The 22nd Meeting of the Council of Heads of Government of the Member States of the Shanghai Cooperation Organisation (SCO) was held in Bishkek, the capital city of Kyrgyzstan, on October 26.
Chinese Premier Li Qiang joined fellow leaders, including Kazakh Prime Minister Alikhan Smailov, Russian Prime Minister Mikhail Mishustin, Tajik Prime Minister Kokhir Rasulzoda, Uzbek Prime Minister Abdulla Aripov, Iran’s First Vice President Mohammad Mokhber, the Indian foreign minister, and the Pakistani foreign minister from member states, together with Belarusian Prime Minister Roman Golovchenko and Mongolian Prime Minister Luvsannamsrai Oyun-Erdene, from two of the SCO’s observer states. The meeting was hosted by Kyrgyz Prime Minister Akylbek Japarov.
In his speech to the meeting, Premier Li said that looking back at the founding aspiration of the SCO, its members were brought together to ensure that regional affairs are decided by regional countries through consultation, without interference from those outside the region. He added:
“Twenty-two years ago, the SCO was founded in response to the shared aspiration of regional countries for promoting friendship, safeguarding security and pursuing development. Today, the Organisation has grown from the original ‘Shanghai Five’ to nine member states, three observer states, and 14 dialogue partners. SCO member states now account for nearly half of the world’s population and about one quarter of the global GDP.”
Li offered four proposals on deepening SCO cooperation. First, the SCO members should jointly solidify the regional security barrier, firmly reject external interference, improve the organisation’s mechanism of coping with security threats and challenges as soon as possible, and crack down on the ‘three forces of terrorism, separatism and extremism’ as well as transnational organised crimes.
Second, SCO members should jointly promote the speedy economic recovery, cooperate to build safe and efficient transportation systems, continuously promote trade and investment liberalisation and facilitation, and maintain steady and smooth industrial supply chains.
Third, the members should jointly enhance the Belt and Road cooperation. The third Belt and Road Forum for International Cooperation has been successfully held, and the Belt and Road has become the most popular international public goods and the largest international cooperation platform in the past 10 years.
The SCO members should reinforce the alignment of high-quality Belt and Road cooperation with the member states’ respective development strategies, push forward the construction of major economic corridors, and develop well the SCO Development Bank.
Fourth, the SCO member states should jointly promote the understanding and amity among their people, and continue to deepen cooperation in areas including education, culture and tourism, and sports.
Li Qiang also held a series of bilateral meetings on the sidelines of the summit.
Meeting with Russian Prime Minister Mikhail Mishustin on October 25, he said that China is willing to further align its development strategies with Russia, promote synergy between the Belt and Road cooperation and the Eurasian Economic Union (EEU), maintain the growth momentum of cooperation on trade and investment, deepen cooperation in the field of energy, and enhance connectivity and trade liberalisation and facilitation.
On October 26, he met with Mongolian Prime Minister Luvsannamsrai Oyun-Erdene, Iran’s First Vice President Mohammad Mokhber, and Tajik Prime Minister Kokhir Rasulzoda.
In his meeting with Prime Minister Oyun-Erdene, Li said that China stands ready to work with Mongolia to firmly support each other in safeguarding sovereignty, independence, and territorial integrity and to strengthen cooperation with Mongolia in such fields as port connectivity, economy and trade, and green development, to further expand the pie of common interests, so as to achieve win-win results.
China is ready to strengthen cooperation with Mongolia under the SCO and other multilateral frameworks to better safeguard their common interests and build a community with a shared future for humanity, Li added.
For his part, Oyun-Erdene said that Mongolia stands ready to work with China to strengthen border port capacity building and connectivity, promote the Belt and Road cooperation, deepen cooperation in areas including trade, railway, green development, tourism, and culture, and deepen multilateral cooperation, so as to lift Mongolia-China relations to a higher level.
In his meeting with Iran’s First Vice President Mohammad Mokhber, Li noted that President Xi Jinping and Iranian President Ebrahim Raisi met twice this year and reached a series of important consensuses. China, he stressed, will continue to firmly support Iran in safeguarding its national sovereignty, territorial integrity, and national dignity, and will strongly oppose any external forces interfering in Iran’s internal affairs.
