Socialist countries briefed on China’s Fourth Plenum

Following the October 20-23 Fourth plenary meeting of the 20th Central Committee of the Communist Party of China (CPC), whose main agenda was to work on developing the country’s 15th Five-Year Plan for National Economic and Social Development, Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC), met separately with the ambassadors of the other socialist countries to China to brief them on the main points of the session.

He met first with Pham Thanh Binh, Vietnamese Ambassador to China, on October 31.

Liu said, in recent years, under the personal guidance and active involvement of the general secretaries of the two Parties, the relations between the two Parties and the two countries have enjoyed vigorous development, setting a fine example of common progress, solidarity and cooperation between socialist countries and developing countries.

Having briefed on the main outcomes of the plenary session, he noted that the scientific formulation and successive implementation of the five-year plan are important governance experience shared by both the CPC and the Communist Party of Vietnam (CPV), as well as key political advantages of the socialist systems of the two countries. China stands ready to strengthen exchanges and mutual learning with Vietnam, share development opportunities, and work hand in hand along the path toward socialist modernisation.

Pham Thanh Binh said, under the strategic guidance of the top leaders of the two Parties and the two countries, the relations between Vietnam and China have achieved breakthroughs in various fields and are currently at the best stage in history. The inter-party relations between Vietnam and China play an important leading role in the bilateral relations. He believed that the goals of the 15th Five-Year Plan period (2026-2030) will be smoothly achieved and will also bring new dividends to Vietnam-China cooperation.

On November 5, Minister Liu met with Ri Ryong Nam, Ambassador of the Democratic People’s Republic of Korea (DPRK) to China, as well as with Somphone Sichaleune, Lao Ambassador to China.

Speaking with the DPRK Ambassador, Liu said that the most important outcome of the session is the adoption of the Recommendations of the Central Committee of the CPC for Formulating the 15th Five-Year Plan for National Economic and Social Development, which has provided the top-level design and strategic planning for China’s development over the next five years. It marks another overall mobilisation and deployment as China seizes the momentum and advances the construction of Chinese modernisation and will undoubtedly have a significant and far-reaching impact on the causes of the CPC and the country. China is willing to work with the DPRK to implement the important consensus reached by the top leaders of the two Parties and countries, carry forward this fine tradition, strengthen communication and cooperation, and make due contributions to the development of bilateral relations.

Ri Ryong Nam thanked China for briefing the DPRK on the spirit of the fourth plenary session of the 20th CPC Central Committee. He said, this demonstrated the importance and trust that the CPC and the Chinese government placed on the WPK and the DPRK government, and their cherishing of the DPRK-China friendship. He noted that the adoption of the Recommendations of the Central Committee of the CPC for Formulating the 15th Five-Year Plan for National Economic and Social Development at the plenary session is not only of great significance to building socialism with Chinese characteristics, but also a tremendous encouragement to progressive forces worldwide, especially socialist countries and their people. The DPRK is willing to work with China to implement the important consensus reached by the top leaders of the two Parties and countries, and to promote greater development in DPRK-China relations.

This was Minister Liu’s second meeting with the DPRK Ambassador since his recent appointment to head the IDCPC.

At their October 16 meeting, Liu congratulated the DPRK on successfully holding the celebration marking the 80th anniversary of the founding of the Workers’ Party of Korea (WPK). He said, under the strategic guidance of General Secretary Xi Jinping and General Secretary Kim Jong Un, China-DPRK relations have entered a new historical period. Inter-party exchanges play an important leading role in the development of China-DPRK relations. The IDCPC is willing to strengthen communication and coordination with the International Department of the WPK Central Committee and the DPRK Embassy in China, implement the important consensus reached by the top leaders of the two Parties and the two countries, and make due contributions to serving the important exchanges between the two Parties, promoting exchanges and cooperation in various fields, and promoting the healthy and stable development of China-DPRK relations.

Ri Ryong Nam said, the recent series of exchanges and interactions between the top leaders of the two Parties and the two countries fully demonstrated the special friendship and unwavering mutual support between the DPRK and China. Further developing and enhancing the friendly and cooperative relations between the two countries is the firm position of the WPK, the government and the people of the DPRK. The International Department of the WPK Central Committee and the DPRK Embassy in China are willing to strengthen cooperation and communication with the IDCPC and spare no effort to promote the continuous development of the common cause of the two countries with socialism at the core.

This was one of the first two meetings held by the IDCPC minister, as reported by the department website. The other, also held on October 16, was with Russian Ambassador Igor Morgulov.

Meeting with Lao Ambassador Somphone Sichaleune, Liu said that China will unswervingly promote high-quality economic and social development, expand high-level opening up, and be committed to sharing development opportunities with all countries. China is willing to work with Laos to follow the important consensus reached by the top leaders of the two Parties and the two countries, take the implementation of the new five-year action plan on building a China-Laos community with a shared future as the main line, strengthen inter-party exchanges, carry out practical cooperation, and promote the steady and long-term development of the China-Laos community with a shared future.

Somphone Sichaleune said that he believed that this plenary session is of great significance to China’s economic and social development and socialist modernisation in the next five years, and will bring new and important opportunities to all countries, including Laos. Laos is willing to work with China to implement the important consensus reached by the top leaders of the two Parties and the two countries, implement the new five-year action plan on building a Laos-China community with a shared future, strengthen exchanges at all levels, deepen experience exchanges in party building and state governance, and promote the continuous development of Laos-China relations.

Finally, on November 7, Liu met with Cuban Ambassador to China, Alberto Blanco Silva.

Liu said that inter-party relations hold a special position in the relations between China and Cuba. The CPC is willing to work with the Communist Party of Cuba to implement the important consensus reached by the top leaders of the two Parties and the two countries, maintain the momentum of high-level exchanges, deepen exchanges and mutual learning of experience in state governance and administration, and strengthen cooperation and exchanges in areas such as cadre training and theoretical research, and jointly promote the development and revitalisation of their respective countries and the steady progress of the socialist cause.

Alberto Blanco Silva said that Cuba thanks China for its long-term valuable support for Cuba’s economic and social development and fully supports the major global initiatives proposed by President Xi Jinping. The relationship between the two Parties is the cornerstone of the special friendly relations between the two countries. The Communist Party of Cuba is willing to deepen exchanges and mutual learning of experience in state governance and administration with the CPC and work together to promote the building of a community with a shared future between Cuba and China.
