Wang Yi trip serves to strengthen bonds of Global South solidarity

China’s top diplomat, Wang Yi, visited South Africa in mid-July to attend the 13th Meeting of BRICS National Security Advisers and High Representatives on National Security, which was held in Johannesburg. This was one of the important political gatherings to be held in South Africa in the run up to the country hosting the main BRICS Summit later in August. It was also attended by representatives from a number of other countries seeking to adhere to the BRICS mechanism. Wang Yi also visited Kenya and Türkiye on the same trip.

First making a stopover in Ethiopia, Wang Yi held talks with Deputy Prime Minister and Minister of Foreign Affairs Demeke Mekonnen Hassen in Addis Ababa.

Wang Yi said that China and Ethiopia are good brothers sharing weal and woe, good friends supporting each other, and good partners pursuing common development. China has stood with the Ethiopian people at a critical time when Ethiopia safeguards national peace and stability and will continue to stand with the Ethiopian people as the country enters a new stage of restoration of peace and national reconstruction.

Demeke said Ethiopia-China relations enjoy a long history, and Ethiopia is firmly committed to strengthening cooperation with China at the bilateral, regional and multilateral levels. Ethiopia thanks China for providing assistance to the country’s efforts to safeguard national security and stability, expects China to support Ethiopia in consolidating peace, conducting reconstruction and revitalizing the economy, and supports the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative proposed by China.

Wang Yi met with Kenyan President William Ruto on July 22 in Nairobi.

Noting that Kenya-China relations have been developing smoothly since the establishment of diplomatic ties 60 years ago, Ruto said strengthening friendly cooperation with China has become a consensus shared by all sectors in the country.

Ruto highly praised China’s efforts in growing relations with Kenya based on the principle of mutual respect. Kenya is firmly committed to deepening the comprehensive strategic cooperative partnership with China, and is willing to strengthen inter-party exchanges, deepen cooperation in such fields as railway, highway, water conservancy, aviation, and renewable energy under the frameworks of Belt and Road cooperation and the Forum on China-Africa Cooperation, in order to promote connectivity and regional integration in Africa and achieve win-win results, Ruto said.

Wang Yi said that China approaches relations with Kenya from a strategic perspective, and is willing to work with Kenya to take the 60th anniversary of the establishment of diplomatic relations as a new starting point to align their strategies for revitalization with a focus on development and cooperation, and push their comprehensive strategic cooperative partnership to a new level in the new era.

China is willing to actively promote cooperation with Kenya in railway, highway, aviation, information, and other fields while jointly advancing Belt and Road cooperation, the Global Development Initiative and the “nine programs” of the Forum on China-Africa Cooperation, so as to help Kenya advance its economic and social development and promote regional integration in Africa, Wang added.

Addressing the meeting of BRICS National Security Advisers on July 24, Wang invoked Mao Zedong’s famous phrase of ‘letting a hundred flowers bloom’, in rejecting the idea of a ‘digital iron curtain’. He put forward four suggestions for maintaining network security, namely:

  • Building a fair and reasonable cyberspace.
  • Building an open and inclusive cyberspace.
  • Building a safe and stable cyberspace.
  • Building a vibrant cyberspace.

Wang also said that China is an ex-officio member of the “Global South” and will always be a member of the big family of developing countries.

Calling independence, the defining political feature of the “Global South” countries, development and revitalization their historical mission, and fairness and justice their common proposition, Wang said that as members of the “Global South” family and responsible members of the global village, all parties should work together to take responsibility for world peace and common development.

He again put forward four principles in this regard, namely:

  • Efforts should be made to eliminate conflicts and jointly build peace.
  • Efforts should be made to reinvigorate vitality and jointly promote development.
  • Countries should be open and inclusive for common progress.
  • Efforts should be made to enhance solidarity and cooperation.

In the new round of global governance system reform, he said, the voice and representation of the “Global South” countries should be expanded, so as to safeguard their common interests.

Wang Yi also held a number of bilateral meetings with his counterparts whilst in Johannesburg.

Meeting Indian National Security Adviser Ajit Doval, Wang said China and India are the two major forces in the process of multi-polarization, and the two sides should follow the right direction in developing bilateral relations.

The two sides should enhance strategic mutual trust, focus on consensus and cooperation, overcome obstacles, and bring bilateral relations back to the track of sound and stable development as soon as possible.