Mokhber said that China is a comprehensive strategic partner of Iran and the two countries enjoy a long history of friendship. Iran appreciates China’s assistance for its economic and social development and is firmly committed to deepening Iran-China relations.
Meeting with Tajik Prime Minister Kokhir Rasulzoda, Li said that China is willing to strengthen the synergy of development strategies with Tajikistan, continue to advance high-quality Belt and Road cooperation, give full play to industrial complementarity, expand trade and investment, strengthen cooperation in such fields as transport infrastructure, civil aviation, green economy and digital economy, and deepen people-to-people and cultural exchanges in sports, culture, education and between regions so as to help the development and revitalisation of the two countries.
The two sides, he added, should maintain close coordination in multilateral areas, implement the outcomes of the China-Central Asia Summit, strengthen cooperation within the United Nations, the SCO, and other frameworks, uphold the common interests of the two countries and safeguard international equity and justice.
For his part, Rasulzoda said that Tajikistan-China relations have a long history, profound foundation and rich connotation. Noting that Tajikistan appreciates China’s strong support for its economic and social development over the years, he said that his country is willing to work with China to consolidate traditional friendship, promote the Belt and Road cooperation, deepen cooperation in such fields as industry, agriculture, transportation, energy, infrastructure, and digital economy, and push for further in-depth development of bilateral relations.
Tajikistan stands ready to work with China to promote all-round cooperation between China and Central Asian countries, deepen coordination within the frameworks of the United Nations and the SCO, and promote regional peace and prosperity, he added.
The following day, Li met with the Prime Minister of Belarus, Roman Golovchenko. He said that, under the strategic guidance of Chinese President Xi Jinping and Belarusian President Alexander Lukashenko, bilateral relations have achieved leap-forward development in recent years.
China stands ready to push for deeper synergy between the Belt and Road Initiative and Belarus’ strategy for social and economic development and jointly build the China-Belarus Great Stone Industrial Park and other key projects.
He called on both sides to tap the potential of cooperation in such areas as trade in services and scientific and technological innovation, strengthen people-to-people and cultural cooperation, and push forward their all-weather comprehensive strategic partnership. The two sides should strengthen communication and coordination within the SCO and other multilateral mechanisms to make greater contribution to regional and world peace, stability, and development.
Golovchenko said that Belarus firmly supports China in safeguarding its core interests. Belarus is ready to strengthen cooperation with China within multilateral frameworks such as the SCO to jointly boost the multipolarisation of the world, he added.
Prior to the Heads of Government meeting, Li Qiang also paid a bilateral visit to Kyrgyzstan on October 25. In his meeting with Kyrgyz President Sadyr Japarov, Li said Kyrgyzstan is an important neighbour of China, adding that in May, President Xi Jinping and President Japarov lifted bilateral relations to a comprehensive strategic partnership for a new era and jointly announced the building of a China-Kyrgyzstan community with a shared future of good neighbourliness and shared prosperity, which, constitutes a milestone in their history of bilateral relations and cooperation.
The Chinese side, Li added, is willing to deepen political mutual trust with the Kyrgyz side, always firmly support each other on issues concerning their respective core interest, further align their development strategies, deepen the integration of economic benefits, and continue to improve the quality and efficiency of bilateral cooperation.
And China is also willing to reinforce communication and coordination with the Kyrgyz side on regional and international affairs, speed up the implementation of the outcomes of the China-Central Asia Summit, closely coordinate within such multilateral mechanisms as the United Nations and the Shanghai Cooperation Organisation, and safeguard the common interest of developing countries and international equity and justice, he added.
President Japarov said that the Kyrgyz side stands ready to deepen cooperation with China within the framework of China-Central Asia cooperation and the Shanghai Cooperation Organisation, jointly combat the ‘three forces’ of terrorism, separatism and extremism, effectively address traditional and non-traditional security challenges, and promote regional security and development.

