Following his visit to Kazakhstan, where he attended the Foreign Ministers meeting of China and Central Asian countries, Chinese Foreign Minister Wang Yi travelled on to Brazil to attend meetings of the BRICS cooperation mechanism preparatory to its summit meeting later this year. As positive constructive forces for good on the international stage, BRICS countries should take the lead in being the mainstay of the cause of peace and development.
To this end, Wang Yi made four calls:
- To pursue universal security.

The previous day, in remarks on the sidelines of the BRICS meetings, Wang Yi had further clarified China’s position on upholding multilateralism and safeguarding multilateral trading rules.
He said that multilateralism is the cornerstone of the post-World War II international order, and that unity and cooperation represent the greatest common denominator for the international community. Yet the United States, as the largest beneficiary of the system, is now moving toward the opposite direction. The essence of trade is to complement each other’s advantages and achieve mutual benefit and win-win results, not a calculation of who loses and who gains, The United States has long benefited greatly from free trade, but now it is using tariffs as a bargaining chip to demand exorbitant prices from various countries. Choosing to remain silent, compromise or flinch will only invite more bullying. BRICS countries should jointly oppose all forms of protectionism, firmly safeguard the World Trade Organisation (WTO)-centred, rules-based multilateral trading system, and uphold its core values and fundamental principles.
Wang Yi also further clarified China’s position on improving global governance. He stressed that at present, global governance is at an important crossroads. As representatives of emerging forces, BRICS countries should enhance the sense of historical responsibility, adhere to unity and cooperation, and work with the international community to reform and improve the global governance framework. To this end, he made four calls:
- To safeguard multilateral trading rules.
- To strengthen global financial governance.
- To realise green transition. It is necessary to work for the full and effective implementation of the Paris Agreement, uphold the principle of common but differentiated responsibilities and respective capabilities, and urge developed countries to fulfill their due obligations. BRICS countries should deepen cooperation on low-carbon transition in the energy sector to jointly achieve higher-quality and more sustainable development.

He added that artificial intelligence (AI) should be an international public instrument that serves the well-being of humanity, rather than a political tool for seeking geopolitical self-interest. BRICS countries should promote the implementation of the Global Digital Compact within the framework of the United Nations, bridge the digital divide, and formulate common rules for cyberspace. BRICS countries should hold high the banner of multilateralism, take the lead in safeguarding the international system with the United Nations at its core, uphold the multilateral trading system with the World Trade Organization at its center, and promote the development of the international order in a more just and reasonable direction.
All parties stated that in the face of the impact of power politics and unilateralism and the rising uncertainty of the international situation, BRICS countries should build consensus and form synergy to oppose all forms of bullying, interventionism and arbitrary imposition of tariffs, uphold multilateralism, adhere to the spirit of mutual respect, firmly safeguard international law, defend the common interests of the Global South, and work together to build a multipolar world characterized by peace, security, fairness and justice.
Wang Yi on Experiences and Unique Advantages of BRICS Countries in Mediation and Conciliation
May 1 (MFA) — On April 30, 2025 local time, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi attended the 15th Meeting of BRICS National Security Advisers and High Representatives on National Security in Brasilia. The meeting conducted in-depth discussions on the role of BRICS countries in mediation and conflict prevention.
Wang Yi said that this year marks the 80th anniversary of the victory of the World Anti-Fascist War and also the 80th anniversary of the founding of the United Nations. Although the world today is far from being tranquil, peace remains the aspiration of the people. Preventing conflicts and achieving peace through mediation and conciliation is the top priority for the vast majority of countries. In terms of mediation and conciliation, BRICS countries have always been at the forefront of the world. From promoting the historic reconciliation between Saudi Arabia and Iran to mediating a ceasefire in Gaza, from facilitating the prisoner exchange between Russia and Ukraine to initiating the Group of Friends for Peace on the Ukraine crisis, BRICS countries have demonstrated positive responsibility and played an irreplaceable role. Wang Yi summarized three experiences and unique advantages of BRICS countries in light of China’s practices.
First, no pursuit of any self-interest. BRICS countries are always committed to giving peace a chance and finding ways for political solutions. BRICS countries never seek to interfere in other countries’ internal affairs under the guise of mediation, nor do they engage in geopolitical calculations.
Second, upholding objectivity and fairness. BRICS countries make impartial judgments based on the merits of the matter itself, treat the legitimate concerns of all parties fairly, and seek universally accepted solutions. BRICS countries always take the United Nations Charter and universally recognized principles of international law as the benchmark, and oppose any double standards or selective application.
Third, adhering to a comprehensive approach. There are no simple solutions to complex problems, nor “quick fixes” for difficult issues. BRICS countries take a long-term view, going beyond piecemeal crisis management, and patiently seeking comprehensive solutions through quiet diplomacy to eliminate the root causes of conflicts.
Wang Yi on BRICS Cooperation on Counter-Terrorism and Cybersecurity

The meeting reviewed the work of the BRICS Counter-Terrorism Working Group and Working Group on Security in the Use of ICTs.
Wang Yi said that terrorism is the common enemy of humanity. The field of counter-terrorism is currently facing new challenges, as international terrorist forces are colluding amid chaos, leading to frequent major terrorist attacks, while emerging technologies add complexity to the global counter-terrorism struggle. BRICS countries should join hands to combat all forms of terrorism, oppose the politicization and instrumentalization of counter-terrorism issues, and reject “double standards” in combating terrorism. BRICS countries should support the United Nations in playing a central role and promote the implementation of the United Nations Global Counter-Terrorism Strategy. Efforts should be made to address both the symptoms and root causes, strengthen counter-terrorism capacity building, and fundamentally eradicate the breeding grounds of terrorism. China fully supports joint discussions on measures to address current prominent issues and emerging risks, maintaining zero tolerance for terrorism.
Wang Yi expressed that currently, the risks of politicization, militarization and fragmentation in cyberspace are intensifying. Large-scale, prolonged and systematic cyberattacks occur from time to time, which not only endanger global digital development and cooperation, but also threaten international peace and security. In the face of new situations and challenges, BRICS countries should enhance coordination and cooperation, maintain order in cyberspace, promote the formulation of universal global rules on issues of concern to all parties such as data security and supply chain security, and build a just and equitable global cyberspace governance system. BRICS countries should give play to the role of the BRICS Roadmap of Practical Cooperation on Ensuring Security in the Use of ICTs and promote high-quality development of Greater BRICS cooperation on cybersecurity.
Wang Yi stated that artificial intelligence (AI) should be an international public instrument that serves the well-being of humanity, rather than a political tool for seeking geopolitical self-interest. Using so-called security risk prevention as a pretext to build “small yards with high fences”, create divisions, and exclude some countries from the progress of AI technolog, will only lead to new risks and even confrontations. Noting the Global AI Governance Initiative proposed by China and the AI Capacity-Building Action Plan for Good and for All announced by China, Wang Yi expressed China’s willingness to work with BRICS countries to promote the implementation of the initiative and action plan, deepen and expand cooperation on AI, and jointly develop AI that is good for the people, safe and controllable, and universally beneficial and inclusive.
