Following the 14th National Congress of the Communist Party of Vietnam, Chinese President Xi Jinping, who is also General Secretary of the Communist Party of China (CPC) Central Committee, held phone talks with To Lam, who was re-elected General Secretary of the Communist Party of Vietnam (CPV) Central Committee at the first meeting of the incoming central committee immediately following the congress, on January 26.
According to the report published by the Xinhua News Agency, Xi expressed his congratulations over the successful convening of the 14th congress and To Lam’s re-election as General Secretary of the CPV. He expressed his belief that under the leadership of the CPV Central Committee headed by To Lam, Vietnam will surely fulfill the goals and tasks set forth by the 14th National Congress and realise at an early date the two goals set for the centenary of the party (2030) and the country (2045) respectively.
Xi added that China and Vietnam should keep to their paths and not sway in their commitment, unite and cooperate to promote development, and work together towards a bright future. They should hold firm to their beliefs, uphold fundamental principles and break new ground, fend off and defuse various risks and challenges, jointly defend the cause of socialism, and preserve the political essence of China-Vietnam relations.
He also urged the two sides to strengthen coordination and collaboration in international and regional affairs, jointly oppose hegemonism and bloc confrontation, and work together to promote the building of a community with a shared future for humanity.
For his part, To Lam expressed appreciation to the CPC Central Committee for the congratulatory message on the successful convening of the 14th National Congress of the CPV and thanked General Secretary Xi for the good wishes on his re-election as General Secretary of the CPV Central Committee.
He outlined the main outcomes of the congress and said that Vietnam is willing to work side by side with China on a new journey and steadily deepen friendly cooperation between neighbouring socialist countries.
According to the report issued by the Vietnam News Agency (VNA), To Lam reaffirmed Vietnam’s commitment to building a peaceful, independent, democratic, prosperous, civilised and happy nation firmly advancing on the path towards socialism; maintaining the goal of national independence and socialism; viewing people as the centre, primary stakeholder, goal and driving force of development; pursuing a new growth model; and continuing the consistent foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, and multilateralisation and diversification of external ties.
He further affirmed Vietnam’s firm adherence to the “One China” policy and praised China’s role as a responsible major power contributing to global and regional peace and development. He also expressed Vietnam’s support for China’s initiatives on global development, security, civilisation and global governance. Vietnam always attaches importance to developing its relations with China as a top priority.
VNA also reported that Xi Jinping called for enhanced youth exchanges, local-level cooperation, and media engagement, affirming that China stands ready to assist Vietnam in building a museum dedicated to the CPV.
With the Lunar New Year, a key festival for both countries and peoples, approaching, the two leaders exchanged festive greetings, wishing greater achievements in building socialism in both countries, prosperity and well-being for their peoples, and the continued stable and healthy development of ties between the two parties and nations.
Besides the phone call with Xi, To Lam has also welcomed congratulatory visits, including from General Secretary of the Lao People’s Revolutionary Party (LPRP) Central Committee and President of Laos Thongloun Sisoulith and Vice President of the Cambodian People’s Party (CPP) Men Sam An and held phone talks with First Secretary of the Communist Party of Cuba Central Committee and President of Cuba Miguel Díaz-Canel.

BEIJING, Jan. 26 (Xinhua) — Chinese President Xi Jinping on Monday held phone talks with To Lam, general secretary of the Communist Party of Vietnam (CPV) Central Committee.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee, expressed congratulations over the successful convening of the 14th National Congress of the CPV and To Lam’s re-election as general secretary of the CPV Central Committee.
Xi expressed his belief that under the leadership of the CPV Central Committee headed by To Lam, Vietnam will surely fulfill the goals and tasks set forth by the 14th National Congress and realize at an early date the two goals set for the centenary of the party and the country respectively.
He added that China and Vietnam should keep to their paths and not sway in their commitment, unite and cooperate to promote development, and work together towards a bright future.
China is working to realize the Second Centenary Goal of building China into a great modern socialist country in all respects, while Vietnam is also in a new era of national development, Xi noted.
The two sides should hold firm to their beliefs, uphold fundamental principles and break new ground, fend off and defuse various risks and challenges, jointly defend the cause of socialism, and preserve the political essence of China-Vietnam relations, Xi said.
Both sides should continue to strengthen exchanges and mutual learning on both party and state governance, make good use of mechanisms such as high-level meetings, theoretical seminars and cadre trainings, and continually improve the governance capacity of the party and the state, he added.
Both sides should strengthen the alignment of development strategies, deepen high-level mutually beneficial cooperation so as to bring more benefits to the two peoples and jointly advance towards socialist modernization, Xi said.

General Secretary Lam expressed appreciation to the CPC Central Committee for its early congratulations on the success of Viet Nam’s 14th National Party Congress, and thanked the Chinese leader’s congratulatory letter following his re-election as General Secretary of the CPV Central Committee.
On behalf of the Chinese Party, State and people, General Secretary and President Xi congratulated the CPV on the success of its 14th National Congress and To Lam on his re-election. He expressed confidence that under the CPV’s unyielding leadership, led by General Secretary Lam, Viet Nam will successfully realise the resolution adopted by the 14th Congress and achieve its two centennial goals on the occasion of the Party and the nation’s founding anniversaries.
Sharing the Congress’s particularly important outcomes, General Secretary Lam said it had completed a major historic mission by reviewing 40 years of Viet Nam’s Doi moi (renewal), charting major goals and directions for the next five years, and identifying the country’s long-term strategic orientations in a new era of development.

He also suggested the Chinese leader direct more imports of Vietnamese goods, especially agricultural and fishery products; give the top priority to railway cooperation, boost quality investment linked to technology transfer and workforce training, and make sci-tech cooperation a new highlight. He also wished for continued efforts to foster friendship, mutual understanding, and trust between their peoples, and to boost tourism collaboration.
General Secretary and President Xi, for his part, said China is willing to join the Vietnamese Party and State in further deepening the Comprehensive Strategic Cooperative Partnership and build a China – Viet Nam Community with a shared future that carries strategic significance in line with the six major orientations.
Agreeing with the CPV leader’s views on the international and regional landscapes and steps to enhance relations between the two Parties and the two countries, he voiced China’s readiness to increase high-level exchanges, share experience in Party building and national governance, make full use of the Steering Committee for Bilateral Cooperation mechanism and coordination in diplomacy, national defence, and public security.
China is ready to import quality farm produce of Viet Nam and continue encouraging Chinese enterprises to do business in the Southeast Asian country, he said.
Citing the positive progress in bilateral railway cooperation, he said China is willing to intensify discussions through the China – Viet Nam Joint Committee on Railway Cooperation to deliver practical outcomes.
To bolster the social foundation of bilateral friendship, General Secretary and President Xi called for enhanced youth exchanges, local-level cooperation, and media engagement, affirming that China stands ready to assist Viet Nam in building a museum dedicated to the CPV.
Both sides agreed to maintain close coordination at multilateral forums and better manage and control differences.