Regional affairs should be decided without external interference: Chinese premier
BISHKEK, Oct. 26 (Xinhua) — Looking back at the founding aspiration of the Shanghai Cooperation Organization (SCO), its members were brought together to ensure that regional affairs are decided by regional countries through consultation, without interference from those outside the region, Chinese Premier Li Qiang said here Thursday.

They agreed to implement the consensus reached at the meeting of the Council of Heads of State of the SCO, jointly combat the “three forces” of terrorism, separatism and extremism and transnational organized crimes, strengthen cooperation in such areas as economy and trade, transportation, agriculture, energy, finance, high and new technology, environmental protection and green development, promote Belt and Road cooperation, improve infrastructure connectivity, and deepen people-to-people exchanges in such fields as tourism and education.
They also agreed to strengthen institutional building of the SCO, practice true multilateralism, jointly safeguard regional security and promote regional prosperity, and help make the international system more inclusive and sustainable.
The Chinese premier and other leaders of the SCO member states attending the meeting signed and issued a joint communique, and approved a series of SCO cooperation documents and resolutions on economy and trade, railways and institution building, among other areas.

Your Excellency Prime Minister Akylbek Japarov,
Colleagues,
I am delighted to join you in Bishkek, a prominent city on the ancient Silk Road. At the outset, I wish to thank Prime Minister Japarov and the Kyrgyz government for the meticulous preparations and thoughtful arrangements made for the meeting.
At the SCO Meeting of the Council of Heads of State last July, President Xi Jinping and fellow SCO leaders reached important consensus on promoting the Shanghai Spirit to build an even closer SCO community with a shared future, and identified the priority tasks for achieving the goal. As I see it, the objective of the Meeting of the Council of Heads of Government is to follow up on and deliver the outcomes of the Meeting of the Council of Heads of State. How do we do that? In terms of action, we need to flesh out the tasks and timetable, and implement them one by one. At the conceptual level, we need to develop a clearer understanding of some basic and fundamental questions. Only with a more accurate perception can we take more informed actions. In this connection, I wish to share with you my thoughts on three questions regarding how to better act upon the Shanghai Spirit and implement the consensus of the Meeting of the Council of Heads of State.
The first question is: What brought us together? To answer this question, we need to go back to the starting point of the SCO, in other words, the founding mission or original aspiration of this Organization. We Chinese often say, never forget why you started, and you can accomplish your mission. Twenty-two years ago, the SCO was founded in response to the shared aspiration of regional countries for promoting friendship, safeguarding security and pursuing development. Today, the Organization has grown from the original “Shanghai Five” to nine member states, three observer states, and 14 dialogue partners. SCO member states now account for nearly half of the world’s population and about one quarter of the global GDP. The SCO’s development is a vivid illustration of the Shanghai Spirit, and a clear example of its strong vitality. To put it plainly, we came together in the firm belief that regional affairs should be discussed and managed together by countries in the region, free from the disturbance, meddling and manipulation of non-regional countries. Such a belief is also reflected in our accommodation toward each other and our autonomy as a whole. In today’s turbulent and changing world, it is all the more necessary that we review the founding mission of the SCO. It is where we started our journey, and also a lodestar providing a direction of certainty as we navigate the uncertain times. Only when we remain true to the founding mission and uphold solidarity and coordination can we truly safeguard peace and tranquility and boost development and prosperity in our region, and contribute more certainty and positive energy to world peace and development.
The second question is: What important things can we learn from our journey? By answering this question, we aim to find the key to the success of the SCO so as to gain wisdom and strengths for going even further. Since its inception, the SCO has brought together countries at different development stages and with diverse cultural traditions, and gathered a powerful force for solidarity, cooperation and development. In this process, it has made important explorations in both theories and practice for building a new type of international relations and a community with a shared future for mankind. At the Samarkand Summit last year, President Xi Jinping made a systematic summary of SCO’s experience and stressed the importance of upholding political trust, win-win cooperation, equality between nations, openness and inclusiveness, and equity and justice. Our commitment to these five principles is the key to the success and development of the SCO. On our way forward, there are many risks and challenges that require a concerted response from us all. We need to keep abreast of the situation and adapt to the changing circumstances. More importantly, we need to hold onto the principles that enabled our past success, and seek inspirations from them for more effective interactions and more efficient cooperation. This way, we will be able to gather stronger driving force for greater development.
The third question is: How do we get to a better future together? This is a question about how to turn theories into practice, and make a blueprint into a real-life picture. In this process, I believe two things are vitally important. The first is about methodology, that is to keep our eyes on the larger picture and start from concrete steps. We need to act on the vision of a community with a shared future for mankind, and ensure solid progress of our cooperation in all areas of development, security and civilization. The second is about attitude, that is to work toward the same goal and contribute to each other’s success. A bright future is never a windfall. Everyone should actively work for it and contribute their share, rather than passively look on or evade their task.
In light of the current international situation and realities of regional countries, I would like to propose the following: First, we need to work together to strengthen the shield of regional security. We need to resolutely resist external interference and oppose camp-based confrontation. We need to improve the SCO’s mechanism for tackling security threats and challenges as quickly as possible, and crack down hard on the forces of terrorism, separatism and extremism and transnational organized crimes. Second, we need to work together to speed up economic recovery. We need to jointly develop safe and efficient transportation systems, promote trade and investment liberalization and facilitation, and keep industrial and supply chains stable and smooth. China will continue to increase import of quality products from other SCO member states. Third, we need to work together to advance Belt and Road cooperation. Last week, the Third Belt and Road Forum for International Cooperation was successfully held in Beijing. This grand gathering, which was attended by representatives from 151 countries and 41 international organizations, speaks volumes about the great appeal and global influence of the Belt and Road Initiative (BRI). Over the past decade, the BRI has delivered concrete benefits to the world and blazed a path of cooperation, opportunity and prosperity that leads to common development. It has become the most popular global public good and the largest international cooperation platform in our world today. China is ready to work with all parties to further synergize high-quality Belt and Road cooperation with the development strategies of other countries, and push forward the building of important economic corridors. We need to work to establish an SCO development bank to meet the financing and development needs of member states. Fourth, we need to work together to promote mutual understanding and amity between our peoples. We need to continuously deepen cooperation in such areas as education, culture, tourism and sports, and ensure the success of signature programs such as the SCO Forum on People-to-People Friendship. China supports more higher learning institutions in joining the SCO University, proposes the establishment of a China-SCO emergency medical cooperation center, and welcomes more scholars and students to China for study and exchange.

