Special Envoy conveys Xi’s greetings to Lao party leader

The successful conclusion of the 12^th National Congress of the Lao People’s Revolutionary Party (LPRP) on January 8 has served as a spur to the further development of the socialist country’s fraternal relationship with neighbouring China.

A January 11 report published by the Xinhua News Agency noted that the congress had summarised Laos’ achievements over the past five years, charting the future direction of the country’s socialist development, and injecting new impetus into the advancement of China-Laos relations.

It added that: “The congress reviewed and adopted a series of key political documents, including the political report of the 11th Central Committee and the 10th Five-Year Plan for Socio-Economic Development (2026-2030). Under the plan, Laos aims to achieve an average annual economic growth rate of six percent during the 2026-2030 period.

“A key highlight of the congress was the adoption of the Party’s third political program, which clearly sets the goal of transforming the country into an upper-middle-income developing nation by 2055, the 100th anniversary of the founding of the LPRP.”

In this regard, the China-Laos Railway was frequently cited as a key driver of national development. However, besides transport infrastructure, “cooperation between the two countries has expanded across a wide range of sectors under the strategic guidance of senior leaders from both sides. Substantial progress has been made in energy, healthcare, poverty alleviation, and other key areas, further consolidating the China-Laos community with a shared future.”

Noting that the successful conclusion of the congress opens a new chapter in Laos’ socialist development and heralds fresh historical opportunities for advancing the China-Laos community with a shared future, the article said that Thongloun Sisoulith, General Secretary of the LPRP Central Committee and Lao President, stated that Laos stands ready to work with China to fully implement the action plan for building the China-Laos community with a shared future, strengthen unity and cooperation, jointly address risks and challenges arising from changes in the international and regional landscape, and safeguard the shared interests of both parties and countries.

And Chinese Ambassador to Laos Fang Hong reaffirmed China’s commitment to working closely with Laos to implement the important consensus reached by the top leaders of the two countries. She noted that the 65th anniversary of the establishment of diplomatic relations between China and Laos presents an opportunity to deepen exchanges on governance experience, advance high-quality Belt and Road cooperation, and promote the development of both countries’ socialist causes.

On January 13, Thongloun Sisoulith met in the Lao capital Vientiane with Liu Haixing, Special Envoy of General Secretary Xi Jinping and Minister of the International Department of the Communist Party of China (CPC) Central Committee (IDCPC).

Xi Jinping congratulates Lao leader on re-election

The 12th National Congress of the Lao People’s Revolutionary Party (LPRP) concluded on January 8, with the re-election of Thongloun Sisoulith as General Secretary.

On the same day, Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, sent a congratulatory message to Thongloun Sisoulith.

Xi wrote that the successful convening of the 12th National Congress of the LPRP is highly significant for building on past achievements and opening up new prospects for the development of the party and the socialist cause in Laos. He expressed the hope that under the strong leadership of the LPRP Central Committee with Thongloun Sisoulith at its core, the LPRP and the Lao people will remain united and continue their efforts to successfully fulfill all goals and tasks set forth by the 12th National Congress of the LPRP, continuously make new advances in the socialist cause of Laos, and press forward with resolve toward the party’s centenary goal in 2055.

He added that China and Laos are friendly socialist neighbours connected by shared mountains and rivers. In recent years, through joint efforts of both sides, China-Laos relations have been at their best in history, with the endeavor to build the China-Laos community of shared future with strategic significance steadily deepening and becoming more tangible, yielding a series of fruitful results.

Xi Jinping said he is ready to work with General Secretary Thongloun Sisoulith to strengthen the strategic guidance for the development of China-Laos relations, carry forward the traditional friendship between China and Laos, deepen the exchange of experience in both party and state governance, expand practical cooperation in various fields, and drive the building of the China-Laos community with a shared future toward a high-standard, high-quality and high-level goal, with a view to bring greater benefits to the two peoples, better serve the development of the socialist cause of both countries, and make new contributions to promoting peace, stability, development and prosperity in the region and the world at large.

Among the similar messages received by Thongloun Sisoulith were those from General Secretary of the Workers’ Party of Korea Kim Jong Un, General Secretary of the Communist Party of Vietnam To Lam, and President of the Cambodian People’s Party Hun Sen.

CPC greets Lao party congress

The 12th National Congress of the Lao People’s Revolutionary Party (LPRP) opened on January 6 in the capital Vientiane.

