Chinese Foreign Minister Wang Yi recently visited Kazakhstan to attend the Sixth China-Central Asia Foreign Ministers’ Meeting, which was held in the capital Almaty.
Also attending were the Deputy Prime Minister and Minister of Foreign Affairs of Kazakhstan Murat Nurtleu, Minister of Foreign Affairs of Kyrgyzstan Jeenbek Kulubaev, Minister of Foreign Affairs of Tajikistan Sirojiddin Muhriddin, Minister of Foreign Affairs of Uzbekistan Bakhtiyor Saidov, Turkmenistan’s Ambassador to China Parahat Durdyev, and the Secretary-General of the China-Central Asia mechanism.
Addressing the meeting, held on April 26, Wang Yi said that at present, changes of the world, of the times, and of historical significance are unfolding like never before. Unilateralism and trade protectionism are on the rise at an accelerated pace, and the trend of “anti-globalisation” has severely impacted the free trade system. The United States has acted unilaterally to impose tariffs on over 180 countries at will, infringing upon the legitimate rights and interests of these nations, violating World Trade Organisation (WTO) rules, undermining the rule-based multilateral trading system, and destabilising the global economy. China has stepped forward and taken necessary countermeasures, not only to defend its own legitimate rights and interests, but also to safeguard international rules and order as well as international fairness and justice. No matter how the global landscape changes, China, as the world’s second-largest economy and a responsible major country, will unswervingly advance high-standard opening-up, seek common development with neighbouring countries, and share opportunities with the world, while shouldering its due international responsibilities and fulfilling its international obligations.
He put forward five proposals from the Chinese side for deepening China-Central Asia cooperation:
- First, firmly uphold good faith and foster harmony. China firmly supports the six countries in safeguarding their sovereignty, independence, territorial integrity, and national dignity, and strengthening their collective self-reliance.
- Second, stick to mutually beneficial cooperation. China is ready to import more high-quality, green agricultural products from Central Asia, select and implement a number of high-quality cooperation projects, expand cooperation in emerging fields, and cultivate new quality productive forces for cooperation.
- Third, adhere to institutional development. China and Central Asian countries should strengthen coordination, accelerate the development of the mechanism’s pillars, and better leverage the role of the ministerial cooperation mechanism.
- Fourth, adhere to fairness and justice. China and Central Asian countries should jointly remember history and commemorate the 80th anniversary of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. Standing on the right side of history and human progress, the six countries should join hands to safeguard the international system with the United Nations at its core and oppose any form of resurgence of fascism and militarism.
- Fifth, be firm in friendship for generations. It is necessary to strengthen cooperation in education and talent training and cultivate inheritors and successors of the cause of friendship.
The Central Asian countries’ representatives said that they will synergise their development strategies with the Belt and Road Initiative, deepen cooperation in priority areas such as unimpeded trade, industrial investment, connectivity, green minerals, agricultural modernistion, and facilitation of personnel exchanges, and achieve sustainable development and common prosperity.
The previous day, Wang Yi held the second China-Kazakhstan Foreign Ministers’ strategic dialogue with Murat Nurtleu, Deputy Prime Minister and Minister of Foreign Affairs of Kazakhstan.
Wang stated that China and Kazakhstan are inseparable cooperative partners and genuine friends with an unbreakable bond. China will adhere to the principles of amity, sincerity, mutual benefit, and inclusiveness, as well as the vision of building a community with a shared future, to join hands with neighbouring countries in building a common homeland, jointly pursuing development and prosperity, and creating a better future. Meeting Uzbekistan’s Foreign Minister, Wang said that China is ready to work together with Uzbekistan to accelerate cooperation in key areas, promote the early completion and operation of the China-Kyrgyzstan-Uzbekistan railway, expand cooperation in emerging fields such as artificial intelligence, digital trade, and climate change, and create an even more impressive “report card” of cooperation achievements.
Bakhtiyor Saidov said that under the strong leadership of President Xi Jinping, China has achieved remarkable development accomplishments in the new era, fully reflecting the profound heritage of Chinese civilisation, which Uzbekistan greatly admires. Uzbekistan cherishes its brotherly friendship with China, firmly abides by the one-China principle, and will continue to firmly support each other with China and serve as reliable partners for each other.
He added that in the context of profound changes in the current international landscape, the strategic significance of the China-Central Asia mechanism has become increasingly prominent. China has demonstrated its sense of responsibility as a major country by honouring its commitments in international affairs.
Wang Yi elaborated on China’s principled position on tariff issues, emphasising that a certain country insists on prioritizing its own interests, engages in bullying tactics and coercive deals, and unreasonably provokes trade wars. Such extreme self-serving behaviour has laid bare its true nature and will only further undermine its own credibility. China firmly stands on the right side of history and international rules and is willing to work in solidarity with like-minded countries to jointly safeguard multilateralism, defend fairness and justice, oppose protectionism, and resolutely prevent the world from returning to a jungle where the strong prey on the weak.