China-Russia cooperation not targeted at any third party: premier
BISHKEK, Oct. 25 (Xinhua) — China-Russia cooperation is not targeted at any third party, nor will it be disturbed by any third party, Chinese Premier Li Qiang said here on Wednesday.
The two sides carry out bilateral cooperation with an aim to benefit their people, promote global development, and uphold fairness and justice, Li said when meeting with Russian Prime Minister Mikhail Mishustin on the sidelines of the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States.
Li said the recent meeting between President Xi Jinping and his Russian counterpart, Vladimir Putin, in Beijing has charted a new blueprint and opened up a new vision for the advancement of China-Russia relations.
China is willing to work with Russia to follow the important consensus reached by the two heads of state, continuously deepen cooperation in various fields and push forward the China-Russia comprehensive strategic partnership of coordination for a new era, he added.

China is willing to strengthen cooperation with Russia within the SCO framework, promote in-depth cooperation in the industrial and supply chains, expand cooperation in industrial manufacturing, green development and digital economy, and provide new driving forces for regional economic growth, Li said.
For his part, Mishustin congratulated China on successfully hosting the third Belt and Road Forum for International Cooperation, saying that the Russia-China comprehensive strategic partnership of coordination for a new era is at an unprecedented high level.
Russia is willing to work with China to implement the important consensus reached by the two heads of state, support each other in safeguarding core interests, promote the alignment of the Belt and Road Initiative with the EEU, and expand cooperation in such fields as economy, trade, energy and connectivity, he said.
Mishustin added that Russia stands ready to make a success of the Russia-China years of culture, deepen cooperation within the SCO, BRICS and other multilateral mechanisms, and promote the multi-polarization of the world.
China to work with Mongolia to safeguard sovereignty, independence — Chinese premier

Li made the remarks during his meeting with Mongolian Prime Minister Luvsannamsrai Oyun-Erdene on the sidelines of the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States.
Noting that China and Mongolia are adjacent to each other by mountains and rivers, Li said that friendship and cooperation have always been the main tone of bilateral relations.