Doval said as two ancient civilizations and the two most populous countries in the world, India and China share broad common interests.

India is willing to work with China, in the spirit of mutual understanding and mutual respect, to find a fundamental solution to the border issues and improve the bilateral relations in a timely manner, so as to make positive contributions to world peace and prosperity.

Wang Yi told Nikolai Patrushev, Secretary of the Security Council of the Russian Federation, that China is willing to further strengthen strategic communication with Russia, enhance strategic mutual trust, deepen the synergy between the Belt and Road Initiative and the Eurasian Economic Union, and intensify coordination and cooperation at the bilateral, regional and international levels.

“We should work together to oppose hegemonic and high-handed acts, enrich the China-Russia comprehensive strategic partnership of coordination for the new era, and inject new impetus into a multi-polar world and the democratization of international relations,” he said.

Meeting with Celso Luiz Nunes Amorim, Chief Adviser of the Presidency of Brazil, Wang said that China stands ready to work with Brazil to further explore common interests and create growth drivers, making their relationship a model of solidarity and cooperation between emerging markets and developing countries, so as to jointly promote human development and progress, and strive to build a human community with a shared future.

Amorim responded that Brazil is willing to work with China to implement the consensus of leaders of the two countries, maintain close strategic communication and coordination, deepen pragmatic cooperation in aviation, automobile, advanced technology, green economy, climate change and other fields, and create multiplier effects.

Meeting Ali Akbar Ahmadian, Secretary of Iran’s Supreme National Security Council, Wang Yi said that China will continue to support Iran in safeguarding its national sovereignty and dignity, pursuing a development path suited to its national conditions and safeguarding its national security, noting that China opposes external interference in Iran’s internal affairs.

Ahmadian said the Iranian side appreciates China’s important role in achieving reconciliation between Iran and Saudi Arabia and welcomes China to continue to make positive contributions to regional peace.

In his meeting with South Africa’s Minister of International Relations and Cooperation Naledi Pandor, Wang Yi said that China fully supports South Africa as the BRICS chair in hosting the 15th BRICS Summit and actively responds to the strong call of relevant countries to participate in BRICS cooperation, calling for efforts to further strengthen BRICS cooperation, practice multilateralism and provide more stability to a world full of uncertainties.

In the post-pandemic era, the two sides should work together to push forward the China-South Africa comprehensive strategic partnership towards higher quality, wider areas, and deeper levels, and continue to serve as a model of solidarity and cooperation among developing countries, Wang added.

He also met with Khumbudzo Ntshavheni, minister in the Presidency of South Africa and the country’s coordinator of BRICS National Security Advisers and High Representatives on National Security, and said that China will, as always, support South Africa in safeguarding its national sovereignty, independence and national dignity, and is ready to strengthen high-level exchanges with South Africa, deepen inter-party exchanges, consolidate political mutual trust, and expand cooperation in various fields including trade and poverty reduction.

Noting that China supports South Africa in accelerating its industrialization process and enhancing its capacity for independent development, Wang said that China encourages competent and reputable Chinese enterprises to invest in South Africa and hopes that the country will provide a sound and stable business environment for them.

In a phone conversation with South African President Cyril Ramaphosa, Wang Yi said that China looks forward to South Africa planning important high-level exchanges between the two countries so as to push their comprehensive strategic partnership to a new level, and carrying out a China-Africa high-level dialogue to strengthen China-Africa unity and cooperation and achieve new progress in building a China-Africa community with a shared future.

Noting that China and South Africa enjoy a friendship of “comrades plus brothers,” Wang said that no matter how the international situation develops, China will firmly stand with South Africa.

Wang Yi’s final stop before returning home was Türkiye. Meeting President Recep Tayyip Erdogan in Ankara, the Turkish leader asked him to convey his sincere greetings to Chinese President Xi Jinping, adding that Türkiye and China are both countries with global influence and the importance of their cooperation goes beyond bilateral boundaries.

Türkiye is willing to enhance high-level exchanges with China through mechanisms such as the Intergovernmental Cooperation Committee and the Joint Economic and Trade Committee, said Erdogan, adding his country is ready to enhance synergy between Türkiye’s Middle Corridor initiative and the China-proposed Belt and Road Initiative (BRI), deepen bilateral cooperation in trade, energy, tourism, and other fields, and elevate Türkiye-China relations to new heights.