The congress is being held under the theme “Enhancing the Party’s Strong Leadership, Proactively Building an Independent and Self-Reliant Economy, Continuing to Consolidate the People’s Democratic Regime, and Advancing towards Socialism.”

In a congratulatory message, the Central Committee of the Communist Party of China (CPC) writes:

“As the strong leadership core of the Lao people and the socialist cause of Laos, since the 11th national congress of the party, the Central Committee of the LPRP, led by General Secretary Thongloun Sisoulith, has been committed to promoting the party’s self-building, consolidated its leadership position, united and led the people of all ethnic groups in Laos, actively explored a socialist development path that suits the country’s national conditions, and achieved a series of important progress and results in the party and the country’s various undertakings.”

It adds that both China and Laos are socialist countries led by communist parties and the CPC and the Chinese government have always viewed and handled the relationship between the two parties and countries from a strategic and long-term perspective.

BEIJING, Jan. 6 (Xinhua) — The Central Committee of the Communist Party of China (CPC) on Tuesday sent a congratulatory message to the Lao People’s Revolutionary Party (LPRP) on the opening of its 12th National Congress.

As the strong leadership core of the Lao people and the socialist cause of Laos, the message said, since the 11th national congress of the party, the Central Committee of the LPRP, led by General Secretary Thongloun Sisoulith, has been committed to promoting the party’s self-building, consolidated its leadership position, united and led the people of all ethnic groups in Laos, actively explored a socialist development path that suits the country’s national conditions, and achieved a series of important progress and results in the party and the country’s various undertakings.

In the message, the CPC Central Committee said it is sincerely pleased with these achievements and highly evaluates them.

The 12th congress is a milestone in the development process of Laos’ socialist cause, said the message, adding that it will review and approve the party’s third Political Programme and other important political documents, as well as make strategic plans and specific arrangements for the development of the party and the country’s various undertakings in the coming period.

It is believed that under the strong leadership of the LPRP, the Lao people will successfully achieve the goals and tasks set by the congress and advance Laos’ socialist cause to a new stage of development, it said.

Both China and Laos are socialist countries led by communist parties, it noted, adding that the CPC and the Chinese government have always viewed and handled the relationship between the two parties and countries from a strategic and long-term perspective.

In the current new situation, China is willing to work with Laos, following the important consensus of the highest leaders of both parties and countries as the fundamental guide, to strengthen strategic communication, deepen exchanges and cooperation, and steadily promote the building of a China-Laos community with a shared future, it said.

This will help push forward the continuous, sound and stable development of the China-Laos comprehensive strategic cooperative partnership, benefit both countries and peoples, and make new positive contributions to world peace, development and progress, it said.

Laos celebrates 50 years of progress on the socialist road

The Lao People’s Democratic Republic (LPDR) celebrated its 50^th founding anniversary on December 2. The establishment of the LPDR was the culmination of decades of heroic struggle, and immense sacrifice, against French colonialism, Japanese militarism, US imperialism and domestic reactionaries, under the leadership of first the Communist Party of Indochina and subsequently the Lao People’s Revolutionary Party (LPRP).

General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping sent a congratulatory message to General Secretary of the Central Committee of the LPRP and Lao President Thongloun Sisoulith marking the anniversary.

Xi Jinping noted that the LPRP has united and led the Lao people in persevering through hardships and forging ahead and achieved gratifying results in the cause of reform and opening up. The people’s livelihoods have continuously improved, and the country’s international and regional influence has been significantly enhanced. As a comrade and brother, China is deeply pleased with this. The Chinese side is firmly convinced that Laos will continue to follow a socialist path suited to its national conditions, successfully convene the 12th National Congress of the LPRP, and continuously open up new prospects for the development of the Party and the country.

Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), led a Chinese party and government delegation on an official visit to Laos from December 1 to 3, and attended celebrations marking the 50th anniversary.

During the visit, Wang met separately with Thongloun Sisoulith, Lao Prime Minister Sonexay Siphandone, and Lao National Assembly (NA) President Saysomphone Phomvihane. He also held talks with Sinlavong Khoutphaythoune, President of the Central Committee of the Lao Front for National Development (LFND).

During his meeting with Thongloun, Wang noted that China is willing to work with Laos to implement the strategic consensus reached by leaders of the two parties and countries, continue to firmly support each other on issues concerning their core interests and major concerns, including the Taiwan question, and accelerate the building of a high-standard, high-quality, and high-level China-Laos community with a shared future. Wang also briefed Thongloun on the fourth plenary session of the 20th CPC Central Committee and expressed China’s readiness to deepen exchanges with Laos on governance experience and jointly advance each country’s socialist path.

