From November 17-24, Chinese Premier Li Qiang visited Russia to attend the 24th Meeting of the Council of Heads of Government of Member States of the Shanghai Cooperation Organisation (SCO); Zambia to pay an official visit; and South Africa to attend the 20th G20 Summit.
On November 17, Li Qiang met with his Russian counterpart Mikhail Mishustin and said that China stands ready to deepen cooperation with Russia in investment, energy, agriculture and other fields, adding that the Chinese market welcomes more high-quality agricultural and food products from Russia.
Li said that not too long ago he and Mishustin held in Hangzhou, the capital of east China’s Zhejiang Province, the 30th regular meeting of the Chinese and Russian heads of government, which focused on the implementation of the important consensus reached by Chinese President Xi Jinping and Russian President Vladimir Putin.
China stands ready to work with Russia to follow the strategic guidance of the two heads of state, further strengthen communication, continuously deepen mutually beneficial cooperation between the two sides, and create more benefits for the two peoples, Li said. He urged further advancing pragmatic cooperation to bolster the development momentum of all member states, to continuously improve the institutional building of the SCO, to enhance its influence in international affairs, and to stand in solidarity with the vast number of Global South countries to promote an equitable and orderly multipolar world as well as a universally beneficial and inclusive economic globalisation.
Mishustin said, Russia is willing to further intensify dialogue and exchanges with China at all levels, deepen cooperation in fields such as economy and trade, energy, agriculture, and people-to-people and cultural exchanges, create new growth points for cooperation, and continuously enhance good-neighbourly friendship. Russia is willing to strengthen communication and coordination with China, enhance the institutional building of the SCO, and make greater contributions to promoting peace, development and prosperity in the region and the world.
Meeting with Russian President Vladimir Putin in the Kremlin on November 18, Li first conveyed Chinese President Xi Jinping’s cordial greetings and best wishes to him. Addressing the 24th Meeting of the Council of Heads of Government of Member States of the SCO on the same day, Li said that the organisation is equipped and capable of taking the joint implementation of the Global Governance Initiative (GGI) as an opportunity to play a greater role in bringing the world under good governance. President Xi Jinping first proposed the GGI when the SCO met in Tianjin in September.
He urged SCO countries to promote development and security through cooperation, enhance the alignment of development strategies, promote high-quality Belt and Road cooperation, ensure the stability and smooth flow of global industrial and supply chains, and jointly build an open and inclusive world economy. China stands ready to work closely with all SCO members to establish the SCO Development Bank as soon as possible and proposes the establishment of a China-SCO cooperation centre for metabolic diseases.
He added that the SCO should stimulate strong vitality for innovation and transformation. He urged joints efforts to strengthen cooperation in science and technology as well as industrial innovation and to promote cooperation on both traditional and renewable energy.
Li said China welcomes the active participation of all parties in the SCO Digital Economy Forum and the China-SCO Artificial Intelligence Cooperation Forum, adding that China is willing to jointly build and make good use of the China-SCO digital economy cooperation platform and the sci-tech innovation cooperation centre, and steadily increase the installed capacity of photovoltaic and wind power, each by 10 million kilowatts in the next five years.
The meeting was attended by leaders and representatives from SCO members, observers and dialogue partners, guests of the host country, along with leaders of international organisations. It was chaired by Prime Minister Mikhail Mishustin.
Premier Li also held a bilateral meeting with his Mongolian counterpart Gombojav Zandanshatar, who assumed office in June this year.
Describing China and Mongolia as close neighbours connected by mountains and rivers, Li said that maintaining a long-term, stable, and friendly cooperative relationship serves the fundamental interests of the peoples of both countries. China has always regarded Mongolia as an important priority in its neighbourhood diplomacy and is willing to work with Mongolia to take the building of a China-Mongolia community with a shared future as the guiding principle for developing bilateral relations. China is also willing to further expand trade volume with Mongolia and explore cooperation in emerging fields such as green energy and digital economy.
Zandanshatar, for his part, said that the relations between Mongolia and China have long been friendly, which Mongolia highly appreciates. Maintaining friendly cooperation with China is a primary guideline in Mongolia’s foreign policy.

Leaders and representatives from SCO members, observers and dialogue partners, guests of the host country, as well as leaders of international organizations attended the meeting, which was chaired by Russian Prime Minister Mikhail Mishustin.
Chinese President Xi Jinping solemnly put forth the GGI at the SCO Tianjin Summit in September, offering Chinese wisdom and solutions to help the international community jointly address global transformation and urgent challenges, Li said.
He underscored the SCO’s importance in building and reforming the global governance system.
Firstly, the SCO should leverage its unique strengths, Li said.