China ready to work with Tajikistan to implement China-proposed initiatives

Li made the remarks while meeting with Tajik Prime Minister Kokhir Rasulzoda on the sidelines of the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States.
Li said that in recent years, under the strategic guidance of Chinese President Xi Jinping and Tajik President Emomali Rahmon, bilateral relations have become increasingly close and achieved fruitful cooperation results.
China is ready to work with Tajikistan to implement the important consensus reached by the two heads of state, take the building of a China-Tajikistan community with a shared future as the guide, further consolidate friendship and deepen mutual trust, continue to firmly support each other on issues concerning each other’s core interests, push the comprehensive cooperation between the two countries to a new level, and better safeguard the strategic, security and development interests of the two countries, he said.
China is willing to strengthen the synergy of development strategies with Tajikistan, continue to advance high-quality Belt and Road cooperation, give full play to industrial complementarity, expand trade and investment, strengthen cooperation in such fields as transport infrastructure, civil aviation, green economy and digital economy, and deepen people-to-people and cultural exchanges in sports, culture, education and between regions to help the development and revitalization of the two countries, Li said.
The two sides, he added, should maintain close coordination in multilateral areas, implement the outcomes of the China-Central Asia Summit, strengthen cooperation within the United Nations, the SCO and other frameworks, uphold the common interests of the two countries and safeguard international equity and justice.
For his part, Rasulzoda said that Tajikistan-China relations have a long history, profound foundation and rich connotation.
Noting that Tajikistan appreciates China’s strong support for its economic and social development over the years, he said that Tajikistan is willing to work with China to consolidate traditional friendship, promote the Belt and Road cooperation, deepen cooperation in such fields as industry, agriculture, transportation, energy, infrastructure and digital economy, and push for further in-depth development of bilateral relations.
Tajikistan stands ready to work with China to promote all-round cooperation between China and Central Asian countries, deepen coordination within the frameworks of the United Nations and the SCO, and promote regional peace and prosperity, he said.

BISHKEK, Oct. 27 (Xinhua) — China stands ready to push for deeper synergy between the Belt and Road Initiative and Belarus’ strategy for social and economic development and jointly build the China-Belarus Industrial Park and other key projects, Chinese Premier Li Qiang said here Friday.
China is willing to work with Belarus to follow through on the important consensus reached between their heads of state, Li said when meeting with Belarusian Prime Minister Roman Golovchenko on the sidelines of the 22nd Meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States.
Under the strategic guidance of Chinese President Xi Jinping and Belarusian President Alexander Lukashenko, bilateral relations have achieved leap-forward development in recent years, Li said.
He called on both sides to tap the potential of cooperation in such areas as trade in services and scientific and technological innovation, strengthen people-to-people and cultural cooperation, and push forward their all-weather comprehensive strategic partnership.
The two sides should strengthen communication and coordination within the SCO and other multilateral mechanisms to make greater contribution to regional and world peace, stability and development, Li said.
Golovchenko, for his part, said that Belarus firmly supports China in safeguarding its core interests.
Belarus speaks highly of the eight major steps proposed by President Xi to support the high-quality Belt and Road cooperation, and is willing to deepen cooperation with China in various fields, he said.
Belarus is ready to strengthen cooperation with China within multilateral frameworks such as the SCO to jointly boost the multipolarization of the world, he added.

BISHKEK, Oct. 25 (Xinhua) — Chinese Premier Li Qiang said here Wednesday that China is ready to work with Kyrgyzstan to give full play to industrial complementarity and expand the scope and scale of economic and trade cooperation with a focus on high-quality Belt and Road cooperation.
In his meeting with Kyrgyz President Sadyr Japarov, Li said Kyrgyzstan is an important neighbor of China, adding that in May, President Xi Jinping and President Japarov lifted bilateral relations to a comprehensive strategic partnership for a new era and jointly announced the building of a China-Kyrgyzstan community with a shared future of good neighborliness and shared prosperity, which, as a milestone in the history of bilateral relations, has charted the course for the development of bilateral relations and cooperation.
Li said China stands ready to work with Kyrgyzstan to fully implement the important consensus reached by the two heads of state, promote greater development of bilateral cooperation in all areas, and build a stronger, more dynamic and effective community of a shared future with Kyrgyzstan to better benefit their people.
The Chinese side, Li said, is willing to deepen political mutual trust with the Kyrgyz side, always firmly support each other on issues concerning each other’s core interest, further align their development strategies, deepen the integration of economic benefits, and continue to improve the quality and efficiency of bilateral cooperation.
Li also called on both sides to maintain the stability of the industrial and supply chains, build a multi-dimensional connectivity paradigm, and work for an early start of the construction of the China-Kyrgyzstan-Uzbekistan railway.
He expects the two sides to enhance cultural and people-to-people exchanges on areas including tourism, women, youth and at the sub-national level, to promote the mutual understanding and amity between their people.
Li also called on the two countries to continue to strengthen anti-terrorism cooperation, so as to jointly safeguard a secure and stable development environment.
The Chinese side is willing to reinforce communication and coordination with the Kyrgyz side on regional and international affairs, speed up the implementation of the outcomes of the China-Central Asia Summit, closely coordinate within such multilateral mechanisms as the United Nations and the Shanghai Cooperation Organization, and safeguard the common interest of developing countries and international equity and justice, he added.
