The Foreign Ministers of the Shanghai Cooperation Organisation (SCO) met in the Chinese city of Tianjin on July 15 to make preparations for the SCO Summit, which will be held in the same city on August 31-September 1, immediately prior to China’s celebration of the 80th anniversary of victory in the war of resistance against Japanese aggression and the global anti-fascist war, scheduled for September 3.
As China currently holds the rotating presidency of the SCO, the meeting was chaired by Chinese Foreign Minister Wang Yi and was attended by:

Wang Yi said that over the past 24 years since its founding, under the strategic guidance of the leaders of member states, the SCO has maintained steady and positive growth, continuously expanded cooperation areas, consistently enhanced its international prestige, and increasingly highlighted its strategic value, becoming a reliable anchor for member states to maintain regional stability and achieve common development.
He noted that at present, profound changes unseen in a century unfold at a faster pace, with intertwined and overlapped turbulence and transformation. While a multipolar world and economic globalisation continue to deepen and the Global South stands out with a strong momentum, at the same time, hegemonism and power politics run counter to the tide of progress, the counter-current of protectionism surges, and regional conflicts keep flaring up. Under the new circumstances, member states need to adopt a responsible attitude toward history and the future and reach further consensus on strengthening the SCO.
Wang Yi put forward five proposals for the SCO’s future development:
- Stay true to its founding mission and carry forward the Shanghai Spirit. Mutual trust, mutual benefit, equality, consultation, respect for diversity of civilisations and pursuit of common development illustrate what a new type of international relations should be.
- Share weal and woe and consolidate the foundation of security. China is deeply concerned about the situation in the Middle East. The use of force against Iran’s sovereignty and security is a clear violation of international law and undermines the international nuclear non-proliferation regime. Afghanistan is an important member of the SCO family. Efforts should be made to support Afghanistan’s reconstruction and development, and address both symptoms and root causes to realise lasting peace and stability.
- Pursue mutual benefit and win-win results to drive the engine of development. Development is of paramount importance and holds the master key to all problems.
- Champion good-neighbourliness and jointly build a beautiful home. Helping one’s neighbours is helping oneself.
- Uphold the right path and defend fairness and justice. A certain country puts its own interests over the international public good, undermining the common interests of the international community. The SCO should take the 80th anniversary of the founding of the United Nations (UN) as an opportunity to champion the common values of humanity, safeguard the legitimate rights and interests of member states, and work for a more just and equitable global governance system.
At a later press conference, Wang Yi announced that leaders from more than 20 countries and heads of 10 international organisations will attend the August 31-September 1 summit and related events. He added that the meeting made comprehensive preparations for the Tianjin Summit and signed multiple resolutions, including the draft Tianjin Declaration of the Council of Heads of State and the draft SCO Development Strategy for the Next Decade.
In the morning of July 15, prior to the Tianjin meeting, Chinese President Xi Jinping had a group meeting with the foreign ministers and heads of permanent bodies of the SCO at the Great Hall of the People in Beijing.
Xi said that China has always prioritised the SCO in its neighbourhood diplomacy and is committed to making the SCO more substantive and stronger, safeguarding regional security and stability, promoting the development and prosperity of member states, and building a closer community with a shared future. Later this year, China will host the SCO Summit in Tianjin. Xi Jinping said he looks forward to meeting with leaders of other member states in Tianjin to chart the course of the organisation together.
Xi Jinping stressed that in the face of a turbulent and changing international landscape, the SCO must stay focused, remain confident, act efficiently and play a more proactive role in injecting greater stability and positive energy into the world:
- The SCO should remain true to its founding mission and serve as the torchbearer of the Shanghai Spirit. The SCO should take mutual trust and mutual benefit as the foundation of cooperation, and equality and consultation as the way to get along with each other.
- The SCO should respond to the people’s expectations and be a doer in deepening cooperation, so as to meet the people’s aspirations for a peaceful and secure life, for a prosperous and fulfilling life, and for a more enriching cultural life.