He thanked President Thongloun for the warm reception and conveyed Xi’s message of congratulations. He commended Laos for its achievements in national development under the leadership of the LPRP and conveyed his best wishes for the upcoming 12th Party Congress to be held in early 2026.

Thongloun congratulated China on the successful convening of the fourth plenary session of the 20th CPC Central Committee. He expressed Laos’ sincere appreciation for China’s long-term and valuable support, noting that bilateral relations are at their best in history and that cooperation has brought tangible benefits to the Lao people. He said Laos is committed to working with China to further enhance the building of a Laos-China community with a shared future.

During the visit, Wang attended the Lao National Day rally and military parade marking the 50th anniversary of the founding of the Lao People’s Democratic Republic, laid a wreath at the Tomb of the Unknown Soldiers, inspected the Vientiane Station of the China-Laos Railway, and attended the ceremony celebrating the railway’s fourth anniversary of operation.

China’s top political advisor pays official visit to Laos

VIENTIANE, Dec. 3 (Xinhua) — China’s top political advisor Wang Huning led a Chinese party and government delegation on an official visit to Laos from Dec. 1 to 3, and attended celebrations marking the 50th anniversary of the founding of the Lao People’s Democratic Republic.

Wang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), and his delegation arrived here at the invitation of the Lao People’s Revolutionary Party (LPRP) Central Committee and the Lao government.

During the visit, Wang met separately with Thongloun Sisoulith, general secretary of the LPRP Central Committee and Lao president, Lao Prime Minister Sonexay Siphandone, and Lao National Assembly (NA) President Saysomphone Phomvihane. He also held talks with Sinlavong Khoutphaythoune, president of the Central Committee of the Lao Front for National Development (LFND).

President Thongloun Receives Senior Chinese Delegation

December 3 (KPL) – Lao President and General Secretary of the Lao People’s Revolutionary Party (LPRP), Comrade Thongloun Sisoulith, met Comrade Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) and Chairman of the Chinese People’s Political Consultative Conference (CPPCC), in Vientiane on 1 December 2025.

Wang is leading a high-level Chinese Party-State delegation on an official goodwill visit to Laos from 1–3 December and is attending events commemorating the 50th anniversary of the establishment of the Lao PDR.

President Thongloun welcomed the delegation and said the visit underscores the strength of the Laos–China relationship. He noted that China’s participation in the anniversary celebrations reflects continued support for Laos and reinforces the countries’ comprehensive strategic partnership. He also highlighted progress in cooperation between the Lao Front for National Construction (LFNC) and the CPPCC, and described the Laos–China Railway as a project of long-term strategic significance.

The President expressed appreciation for China’s ongoing support to Laos, both historically and in current development efforts. He reiterated Laos’ consistent adherence to the One-China principle and welcomed the congratulatory message sent by Chinese President Xi Jinping on the national anniversary.

Laos marks 50th founding anniversary with pride, hope

VIENTIANE, Dec. 2 (Xinhua) — Laos is alive with celebrations honoring five decades of steady national growth as the country marks the 50th anniversary of the founding of the Lao People’s Democratic Republic on Tuesday.

The 50th anniversary celebrations began Tuesday morning with a grand parade, broadcast live on television, as residents across the country joined the festivities.

In a comprehensive address marking the historic milestone, Thongloun Sisoulith, general secretary of the Lao People’s Revolutionary Party Central Committee and Lao president, reflected on the nation’s journey.

He emphasized the unwavering commitment to the socialist ideal, the great national unity of all Lao ethnic groups, and the continuous strengthening of the people’s democratic regime.

Thongloun outlined the nation’s steadfast foreign policy of peace, independence, friendship, and cooperation. He also stressed the goal of building a self-reliant economy, following a balanced development path that harmonizes economy, culture, society, and environment toward green and sustainable growth.

Namfon, a 20-year-old student, expressed hope that Laos will continue to develop in the years ahead, noting that the celebrations serve as a reminder for the next generation to preserve the nation’s achievements and build on the prosperity achieved so far.

Proudly celebrating the nation’s development on this milestone, Noyna, a resident of Vientiane, said that she is firmly committed to contributing and working alongside the leaders to help further develop the country.