The two sides also had an exchange of views on strengthening cooperation within the Shanghai Cooperation Organisation (SCO). Bakhtiyor Saidov expressed Uzbekistan’s full support for China’s role as the chair country and expressed confidence that the summit in Tianjin will be a complete success, injecting strong new momentum into the SCO’s development.
Meeting Tajikistan’s Foreign Minister, Wang Yi said that in July last year, President Xi Jinping paid a milestone state visit to Tajikistan, during which he and President Emomali Rahmon jointly announced the elevation of China-Tajikistan relations to a comprehensive strategic cooperative partnership in the new era, opening a new historic chapter in building a China-Tajikistan community with a shared future at a higher level.
Sirojiddin Muhriddin said that Tajikistan is ready to work with China to make full use of bilateral cooperation mechanisms to jointly advance the Belt and Road Initiative, strengthen cooperation between legislative bodies and on the sub-national level, enhance people-to-people and cultural exchanges, and expand cooperation in various fields such as economy and trade, investment, connectivity, e-commerce, production capacity and industry, green transformation, and healthcare and the pharmaceutical sectors.
Wang Yi noted that China welcomes Tajikistan in playing a greater role in international and regional affairs and supports Tajikistan in hosting the first High-Level International Conference on Glaciers’ Preservation.

China is ready to import more high-quality, green agricultural products from Central Asia, select and implement a number of high-quality cooperation projects, expand cooperation in emerging fields, and cultivate new quality productive forces for cooperation. The six countries should increase investment in infrastructure and create a three-dimensional, diversified regional connectivity network.
Third, adhere to institutional development. China and Central Asian countries should strengthen coordination, accelerate the development of the mechanism’s pillars, and better leverage the role of the ministerial cooperation mechanism in the 12 key areas. Taking the full-scale operation of the mechanism’s secretariat as an opportunity, the six countries should promote the secretariat’s work to achieve a good start.
Fourth, adhere to fairness and justice. China and Central Asian countries should jointly remember history and commemorate the 80th anniversary of the victory of the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. Guided by the common understandings reached between the heads of state of the six countries at the Xi’an Summit, the five Central Asian countries will continue to work with China to firmly support each other on issues concerning their respective core interests and further tap into the potential for cooperation between the two sides, so as to set a new milestone in the building of a China-Central Asia community with a shared future. Wang Yi said, China and Kyrgyzstan are connected by mountains and rivers. The two sides have always engaged each other with trust and treated each other with sincerity. They are good brothers and good partners that can rely on each other and engage in heart-to-heart exchanges. Under the strategic guidance of President Xi Jinping and President Sadyr Japarov, bilateral relations have developed rapidly, and the two sides are working together to build a community with a shared future featuring good-neighborliness, friendship and shared prosperity. China firmly supports Kyrgyzstan in following a development path suited to its national conditions, resolutely opposes any force interfering in Kyrgyzstan’s internal affairs under any pretext, and believes that Kyrgyzstan will continue to support China’s legitimate position on issues concerning core interests. China is ready to work with Kyrgyzstan to deliver on the common understandings reached between the two heads of state, maintain high-level exchanges, deepen strategic mutual trust, expand mutually beneficial cooperation, and bring more benefits to the people of the two countries and the region.
Jeenbek Kulubaev said, President Sadyr Japarov’s visit to China in February this year was a complete success, injecting new and strong impetus into the relationship between Kyrgyzstan and China. Jeenbek Kulubaev thanked China for its tremendous support to Kyrgyzstan’s economic and social development, saying that Kyrgyzstan is willing to work with China to follow the direction set by the two heads of state, deepen good-neighborly and friendly relations between the two countries, and achieve success in building a Kyrgyzstan-China community with a shared future.
The two sides reviewed the key cooperation projects under the Belt and Road Initiative and agreed to steadily advance the construction of the China-Kyrgyzstan-Uzbekistan railway, deeply explore the converging interests between the two sides, continuously enrich bilateral relations, and further facilitate personnel exchanges. Jeenbek Kulubaev said, China has become Kyrgyzstan’s largest economic and trade partner. Kyrgyzstan welcomes Chinese enterprises and is willing to provide a favorable business environment for them to invest and do business in the country.
The two sides had an exchange of views on tariff issues, believing that adhering to multilateralism represents the broadest common ground. The two sides should enhance collaboration, join hands to deal with the situation, uphold free trade, safeguard international rules, and protect their respective legitimate rights and interests as well as the common interests of the region.
The two sides also had an exchange of views on strengthening cooperation within the Shanghai Cooperation Organization. The Kyrgyz side said that it supports China in assuming the rotating presidency of the Shanghai Cooperation Organization and hosting the Tianjin Summit.