The Turkish president stressed that his country does not support the increase of NATO activities in the Asia-Pacific region and is willing to maintain communication and coordination with China on international and regional issues, including the Ukrainian crisis.

Wang told the Turkish president that China congratulates him on his re-election and supports Türkiye in upholding independence and pursuing a development path suited to its national conditions.

Both China and Türkiye are representatives of emerging markets and major developing countries, which share broad common interests with no conflict of fundamental interests, the Chinese diplomat added.

Wang also met with Turkish Foreign Minister Hakan Fidan and told him that, as representatives of emerging markets and major developing countries, China and Türkiye share huge cooperation potential, adding that China supports Türkiye in finding a development path suited to its national conditions and safeguarding national independence, sovereignty, and legitimate rights and interests.

China also supports Türkiye in playing a more important role in the regional and international arena, and opposes any interference in Türkiye’s internal affairs, Wang said.

He also affirmed China’s readiness to strengthen coordination and cooperation with Türkiye under multilateral frameworks such as the United Nations, the G20 and the Shanghai Cooperation Organization, jointly raise the voice of emerging markets and developing countries, uphold genuine multilateralism, safeguard the stability of global supply and industrial chains, oppose unilateralism and wrong practices such as “decoupling and the cutting of supply chains,” and inject more stability into a world of turmoil and transformation.

Fidan said that Türkiye rejects the claim that China’s economic and technological developments are a threat, opposes discrediting and containing China’s development, and does not allow activities in Türkiye that undermine China’s territorial integrity.

Türkiye is willing to work with China to give full play to the role of the intergovernmental cooperation committee between the two countries, jointly build the BRI, strengthen cooperation in the fields of economy, trade, energy, aviation, and tourism, respond to global challenges, and promote the establishment of a multipolar world, he added.

Ruto asked Wang, also director of the Office of the Central Commission for Foreign Affairs, to convey his cordial greetings to Chinese President Xi Jinping.

Kenya is firmly committed to deepening the comprehensive strategic cooperative partnership with China, and is willing to strengthen inter-party exchanges, deepen cooperation in such fields as railway, highway, water conservancy, aviation and renewable energy under the frameworks of Belt and Road cooperation and the Forum on China-Africa Cooperation, in order to promote connectivity and regional integration in Africa and achieve win-win results, Ruto said.

The Kenya president said that his country supports and will actively participate in the Global Development Initiative proposed by China.

For his part, Wang conveyed Xi’s sincere regards to Ruto. Since the establishment of diplomatic ties 60 years ago, China and Kenya have treated each other as equals, supported each other and jointly strived for revitalization, Wang said, noting that the two countries have become good friends sharing political mutual trust and good partners engaged in win-win cooperation.

China approaches relations with Kenya from a strategic perspective, and is willing to work with Kenya to take the 60th anniversary of the establishment of diplomatic relations as a new starting point to align their strategies for revitalization with a focus on development and cooperation, and push their comprehensive strategic cooperative partnership to a new level in the new era, Wang said.

Network should not be new battlefield for engaging in digital iron curtain, says Wang Yi

JOHANNESBURG, July 24 (Xinhua) — The network should be a big stage where a hundred flowers bloom, not a new battlefield for engaging in a digital iron curtain, said Wang Yi, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, here Monday.

Wang, also director of the Office of the CPC Central Commission for Foreign Affairs, made the remarks while attending the 13th Meeting of BRICS National Security Advisers and High Representatives on National Security in Johannesburg, South Africa, which began Monday.

BRICS is an acronym for five emerging economies, including Brazil, Russia, India, China and South Africa.

Wang said that cyber security is an important cornerstone of national security. “In the face of common challenges, we should strengthen strategic communication, clarify the direction of cooperation, and safeguard common interests,” he said.

He put forward four suggestions for maintaining network security:

Firstly, he called for building a fair and reasonable cyberspace. The future of cyberspace should be jointly created by all countries, and the security of cyberspace should be jointly safeguarded by all countries. It is necessary to practice true multilateralism, support the United Nations in playing a central role in the global governance of cyberspace, fully listen to the legitimate concerns of developing countries, establish fair and reasonable international rules, and improve the democratic and transparent internet governance system.