- The SCO should shoulder its mission of the times and be a steadfast contributor to building a community with a shared future for humanity. The SCO should firmly oppose hegemony, power politics and bullying, promote a more equal and orderly multipolar world, uphold extensive consultation and joint contribution for shared benefits to make economic globalisation more universally beneficial and inclusive, unite and lead the Global South, work together to build a more just and equitable global governance system, and pool great strength to build a community with a shared future for humanity.
Russian Foreign Minister Sergei Lavrov delivered remarks on behalf of the foreign delegations. He said that since China assumed the rotating presidency, it has hosted a large number of events and promoted the new development of the SCO. Facing a complex international landscape, the SCO should uphold multilateralism and work for a more just and equitable international order. He added that all parties are willing to actively support China’s presidency, build greater consensus, and ensure the complete success of the Tianjin Summit.
Xi Jinping also held a separate meeting with Sergei Lavrov on the morning of July 15.
Lavrov said that Russia attaches great importance to its relations with China and looks forward to maintaining high-level exchanges in this important year marking the 80th anniversary of the victory in the World Anti-Fascist War, strengthening mutually beneficial cooperation in various fields, keeping communication and coordination in international and regional affairs, and promoting world and regional peace and stability. Russia will actively support China’s presidency and work together to ensure the complete success of the SCO summit in Tianjin.
The previous day Chinese Vice President Han Zheng had met with Indian External Affairs Minister Subrahmanyam Jaishankar.
Han Zheng noted that in October last year, President Xi Jinping and Prime Minister Narendra Modi held a successful meeting in Kazan, Russia, which charted the course for China-India relations to restart and embark on a new journey. As two major developing countries and important members of the Global South, China and India should be partners that help each other succeed.
Subrahmanyam Jaishankar said that since the meeting between Prime Minister Narendra Modi and President Xi Jinping in Kazan, India-China relations have steadily improved. The Indian side is willing to follow the common understandings between the two leaders, maintain the momentum of the development of India-China relations, advance mutually beneficial cooperation, and strengthen communication and coordination within multilateral frameworks.
Earlier, on July 13, Wang Yi met with Sergei Lavrov. It was their second meeting within four days, their having last met in the Malaysian capital Kuala Lumpur on July 10, where they were both attending various meetings convened by the Association of South East Asian Nations (ASEAN). Prior to this, Lavrov had attended the BRICS Summit held in the Brazilian city of Rio de Janeiro. From Kuala Lumpur, he travelled to the Democratic People’s Republic of Korea (DPRK), where he met with the country’s top leader Kim Jong Un, as well as holding talks with his counterpart, Foreign Minister Choe Son Hui, at the newly opened Wonsan Kalma Coastal Tourist Resort, prior to continuing to Beijing and Tianjin.
In their Beijing meeting, Wang Yi said that China-Russia relations represent the most stable, mature and strategically valuable major-country relationship in the world today. The two sides have always viewed and advanced bilateral cooperation in various fields from a historical depth, strategic height, and long-term perspective. The two foreign ministers have stayed in close contact, which is conducive to the timely implementation of the common understandings reached between the two heads of state. The current priority is to jointly prepare for the next stage of high-level exchanges, deepen comprehensive strategic coordination, promote their respective development and revitalisation, and work together to address the challenges posed by a turbulent and changing world.
He added that the SCO serves as an important platform for carrying out comprehensive strategic coordination, upholding multilateralism, enhancing practical cooperation and strengthening solidarity among the Global South. Wang Yi said that the international landscape is undergoing profound changes, while unilateralism, protectionism, power politics and bullying are posing serious challenges to the world. As two major Eastern civilisations and major emerging economies living adjacent to each other, the essence of China-India relations lies in how to live in harmony and help each other succeed. President Xi Jinping and Prime Minister Narendra Modi reached important common understandings during their meeting in Kazan last year, which charted the course for improving and developing China-India relations.