The celebrations were broadcast live on television and online, attracting a large audience who actively participated virtually. Netizens shared similar feelings of gratitude and hope.

In the evening, a drone display and fireworks will light up the sky to mark the occasion.

“The drone display rehearsals circulating online went viral a few days ago, offering a glimpse of the spectacular show for the Lao people. It was grand and exciting, and I can’t wait to see it in person,” said Andy.

To mark the occasion, senior Party and government leaders, led by Thongloun, paid tribute at key national monuments on Monday.

Senior leaders and officials from friendly countries attended the celebrations. Leaders from various countries also sent congratulatory messages.

Lao and Chinese communists discuss theory

The Communist Party of China (CPC) and the Lao People’s Revolutionary Party (LPRP) held their 13^th Theoretical Seminar, November 10-11, in the Lao province of Champassak. The Chinese delegation was headed by Li Shulei, Member of the Political Bureau, Secretary of the Secretariat, and Head of the CPC Central Committee’s Publicity Department.

Thongloun Sisoulith, LPRP General Secretary and President of the Lao People’s Democratic Republic, met with Li on November 11, on the conclusion of the seminar.

President Thongloun warmly welcomed the delegation, noting that the visit represented a meaningful contribution to strengthening the traditional friendship and comprehensive strategic partnership between the two Parties and nations. He emphasised that the visit exemplified the “Four Good” principles of Laos-China relations – good neighbours, good friends, good comrades, and good partners.

The President underscored the importance of the 13th Theoretical Seminar as a significant platform for sharing experiences in Party building, state governance, and national administration. He highlighted that the seminar’s theme was particularly relevant as both Parties are preparing their new five-year socio-economic development plans aimed at advancing socialist development in each country.

For his part, Li Shulei expressed his gratitude for the warm reception and extended congratulations to Laos on the forthcoming 50th anniversary of the founding of the Lao People’s Democratic Republic. The traditional friendship between Laos and China is at its best in history

The opening session of our China Conference 2025, held in London on September 27, was addressed by senior diplomats from the embassies of the People’s Republic of China, Republic of Cuba, Russian Federation, Bolivarian Republic of Venezuela and Lao People’s Democratic Republic.

We are very pleased to print below the warm speech given by Comrade Thavone Singharaj, Counsellor and Deputy Head of Mission of the Lao Embassy.

The speech outlines the thriving bilateral relations, across various sectors, between the two socialist neighbours as Laos prepares for its 12^th national party congress, due to be held in early 2026, and to celebrate the 50^th anniversary of the founding of the people’s democratic republic on December 2^nd this year.

It is a profound privilege and honour for me to join comrades today, and I would like to thank Comrade Keith Bennett for giving this opportunity.

As you may know, this year marks the 76^th Anniversary of the founding of the People’s Republic of China whereby we are about to hear stories of both the past and current development of China later today. While I am taking the floor, I would like to express my congratulations and appreciation for the successful hosting of the 25th Shanghai Cooperation Organisation Summit 2025, as well as the commemorations marking the 80th anniversary of the victory in the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War held earlier this month. These two historical events organised by the Party and State of China are considered to elevate the role of the Communist Party of China and the People’s Republic of China on the international stage, showing the world community the strength and growth of the People’s Republic of China amidst the complex changes in the regional and international situation in recent years.

I would also like to congratulate the outstanding achievements that the Party, State and people of China have achieved under the leadership of the Communist Party of China with General Secretary and President Xi Jinping at the core, especially the implementation of the Resolutions of the 20th National Congress of the Communist Party of China and the 14th Five-Year Plan for Socio-Economic Development of the Chinese Government, just to name some.

Back to 25 April 1961, Laos and China established bilateral relations making this year the 64^th anniversary of diplomatic relations. Since then, our bilateral relations and cooperation have gradually enhanced from strength to strength. Our two nations have stood side-by-side through times of struggle and currently work together to advance socialist development and prosperity.

The latest visit to China by H.E. Thongloun Sisoulith, General Secretary of the Lao People’s Revolutionary Party (LPRP) and President of the Lao People’s Democratic Republic (LPDR) on 4-6 September has brought our bilateral relations to a greater height. Our two nations have signed a total of 11 cooperation documents in order to pave the way for our future directions. The two leaders reaffirmed their commitment to work together and also agreed to focus on the operation of the China-Laos Railway and development along the route to upgrade key projects in defence, law enforcement and security, and other fields.
