On June 6, he met with Cyprus President Nikos Christodoulides.
Christodoulides said that Cyprus-China relations have a solid foundation and will grow better and stronger no matter how the international situation changes. He expressed Cyprus’s gratitude to China for the valuable support for the Cyprus problem in the UN Security Council, and said Cyprus’s commitment to the one-China principle remains unchanged. Cyprus is a good partner of China in the EU and will serve as the rotating presidency of the EU in the first half of next year. A major purpose of Liu’s visit was to strengthen ties with the Progressive Party of Working People (AKEL), Cyprus’s communist party. AKEL is a mass party, the second largest in the country’s parliament, holding 15 out of 56 seats.
On June 5, Liu met with AKEL General Secretary Stefanos Stefanou.
Liu noted, China and Cyprus enjoy a profound friendship. China appreciates Cyprus’s firm adherence to the one-China principle, firmly supports Cyprus’s efforts to safeguard its national sovereignty and territorial integrity, and supports a comprehensive, fair and lasting solution to the Cyprus problem under the framework of relevant UN resolutions. China is willing to, together with Cyprus, strengthen the alignment of development strategies, expand practical cooperation in various fields, and strengthen people-to-people and cultural exchanges.
He said that the CPC and the Progressive Party of Working People are good comrades and good partners with similar ideals and beliefs. Liu also held discussions on June 7, with the grassroots organisation of the Paphos District Committee of AKEL.

Liu said, profound changes unseen in a century are accelerating across the world. Tariff wars and trade wars are steadily gaining momentum. Unilateralism, isolationism and protectionism pose a severe challenge to the international order. China is willing to work with all countries, including Cyprus, to practice true multilateralism and inject more stability and positive energy into the world. Papadopoulos said, at present, Cyprus-China relations are developing very well, and cooperation in various fields have yielded fruits. Chinese automobiles and other products have reached the market of Cyprus. Cyprus and China should further tap the potential for cooperation and promote greater development of bilateral relations. Cyprus is willing to play its role in the EU and promote the development of EU-China relations. Tariff wars and trade wars have brought uncertainties to the international community. Liu noted that since the establishment of diplomatic relations 54 years ago, China-Cyprus relations have continued to develop healthily and stably. Visiting Britain, on June 9, Liu attended the Thirteenth UK-China Senior Leadership Forum, which was held under the theme of ‘UK-China: the bilateral relationship in a fast-changing world’ and was attended by members of Parliament from the Labour Party, Conservative Party, and Liberal Democrats. And on June 10, he met separately with David Lammy, Secretary of State for Foreign, Commonwealth and Development Affairs; and Former Leader of the Labour Party and Former Prime Minister, Tony Blair.
Blair said, since the Labour Party came to power again last year, UK-China relations have shown a momentum of improvement. I am optimistic about the future of UK-China relations. The two sides should seize the opportunity and make tangible efforts to promote cooperation in economy, trade, investment, etc. In the turbulent and complex international situation, the UK and China should strengthen multilateral coordination and jointly respond to challenges such as climate change and large-scale infectious diseases. China has made significant progress in artificial intelligence, which has attracted global attention. We should think about how to promote the application of technology to boost the development of various countries. The UK and China can strengthen cooperation in this field.

Meeting the former British Prime Minister on June 23, Foreign Minister Wang Yi said that the world today is undergoing unprecedented changes unseen in a century, yet certain major countries have abandoned their international responsibilities, placing their own interests above the common interests of the international community. As permanent members of the United Nations Security Council and major countries in the world, China and the UK should fulfill their international obligations, demonstrate responsibility and commitment, and make efforts for world peace and development.
Tony Blair stated that the world today faces numerous challenges and requires enhanced coordination and joint responses. Attempts to isolate China are doomed to fail, and the world needs a greater understanding of China. It is widely believed that Blair is working to facilitate a China visit by Prime Minister Keir Starmer, possibly within this year. Starmer has to date never visited China.