He added that this year marks the 75th anniversary of the establishment of diplomatic relations between China and India. The sustained improvement and growth of bilateral relations have not come easily and should be cherished. China-India relations have their own historical logic and internal driving force; their relationship does not target any third party, nor should it be disrupted by any third party. He expressed his appreciation for China’s facilitation for Indian pilgrims to resume visits to the “sacred mountain and lake” in China’s Xizang (Tibet). India and China are development partners rather than competitors. Fourth, champion good-neighborliness and jointly build a beautiful home. The neighborhood is the place where countries survive and thrive and the foundation of their development and prosperity. Good neighbors wish each other well. Helping one’s neighbors is helping oneself. Good-neighborliness should be a shared commitment of all member states. In April this year, China convened the Central Conference on Work Related to Neighboring Countries and reaffirmed its commitment to seek an amicable, secure and prosperous neighborhood, follow the principles of amity, sincerity, mutual benefit and inclusiveness, and share weal and woe with its neighbors. China is committed to working with neighboring countries to build a peaceful, safe and secure, prosperous, beautiful and amicable home.
Fifth, uphold the right path and defend fairness and justice. July 14 (MFA) — On July 14, 2025, Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi held talks with Indian External Affairs Minister Subrahmanyam Jaishankar in Beijing.
Wang Yi said that the international landscape is undergoing profound changes, while unilateralism, protectionism, power politics and bullying are posing serious challenges to the world. As two major Eastern civilizations and major emerging economies living adjacent to each other, the essence of China-India relations lies in how to live in harmony and help each other succeed. President Xi Jinping and Prime Minister Narendra Modi reached important common understandings during their meeting in Kazan last year, which charted the course for improving and developing China-India relations. The two sides should aim high, plan for the long term, stay committed to good-neighborliness and friendship, realize the “Dragon-Elephant Tango”, and find a way for mutual respect and trust, peaceful coexistence, common development and win-win cooperation.
Wang Yi stated that this year marks the 75th anniversary of the establishment of diplomatic relations between China and India. The sustained improvement and growth of bilateral relations have not come easily and should be cherished. China-India relations have their own historical logic and internal driving force; their relationship does not target any third party, nor should it be disrupted by any third party. The two sides should build mutual trust rather than suspicion, pursue cooperation rather than competition, and help each other succeed rather than engage in mutual attrition. China is ready to work with India to implement the important common understandings reached between the leaders of the two countries, demonstrate the strategic vision as major emerging developing countries, consistently enhance political mutual trust, meet each other halfway to expand exchanges and cooperation, address contradictions and differences from a broader perspective, strengthen coordination and collaboration in multilateral platforms such as the Shanghai Cooperation Organization (SCO), and promote the sustained, sound and steady development of China-India relations.
Wang Yi noted that President Xi Jinping has put forward the vision of building a community with a shared future for mankind, while Prime Minister Narendra Modi advocates that the the world is one family. These concepts are interrelated. Both China and India support multilateralism and hope to make the international order more just and equitable. China is ready to strengthen communication and coordination with India, jointly safeguard the multilateral trading system, the stability of global industrial and supply chains and the international environment of openness and cooperation, promote an equal and orderly multipolar world as well as universally beneficial and inclusive economic globalization, and jointly uphold the common interests of the Global South, so as to contribute to regional peace, stability, development and prosperity.
Subrahmanyam Jaishankar said that the meeting between the two leaders in Kazan has provided important guidance for India-China relations. Exchanges and cooperation in various fields between the two countries are being normalized. He expressed his appreciation for China’s facilitation for Indian pilgrims to resume visits to the “sacred mountain and lake” in China’s Xizang. India and China are development partners rather than competitors. India is willing to view its relations with China from a long-term perspective and take the 75th anniversary of the establishment of diplomatic relations as an opportunity to focus on common interests, deepen mutually beneficial cooperation, enhance people-to-people and cultural exchanges, and jointly safeguard peace and tranquility in the border areas. Both sides should make efforts to accumulate positive factors in bilateral relations, so that the differences will not escalate into disputes, and competition will not turn into conflict. As India and China are important neighbors, major countries with large populations, and major global economies, their relations have regional and global significance. India adheres to strategic autonomy and pursues an independent foreign policy. India is willing to strengthen coordination and cooperation with China in multilateral areas and contribute to building a multipolar world. India fully supports China, as the rotating chair, in hosting a successful SCO summit.
