CPC delegation strengthens ties with Cambodia and Laos

At the invitation of the Cambodian People’s Party (CPP) and the Lao People’s Revolutionary Party (LPRP), Xie Chuntao, Vice President of the Party School of the Communist Party of China (CPC) Central Committee (National Academy of Governance), led a CPC delegation on visits to Cambodia and Laos from December 22-26, 2025.

During the visits, Xie met with Cambodian and Lao party and government leaders, including CPP President and Senate President Samdech Techo Hun Sen, and General Secretary of the LPRP Central Committee and Lao President Thongloun Sisoulith.

Cambodian and Lao leaders highly praised the importance of the fourth plenary session of the 20th CPC Central Committee for China and the world and expressed willingness to deepen exchanges and cooperation with China in various fields and promote the building of a community with a shared future.

Samdech Techo Hun Sen reaffirmed the iron-clad friendship between the two countries and called for expanded joint capacity-building programs between the two parties.

President Thongloun praised the close cooperation between the two parties and countries and stressed the importance of implementing the master plan on building a Lao-China community with a shared future. He thanked the delegation for briefing Lao leaders on the outcomes of the fourth plenary session of the 20th CPC Central Committee, noting that China’s development experience offers valuable lessons for Laos.

Xie Chuntao expressed appreciation for the warm reception and reaffirmed China’s commitment to translating agreements between the two leaders into practical cooperation across various sectors. He also conveyed best wishes for the success of the Lao People’s Revolutionary Party’s 12th National Congress, scheduled for January 6-8, 2026.

During the visit, the delegation also held working meetings with senior Lao officials and delivered presentations on major CPC policy developments.

Samdech Techo Hun Sen Meets Senior Chinese Official to Boost Party Ties

Phnom Penh, December 22 (AKP) — Former Cambodian Prime Minister and ruling party leader Samdech Akka Moha Sena Padei Techo Hun Sen met with a senior Chinese Communist Party (CPC) official on Monday to deepen ties between the two nations’ dominant political forces.

Samdech Hun Sen, President of the Cambodian People’s Party (CPP), hosted H.E. Xie Chuntao, Executive Vice President of the Central Party School of the Communist Party of China (CPC), at the CPP’s headquarters in Phnom Penh.

The meeting followed a 2024 invitation and focused on “party-to-party cooperation,” according to CPP spokesperson H.E. Chea Thyrith.

H.E. Xie Chuntao, a member of the 20th CPC Central Committee, said the visit aimed to consolidate a “close and cooperative partnership” through increased personnel exchanges and human resource development.

Samdech Techo Hun Sen reaffirmed the iron-clad friendship between the two countries and called for expanded joint capacity-building programmes between the two parties.


Chinese Communist Party Delegation Visits Laos to Strengthen Strategic Ties

December 25 (KPL) – A high-level delegation from the Communist Party of China is on an official working visit to Laos from December 23 to 26, 2025, aimed at strengthening bilateral party-to-party and state relations.

The delegation is led by Xie Chuntao, a member of the CPC Central Committee and Vice President of the Central Party School, also known as the National Academy of Governance. The visit focuses on advancing the Laos–China comprehensive strategic cooperative partnership, based on the “Four Goods” principle of good neighbors, good friends, good comrades, and good partners.

On December 24, Lao President and LPRP General Secretary Thongloun Sisoulith received the delegation at the Presidential Palace. During the meeting, President Thongloun praised the close cooperation between the two parties and countries and stressed the importance of implementing the master plan on building a Lao–China community with a shared future.

Discussions also covered expanding exchanges on party governance, state administration, personnel training, and strengthening people-to-people and cultural ties. President Thongloun thanked the delegation for briefing Lao leaders on the outcomes of the fourth plenary session of the 20th CPC Central Committee, noting that China’s development experience offers valuable lessons for Laos.

China Sets Development Goals to Build Modern Socialist Country by 2035

December 25 (KPL) – A lecture outlining China’s long-term development strategy was held in Vientiane on December 25, focusing on the outcomes of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China.

The event was attended by senior Lao and Chinese officials, including Politburo member and Deputy Prime Minister Kikeo Khaykhamphithoune, Party Central Committee member and Director of the National Institute of Politics and Public Administration Phouthong Onkhamxang, and CPC Central Committee member and Vice President of the Central Party School (National Academy of Governance) Xie Chuntao.

Delivering the lecture, Xie Chuntao said the Fourth Plenary Session, held in October 2025, adopted the proposal for China’s 15th Five-Year Plan for National Economic and Social Development. He described the plan as a top-level strategic framework guiding China’s development over the next five years and a key focus of international attention.

Xie noted that long-term planning and consistent implementation of development strategies are central strengths of China’s governance model. He said the Communist Party of China has maintained a phased approach toward its overarching goal of building a modern socialist country, advancing national development step by step.

According to Xie, China will enter the 15th Five-Year Plan period in 2026, a phase closely linked to the long-term objective of basically achieving socialist modernization by 2035. Key priorities during this period include advancing high-quality development, promoting new industrialization, digital transformation, urbanization, and agricultural modernization, and strengthening self-reliance in science and technology.

The plan also emphasizes deepening reforms in state governance, raising levels of social and cultural development, improving people’s livelihoods, advancing green and environmentally sustainable development, and reinforcing national security.

Xie said that following the 15th Five-Year Plan, China will continue with subsequent development plans aimed at significantly enhancing economic strength, scientific and technological capacity, national defense, and international influence by 2035. He added that China aims to reach a level of GDP per capita comparable to moderately developed countries and to basically achieve socialist modernization.

Looking further ahead, Xie said China plans to build a strong, modern socialist country by the middle of the 21st century. He stressed that confidence in achieving these goals is rooted in the strong leadership of the Communist Party of China and the country’s ability to mobilize resources under unified leadership.