Secondly, he called for building an open and inclusive cyberspace. The life of the network lies in interconnection, and the core lies in openness. Cyberspace should be a “big stage” where a variety of flowers bloom, not a “new battlefield” for a digital iron curtain. It is necessary to adhere to fairness and justice, oppose any form of scientific and technological hegemony and cyber hegemony, and let all parties do their best and get what they need in an open and inclusive cyberspace.

Thirdly, Wang called for building a safe and stable cyberspace. It is necessary to abide by the purposes and principles of the UN Charter and respect the network development path and management mode independently chosen by each country, practice the concept of common, comprehensive, cooperative and sustainable security, advocate the peaceful use of cyberspace, resolutely resist the cyber arms race, oppose attempts to use cyberspace to carry out “color revolutions.”

Fourthly, he called for building a vibrant cyberspace, saying it is necessary to coordinate development and security and adhere to “people-oriented” and “intelligence for good” policies to ensure national security and public interests, while seizing digital opportunities, bridging the digital divide, sharing the digital dividend, ensuring openness, security and stability of the global information and communication production and supply chain, to stimulate the potential and vitality of international cooperation in cyberspace.

Wang Yi also stressed that China attaches great importance to the issue of cyber security by actively participating in global network governance, making China’s contribution to maintaining global data and network security. China is willing to strengthen exchanges and deepen cooperation with emerging market countries and developing countries, and make continuous efforts to promote the reform of the global cyber governance system and build a community with a shared future in cyberspace.

The two-day meeting, held under the theme of “Cybersecurity is increasingly becoming a challenge for developing countries,” is being attended by Minister in the Presidency of South Africa Khumbudzo Ntshavheni, Chief Adviser of the Presidency of Brazil Celso Luiz Nunes Amorim, Secretary of the Security Council of the Russian Federation Nikolai Patrushev, National Security Adviser Ajit Doval of India, and representatives of Belarus, Iran, Saudi Arabia, Egypt, Burundi, the United Arab Emirates, Kazakhstan, Cuba and other countries.

All participating parties said that with the rapid development of information and communication technology, the importance of maintaining cyber security has become increasingly prominent.

The international community should strengthen and regulate the use of information and communication technologies, jointly combat cybercrime, promote digital connectivity, narrow the digital divide, strengthen international cooperation in technological innovation, and promote the economic and social development of all countries, they noted.

They said the global network governance system should be reformed and improved to increase the representation and voice of developing countries. BRICS countries and the “Friends of BRICS” should work together to address traditional and non-traditional security challenges such as cyber security, create a mutually beneficial, inclusive and secure international environment, achieve common security and development, and promote global peace and prosperity.

Second, efforts should be made to reinvigorate vitality and jointly promote development, Wang said, calling for firmly placing development at the center of the international agenda, further consolidating the international consensus on promoting development, and safeguarding the legitimate development rights of developing countries.

The global development partnership should be revitalized and new growth drivers of global development should be fostered, Wang said, adding that developed countries should be prompted to earnestly honor their aid commitments, so as to deliver more development benefits to people of all countries.

Third, countries should be open and inclusive for common progress, said Wang, who underlined upholding the common values of humanity, respecting the diversity of civilizations, opposing ideological confrontation, and supporting countries to explore development paths suited to their own national conditions.

He also called for respecting the social system chosen by the people of all countries, strengthening exchanges and mutual learning in governance, and jointly contributing to the progress of humanity.

Fourth, efforts should be made to enhance solidarity and cooperation, Wang said, adding that the principles of extensive consultation, joint contribution and shared benefits should be upheld, hegemonism and power politics should be opposed, and the United Nations’ active role in international affairs should be supported.

ANKARA, July 26 (Xinhua) — Turkish President Recep Tayyip Erdogan on Wednesday met with senior Chinese diplomat Wang Yi to discuss enhancing bilateral cooperation in various fields.

Erdogan asked Wang, director of the Office of the Foreign Affairs Commission of the Communist Party of China (CPC) Central Committee, to convey his sincere greetings to Chinese President Xi Jinping, adding that Türkiye and China are both countries with global influence and the importance of their cooperation goes beyond bilateral boundaries.

Erdogan emphasized Türkiye’s adherence to the one-China principle and said his country does not see China’s development as a threat.

Chinese enterprises are welcome to increase their investments in Türkiye, said Erdogan.