Liu Jianchao attended the 22nd Oslo Forum, which was themed ‘All hands on deck: mediation in a changing world’, and was held in the Norwegian capital on June 11. He delivered a keynote speech on the theme of ‘Bridges of dialogue: China’s role in global mediation and peacemaking’.
Liu said, the Chinese nation is a peace-loving nation. More than two thousand years ago, the ancient Chinese put forward a series of ideas centred on peace. In modern times, the Chinese people suffered from deep disasters and knew well that peace is hard-won. The People’s Republic of China, since its founding in 1949, has been committed to the path of peaceful development. China contributes the largest number of peacekeeping personnel among all the permanent members of the United Nations (UN) Security Council and is the second largest funder to UN peacekeeping missions. China has not provoked a single war or conflict. China has stated on many occasions that no matter how strong the country becomes, it will never seek hegemony, expansion, spheres of influence, or engage in arms race. China is the only country that has pledged not to use nuclear weapons first, and not to use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon-free zones.
Liu said, over a period of time, the basic norms of international relations have been challenged, globalisation has encountered headwinds, unilateralism has been on the rise, power politics has run rampant, and local conflicts and turmoil have occurred frequently. Certainty and stability have become something scarce. We must stay in solidarity, remain united in face of these challenges and inject stability and certainty to the turbulent world. When it comes to disputes and conflicts, China upholds the principles of sovereign equality, fairness and justice, solidarity and coordination, multilateralism, and respect for international rule of law, and advocates promoting political solutions through dialogue and consultation. More than 120 countries and international organisations support the Global Security Initiative proposed by President Xi Jinping. China supports the UN in playing a central role in conflict mediation and calls on countries to do their bit for humanitarian assistance.
China further calls on all countries to support the Global Development Initiative, uphold the vision of common development, promote free trade, deepen mutually beneficial cooperation, and work together to build a development pattern that is inclusive, balanced, coordinated, win-win, and beneficial to all. China also calls on all countries to support the Global Security Initiative, uphold the new vision of common, comprehensive, cooperative and sustainable security, and resolve differences and disputes between countries through dialogue and consultation in a peaceful manner. China calls on all countries to jointly practice true multilateralism, firmly safeguard the international system with the UN at its core and the international order underpinned by international law and accelerate the building of a more just and reasonable global governance system.
Liu met with Jonas Gahr Støre, Leader of the Labour Party and Prime Minister of Norway, on June 12.
Støre said, I have visited China many times through government and inter-party channels, establishing close ties with China. Last year, I visited China on the occasion of the 70th anniversary of the establishment of diplomatic relations between Norway and China and had successful meetings with Chinese leaders including President Xi Jinping. Norway is willing to strengthen cooperation with China across fields including ocean, environmental protection, modern green technology, and the Arctic to further promote the development of bilateral relations. Norway is a small country, but it is committed to maintaining peace. Norway appreciates China’s important role in international affairs and is willing to strengthen communication and coordination with China in multilateral institutions such as the United Nations. The Labour Party stands ready to strengthen exchanges and dialogues with the CPC.
Liu noted that China is willing to work with Norway to implement the important consensus reached by the leaders of the two countries, enhance political mutual trust, deepen cooperation in maritime affairs, environment, and green transformation, and further consolidate the good development momentum of bilateral relations. Liu said, China and Cyprus are both countries with a long history and rich culture. The two countries have a friendship and resonance that spans time and space. Cyprus once played an important role in the economic and cultural exchanges and integration between the East and the West along the ancient Silk Road. In contemporary times, it has once again become the gateway for the Belt and Road Initiative (BRI) to enter Europe. Since the signing of the cooperation document under the BRI between China and Cyprus six years ago, the practical cooperation between the two countries has entered a fast lane, and the thousand-year-old Silk Road friendship between China and Cyprus has been rejuvenated with new vitality. The mutual understanding and support between China and Cyprus on core concerns are precious. Cyprus firmly adheres to the one-China principle, and the political mutual trust between China and Cyprus is unbreakable. Liu said, the successful practice of the China-Cyprus strategic partnership inspires our reflection on the current China-European Union (EU) relations. What should be the positioning of China-EU relations? What kind of cooperation philosophy should China and the EU follow? In a world of changes and turmoil, how should China and the EU jointly shoulder global responsibilities?
