Meets with a Delegation of the Umbrella for Democratic Change of Botswana

Ma Hui Meets with Andy Williams, General Secretary of Grenada’s NDC and Minister for Mobilisation, Implementation and Transformation

Beijing, May 14th (IDCPC) —Ma Hui, Vice-minister of the International Department of the CPC Central Committee, met here today with Andy Williams, General Secretary of Grenada’s National Democratic Congress (NDC) and Minister for Mobilisation, Implementation and Transformation.

Ma spoke positively of the relations between the two Parties and the two countries, and expressed that the CPC is willing to strengthen exchanges and cooperation with the NDC to promote the steady and long-term development of China-Grenada relations.