The Turkish president stressed that his country does not support the increase of NATO activities in the Asia-Pacific region and is willing to maintain communication and coordination with China on international and regional issues, including the Ukrainian crisis.

Wang, also a member of the Political Bureau of the CPC Central Committee, conveyed the Chinese president’s greetings to Erdogan.

He told the Turkish president that China congratulates him on his re-election and supports Türkiye in upholding independence and pursuing a development path suited to its national conditions.

Both China and Türkiye are representatives of emerging markets and major developing countries, which share broad common interests with no conflict of fundamental interests, the Chinese diplomat added.

The development of bilateral relationship is future-oriented and has broad prospects, Wang said, highlighting that China stands ready to work with Türkiye to help each other on the path of national rejuvenation, support each other on issues of core interests, strive to maintain and deepen mutual political trust and uplift China-Türkiye strategic cooperation to a new level.

Wang expressed China’s willingness to make good use of the mechanism of the China-Türkiye Intergovernmental Cooperation Committee to comprehensively advance pragmatic cooperation in various fields, facilitate the BRI construction, achieve a higher level of mutually beneficial and win-win cooperation, and make positive contributions to global economic recovery.

During his one-day visit to Türkiye, Wang also held talks with Turkish Foreign Minister Hakan Fidan.

China ready to enhance mutual strategic trust, deepen cooperation with Türkiye, says Wang Yi

ANKARA, July 26 (Xinhua) — China is ready to work with the Turkish government to enhance mutual strategic trust and deepen cooperation in various fields, so as to inject fresh impetus into the development of bilateral relations, senior Chinese diplomat Wang Yi said here on Wednesday.

Wang, director of the Office of the Foreign Affairs Commission of the Communist Party of China Central Committee, made the remarks during a meeting with Turkish Foreign Minister Hakan Fidan.

As representatives of emerging markets and major developing countries, China and Türkiye share broad common interests and huge cooperation potential, said Wang, adding that China supports Türkiye in finding a development path suited to its national conditions and safeguarding national independence, sovereignty, and legitimate rights and interests.

China also supports Türkiye in playing a more important role in the regional and international arena, and opposes any interference in Türkiye’s internal affairs, Wang said.

He expressed China’s willingness to work with the Turkish government to enhance mutual strategic trust, strengthen strategic coordination, deepen cooperation in various fields, support each other in safeguarding their core interests and national security and stability, push for more fruitful results in the China-Türkiye strategic relationship of cooperation, and inject a new impetus into the development of bilateral ties.

Wang called on the two sides to make good use of bilateral cooperation mechanisms, including the China-Türkiye Intergovernmental Cooperation Committee, to enhance synergy between the Belt and Road Initiative (BRI) and Türkiye’s Middle Corridor initiative, and continue to advance cooperation in energy, education, culture and other fields.

China is willing to import more quality Turkish products, support companies of the two countries to settle trade in local currencies, and encourage more Chinese companies to invest and do business in Türkiye, he said.

Wang also affirmed China’s readiness to strengthen coordination and cooperation with Türkiye under multilateral frameworks such as the United Nations, the G20 and the Shanghai Cooperation Organization, jointly raise the voice of emerging markets and developing countries, uphold genuine multilateralism, safeguard the stability of global supply and industrial chains, oppose unilateralism and wrong practices such as “decoupling and the cutting of supply chains,” and inject more stability into a world of turmoil and transformation.

For his part, Fidan said that Türkiye attaches great importance to developing its relations with China.

Türkiye rejects the claim that China’s economic and technological developments are a threat, opposes discrediting and containing China’s development, and does not allow activities in Türkiye that undermine China’s territorial integrity, the Turkish top diplomat said.

Fidan said Türkiye believes that the global initiatives, proposed by Chinese President Xi Jinping, are of strategic significance.

Türkiye is willing to work with China to give full play to the role of the intergovernmental cooperation committee between the two countries, jointly build the BRI, strengthen cooperation in the fields of economy, trade, energy, aviation and tourism, respond to global challenges, and promote the establishment of a multipolar world, he added.

The two sides also exchanged views on international and regional issues of common concern.

The USA could do this but that is not how Capitalism works. So it is up to China to bring countries of the world together for a multi-polar world.Things are looking good so far and there is a long road ahead. Most countries in the world know that they have wasted their time under US Imperialism and now they are on the right path to a Multi-Polar world and Socialism.