China and Cyprus established diplomatic relations amid the shadow of the Cold War. Despite different development paths, the aspirations of the two peoples for peace and development have been linked across Asia and Europe. This provides valuable experience for China and the EU to transcend differences – that institutional differences are not an obstacle to cooperation, and mutual respect and equality are the cornerstones for the long-term development of bilateral relations. President Xi Jinping has repeatedly emphasized that China and the EU have no clash of fundamental interests or geopolitical conflicts, and China and the EU are partners for mutual success. This is China’s consistent and clear positioning of China-EU relations. Against the backdrop of increasing global uncertainties and geopolitical changes, the need for China and the EU to deepen cooperation in various fields is more urgent than ever. China is willing to work with the EU to maintain a correct mutual understanding and be trustworthy and reliable partners on the road ahead.
China and Cyprus are complementary in resources and deeply embedded in each other’s markets. The mutually reinforcing economic model has enabled both countries to achieve win-win results in the global economic landscape. The concept of win-win cooperation has also facilitated the transformation of China-EU trade from “industrial product trade” to “high-end value creation”. Over the past 50 years, China and the EU, as the world’s two largest markets, have released strong development momentum, effectively promoting global prosperity and stability. China is currently formulating the 15th Five-Year Plan, committed to accelerating the formation of a new development pattern, and comprehensively promoting high-quality development. The EU also proposed the Competitiveness Compass earlier this year. China is willing to work with the EU to adhere to mutual complementarity and mutual benefit, continue to expand the pie of China-EU economic and trade cooperation, and make important contributions to maintaining economic globalization and trade liberalization.
China and Cyprus, through the solidarity of a major country’s responsibility and a small country’s sense of justice, have jointly delivered a strong message on the global stage: rules must prevail over power. Multilateralism is also the foundation of the common values of China and the EU. From advancing global poverty reduction to addressing climate change, from promoting UN reform to upholding the international multilateral order, China and the EU share the same vision and aspirations. In today’s world, with significantly increased instability and uncertainty, unilateralism and hegemonism have once again become the biggest destabilizing factors in the international and regional arenas. The more turbulent the times, the greater the need for China and the EU need to stand up and say “no” to actions that harm the interests of other countries, undermine fairness and justice, and subvert international rules and order. We must resolutely safeguard the international system with the UN at its core through practical actions and adhere to true multilateralism. As long as we unite and cooperate, we will be able to resist headwinds and challenges and defend the common interests of the people of China, the EU and the world.
Liu said, in the process of developing the China-Cyprus strategic partnership, exchanges between political parties have played a unique role. Looking to the future, we hope to inject more positive energy into China-Cyprus relations and China-EU relations through such exchanges.
We should consolidate the trust foundation of China-EU relations with mutual understanding and support between China and Cyprus. The CPC is willing to deepen the understanding of each other’s political systems and development paths through inter-party exchanges and political dialogues, and through the exchange of experience in state governance, pool wisdom and consensus, and jointly promote the development and progress of China and the EU.

The session was chaired by David Harland, Executive Director of the Centre for Humanitarian Dialogue, the co-host of the forum. About 120 people—including government officials, think tank scholars, and representatives from international and non-governmental organizations of more than 50 countries and regions attended the event.
Liu said, the Chinese nation is a peace-loving nation. More than two thousand years ago, the ancient Chinese put forward a series of ideas centered on peace. In modern times, the Chinese people suffered from deep disasters and knew well that peace is hard-won. The People’s Republic of China, since its founding in 1949, has been committed to the path of peaceful development. China contributes the largest number of peacekeeping personnel among all the permanent members of the United Nations (UN) Security Council and is the second largest funder to UN peacekeeping missions. China has not provoked a single war or conflict. China has stated on many occasions that no matter how strong China becomes, it will never seek hegemony, expansion, sphere of influence, or engage in arms race. Certainty and stability have become something scarce. We must stay in solidarity, remain united in face of these challenges and inject stability and certainty to the turbulent world.
